very general and very just complaint against the
deteriorated Spanish coin now in circulation. It
la felt to be a nuisilice, and any good method of
getting rid of it would be hailed with delight
The New York Times suggests that the govern
ment receivelhem for postage, at 24, 12 and 6
cents respectively; and, states that the loss by
such a measure would be a "trifling fraction."
The :Journal of Commerce corrects this assertion
and from actual experiments as to the lilting'',
vabie of thess'coin,ptes that, compared with
bar silver, which wo ,be tho measure of their'
value to the mint, the quarters will not average
22 cents; an assay made at the mint some years
ago fixed their value at 22i, bat this did not in
clude such smooth coin ; as formate bulk of this
currency now in use. The eighths, or "shilling"
pieces averaged Mena trial a fraction leas than
tan cents: the sixteenths, or "sixpences," about
four cents. The whole of the Spanish coin in
circulation in this country It 'melted together I
to-day, would not realise in bar silver above 85
per cent, of its nominal value, and we doubt
much if it would reach,Bo per!cent. Re-Issuing
' It% the new depreciated oilier coin, would in
trades its value about 4 per dent. but this would
not save the government (midst large loss by the

the best method of driving it out of circulation
would be to prohibit any issued it as coin for
any purpose, and confuting all transactions in it
to purchases by weight- This, if done by author
ity orCongresa, would send it all to the West
Indies, or other countries where it forme a part
of the currency. We have now a large accumu
lation of the silver coinage in the government
vaults, and the pface : of thins fractional nub;
mines could be immediately supplied by a deci
mal currency. We see no reason why Congress
shoold not prohibit the circulaticin of every des
cription of foreign coin; its use Is not a matter
of convenience, milt leads to perpetual difficul

the Henry Lewis, by which it will be Seel that
the Slave Peggy; who lately murdered her child
at Cincinnati to save, it from Slavery, toed her
only remaining child by the sixddng.of this boat,
and was near being drowned hared!. The ar
ticle on this subject from the Cincinnati acette,
showing the treachery practised by Mr: Gaines
to get Peggy out of the reach of Gov. Chase's
regraition, will attract attention. The follow
s-In additional comments are from the Cinain
,nati ammonia:
"When the accident occurred to the Henry
Lewis, the negroes were in the nursery (acs a
place between the cabin and steerage in the
stern of the boat is called) ironed by couples.—
After the disaster they were heard calling for
help,and to be relieved of their hand-cuffs.—
' Some one happened to be on hand to save them.
Margaret had her child—the infant that ohs hit
on the bead with the shovel wheh arrested here
ita,hei arms,, but by the shook of the boat that
came to the assistance of the Leiria (as one
story, goes) she was thrown into tho river with
her child, and a white woman who was one of
the eteerage passengers, and was standing
by her at the moment. This woman and
the, child were drowned but a black man, the
cook on the Lewis, sprang into the river and
saved Margaret, who, it is said, displayed frantic
joy,when told that her child was drowned, and
said she would never reach alive Gaines' Land
ing, in Arkansas, the point for which she was
shipped, thus intimating a desire to drown her
self. Another report is that as soon as she had
an -opportunity she threw her child into the
river and jumped after it. Still another story
has it that eh* tried to jump upon the boat
along side, but fell short. It is only certain
'that she was in the ?fru with her child, and
that it was drowned whileahe was saved by the
prompt energy of the cook.
The last that was seen of Peggy, she was on
the Hungarian, crouching like a wild animal,
near the stove, with a blanket wrapped around
her. Oar readers 'will, sph presume, be struck
with the dramatio features of the Pugitthe Slave
Case, and that it progresses, like a plot wrought
by some master of tragedy. rust, there was
the flight—the crossing of the frozen river in
the twilight of the morning, the place of fan
cied security, the surprise by the °Mute, the
fight with them, the murder of the child, the
arrest, the scenes about the court room and in
the jail, the long suspense,the return to Ken
tucky, the removal to Pran kfort, the separation
there, the approach of the messenger with the
reguleition for Peggy, her removal' to Louisville,
the pursuit of the messenger, the boat op which
she was to have been taken South leaving two
hours ahead of Cooper with the writ from Gov
ernor Morehead—then the speedy catastrophe
to the steamer, the drowning of the babe of the
heroine, and her own rescue, as if yet saved for
some more fearful and star tling act of the trage
dy, and lastly the curtain falls, leaving her wet
and dismal, on a boat bound South, perfectly
careless as to her own fate, only determined
never to set her foot on the soil of Arkansas.—
There is something fearfully 'tragic about this
which must
mar this,
to every mind, and we shall
look with much interest for information of the
catastrophe which will complete the dramatics
unity of the affair."

