W. W. which he attributed to James I Watson Webb. It relates to a conversation be tween Mr. Webb and Lord Clarendon, in which the latter stated he had no unfriendly feelings towards the United States. This statement was ' explanatory of a remark made by Lard Claren don in the House of Lords, that an understand ing between the English and French govern ' ment was perfect in regard to all parts of the world, which was understood as a menace to this country regarding Cuba. General Cass asked If Lord Clarendon's language had been mitranderetood, why did he not explain It in his place in the Hones of Lords, instead of leaving it to be explained In a private letter, which few, perhaps, would ever see or hear of 'The Bill authorising the construction of ten sloops of war was then taken op. Mr. Seward referred to several perk& in our history from the affair of the Caroline to the late Fisheries dispute to show that the ap pearance of a single British vessel on our coast frightened the country into fear of im pending war. He was tiled of these things; he wish ed the people and eepeeially th e mer chants of oar Commercial cities to discuss questions of National interest, without being alarmed through fear of the Inability of our government to maintain and defend them in their property, rights and interests. Me would vote for this increase of the Navy Irrespective of any questions tonableg our foreign relations, but simply because he thought it wrong to leave our seaboard exposed and because there never bad been a time so propitious, when without any alteration of our revenue system we were receiving an immense surplus of revenue. Mr. Hale thought It absurd to undertake to put oar Navy on a footing to compete with those, of other countries. Itreminded him of a lega cy of £lO bequeathed by an Englishman to pay the national debt. If there was any apprchea elan of wa r, _it originated in Congressional speeches. Ho thought it near time to ecouo miss our expenditures. Mr. Bell of Tenn., Bald the bill was unani mously recommended by 'the Naval Committee. It was not founded on any existing alarm ou the subject ,of war. Its object was to supply a class of, vessels-really needed and the whole question could easily be settled if common dis cretion was exercised. The passage of the Bill ehouldnot create a war alarm. We approx imate the chances of peace by preparing for war, thus diminishing the opportunity of foreign powers to speculate on oar weakness, real or eappoied. The bill wart then paned. The estimated cost of each of those sloops of war is $607,000, including equipment and steam machinery. The present bill appropriates two millions towards their conetruction. The Senate proceeded to the consideration of the election cute of Mr. Trumbull, claiming his suet as U. S. Senator from Illinois. Mr. Crittenden favored Mr. Trumbull's right to his seat, arguing that the Constitution of the U. S. in defining the qualification of Senators assumed exclusive jurisdiction over the subject and no State hod authority to require any other qualification. Mr. Pugh contended that the plain and.obvi arts meaning of the State Constitution should govern the question. A State had the right to require any qualification It pleased ao long as there was no conflict with the U. S. Constitu tion. The queStion was pending when the 5A13111.4 adjourned. Bousw—The Rev.