organisation of Anti-Catholic Know Nothings In
Louisiana, and that the National Council at its
late session in Philadelphia refused to adniit the
delegates of this order, preferring those repre
senting tho Caddie Know Nothings• ' The fol
lowing are a portion of the resolutions adopted
by the State Connoil of the Antes:
"Resolved, That the so called American Catho
lics have tacitly acknowledged their allegiaice
to some foreign power, either civil or ecclesias
tical, by repudiating the Bth article of the Na
tional Platform.
Resolved, That we lroo • 130 difference between
an American Catholic ILIld a Roman Catholic.'
The Natlorml Council, in admitting the Catho.
lie wing of the Order and excluding the Anti-
Catholics, showed that it has no hostility to
Catholicism, and hence it has lost nine-tenths of
the capital which it had in the free states.

Lest silence on the part of the business cam
munity.pay. be construed into an approval of
the late action of the Pittsburgh Marine Associ
ation, in establishing their high rate of freights
and the members thereof binding themselves to
uphold them, as a manufacturer and • Pitts
burgher I, for one, desire to nay I do not ac
cede to this combination any such right.
Is there any reason why freights west should
be advanced 20 to 60 per cent. just at this time ?
Steamboat stock has been paying very well at
former rates ; why then the alarm that they are
not going to continue to make money ? or is the
Association acting on the presumption that there
being a large accumulation of freight here, they
may adopt the old adage "make hay while- the
Inn shines" and take advantage of this imagined
necessity to make the profits of a year in a few
months ?
That there Is a large stock of Pittsburgh man:
ufactured articles on band cannot be denied;
but that there le an extraordinary amount of
it orders in is not the fast. Should orders be re
ceived for our largo stock, it will not be because
of 'any facilities afforded by the Pittsburgh his
ruts Association. As shrewd men they cannot
but see that were they to accomplish their object
the result would be that a supply of outside boats
would follow, so that for the advantage of hav
ing a good Spring business they may destroy
the profit of the carrying trade for years to
come. Or do the Association Intend to put the
veto on any more new boats being built, and so
keep matters in their own' hands
As their meetings weft private we are at •
lose to know by what lessoning they justify the
present advance. Do' they think the Pittsburgh
manufacturers will not feel itt The Western
merchant will only have to pay tifty cents • box
more for his glass or twenty-five cents per keg
more for his nails; and aa no one of them will
have the advantage over the other, they in turn
can advance on the consumer and here the mat
ter will end. If this is their logic it is errone
ous. There are other places in the United
Statesilesides Pittsburgh, where these articles
can be bought. Take for Instance the trade of
Northern Illinois and the upper Mississippi. At
'former rates of freight from this pen many of
these articles were bought in New York, and it
is 51111 en unsettled question whether even at
IoW rates of freight, It was cheaper CO buy there
than .here. Our manufacturers have had a
• hard time of it this winter. For months they
have been unable to ship, and therefore could
not realize from their stocks; yet their payments
Were coming around. es in other seasons, (and
let me add here that our Banks, sympathising
with. them, have acted with commendable liber
slity,) and now after worrying through the
Winter, they mustbe met in the threshold of the
spring's business by the annoyance of an advance
in freights, driving their customers from their
doors,. or giving those who do buy much dissat
hifaction.
- But, say the boat owners, We cannot help the
long
,winters. Well you know, though, that while
these closed rivers are very severe on the manu
facturers, they are Godsends for the steamboat
Interest. If nature has favored you in this, you
should not make the attempt to take in undue
advantage from these ejpumatances to the Injury
of ogler branches of business; and ultimately to
the ildurj of the very business you wish to uphold
That the arrangement cannot be Carried out
is ascertain M any thing in the future. I don't
care What you make the penalty for breaking it:
It will be mded In some one of the hundreds of
ways of doing lt, to the injury of the honest and
eoubding. If there were but half a dozen in
stead of hundreds, to attempt to carry out such
an arrangement as the Assoolation contemplete,
they could not do it. It le folly to think of it,
and time will show it. The thing will break
through, and prima will go lower 4ban if there
miser bad been a Marine AssoalatiOn established.
Tourney say. why then be dissatisfied T Because
in the' attempt to hold it up on the port of the
AssOciation, and the manufacturers refusing to
ship, much of the early Made may bo lost.
And thus with plenty of Pittsburgh manufac
tured "articles here and enstomers In the west
wanting them, the spectacle may be witnessed
of hoists going out hail -loaded, with no reason
for it Mil, that they belong to the Marine Asso
ciation, and are bound not to take freight under
a certain price.
Why, one would suppose that the Association

The extraordinary decision of Judge Kane,and
the implied sanction given to it by the majority
report of the House Judiciary Comntitteee in con
etre ing the 7th Beaton of the Act of March
1847, In its bearings in the : questions of freedom
and slavery in Pennsylvania, induce me to com
municate through your columns a few facts con
nected with the origin and history of that Act of
1847. These facts, to my "mind, conclusively
prove that Judge Kune'e and the Judiciary Com
mittee's constellation of that Act, cannot be sus
tained without reversing the intention of Its fra
mers.
About the middle of January 1847, a commit
tee from the annual meeting of Quaker! in East
ern Pennsylvania came to Harrisburg, swam
pealed by two of the • °Meets balled, I believe,
"Councillors' to the old Ben Franklin Abolition
Society (of which Passmore Williamemi was °ee

rotary) to call the attention of the Legielature to
lame further provision to proteot our colored
cithens from being kidnapped. They'. believed
that the former Acton this enbject bad been ren
dered nugatory by the Opinion of the Bolted
States Supreme Court in the case of Common
wealth.vs. Prigg, 16 Peters.
As Chairman of the Judiciary Committee of
the House, I had frequent interviews with these
gentlemen during the few days of their lejourn
at Harrisburg. They had made all the details
of legislation affecting our colored population
their study, and to them should reallybe given
the largest portion of the credit in the prepara-
Bon of that Bill. Besides the revisal of our leg-
Lelation against kidnapping, these gentlemen
were anxious to learn from me if I deemed that
a favorable time to procure a repeal of all laws
on our Pennsylvania Statute Book sanctioning
human slavery.,
After oonsialtation among the member I ad
vised these gentlemen that I deemed the time
auspicious, arid upon fall consultation with them
the Bill was prepared. We carefully opmpared
every section of the Bill with that of the Supreme
Court in 16 Peters bad defined as the boundaries
of state andfederal legislation. And here per
mit me to say that we had no design to . ; repudi
ate our Federal duties or obligations hithat BilL
That was three years before the agitation of the
fugitive Blare Law, and some six before the repu
diation of the bilssouri Compromise by the Kan
gas Nebraska Act. Oar recognition of our Fed
eral duties and obligations in '1847 win much
more sincere and hearty than it has bejta since
the perpetration of these enormities. Our simple
design was to disoloerall connection with slavery in
oar own slats /sots/anon. This is the key to un
look all doubtful oonstructions in the, Act of
March 81, 1847, so far as the intentions 'of the
framers of an act are adruissable to explain its
provisions. 1 submitted the Bill we had thus
jointly prepared to the Judiciary Committee, and
with a few amendments 'the same wee unani
mously reported. The Bill was printed and on
our files probably three weeks. On ray motion
the same was taken up in the House, and by me
explained and amended in a few particulars.
I believe no other amendments were offered ex
cept my own. The Bill passed JudieharY Com
mitten in the Senate, laid that body also with
out a single amendment, and I believe without a•
call of the yeas and nays in either bootie. It
was retained a number of days in the hands of
the Governor, and rumor said was submitted by
him to the Attorney• General. This besmear, I
do not know of my own knowledge,
The 7th section of this Bill was the one, of all
others, In which I took the most especial Interest,
and had mainly prepared to defend. ;
On cOmparing my brief with the report of the
minority of the present Judiciary Combines, I
find them substantially to agree. I Inhere every
member of the Judiciary Committee of 1847 he
lieeed that a simple repeal of stattite authority
to hold slaves was all that was required to Staab-
Rob freedom. We all agreed that slavery was
a municipal institution, requiring';affirms
tire legislation to sustain it; that wee
onsdactirmed by the common law of Ragland,
the civil law of Continental Europe, the' law of
nations, and the still higher lase of God. We all
intended to repeal all former State leant that
gave it a quasi sanction, and 'we all believed
that this was alone required to render freedom at
birthistgla and inkrrittnta of •any human being up
on our soil, Raving only the fugitive froM labor ,
under the Constitution of the United States.' And
that this Constitution, or the laws of Ccingress,
or the law of comity or the law of nations, der
tied it into free States or Territories in shy ease
except that of technical fugitives, had neverthen,
I believe, entered into the mind of any each jut ,
let or statesmen.
That the cooviotions and intentions the
Legislature of 1847 were in favor of freedom and
against slavery -is to my mind conclusively es
tablished by another and analogous =mance pas
