We learn from a diepatoh to Capt. Batchelor,
which that gentleman kindly tarnished us, that
tholes broke at Bt. Louis yesterday morning,.
carrying with it a number of steamboats. The
followinvis s oopy of the dispatch:"
Br. Loom, Feb. 26.
"Meer broke; bell boat and Highland Mery
seek. Australia, Brunette, Paul Jones?Adriatio,
Challenge, Falls City, Chambers, Altoona, have
broken loose, and gone dowuthe river. Damage
not ascertained. Paid Jones is supposed serious
-I y-injured. •B. F. Sue." '
The Paul Jones and the Adriatic are owned
here, and both loaded for New Orleans. Both
are insured In the local offices end agencies in
this illy. The Altoona and Malmberg are tartly
moored here. The latter boat *as partly owned
in Brownsville.
Capt. Batchelor le of the opinion that there
will be not much damage remitting, se the boats
had steam no, and gives that as the experience
of steamboat men.

In the case of Dupont De Nemours Sr. Co. vs.
Ewing et al. reported yesterday, the jury
found for defendants.
Jas. W. Williams vs. Thomas Moffitt; claim
for $5OO, the amount of a bond wrongfully
kept by defendant, with interest and expenses

Br xla Tun Brent —The Monongahela was
rising all day yesterday until evening, wheu it
commenced falling. ft attained a siege of ten
feet. The .ice did not move, however. Above
the dams 1> is nearly two feet thick.
The Marine Aseociation were busy all day In
cutting the boatalose from the ice. Three ice
'plows are expected from Philadelphia, to-day,
and will be immediately put to work.
Dispatches from Brownsville note a rise there
of tsafeet, where the river began to fell. The
lee did not break.
News wan otoelved yesterday that the steamer
South .America, Capt. Hobert Greenlee, was
Sunk about twelve mites below Reannille, yea
terday, by the breaking up of the ice. Bost
and cargo total loss.
The South America was valued at $20,900,
and is insured for $16,000 in Pittsburgh offices.
Her cargo was principally groceries, including
200 hhdo Sugar for Holmes Co., of this; city
She was bound from New Orleans to this port.

The Bill to authorise the Secretary of the
Treasury to permit the owner of any vessel to

Mr. Bell, of Tenn., said the subject deserved
he serious utteetion not, only of every member

of the Senate btft by every citizen who desires
to sob the peace of the country maintained and
s 4 the same time the national bettor duly pro
tected. Although not sufficiently informed to
speak with much definiteneation the British en
listment question, his opinion was averse to sup
posing that any serious controversy was likely
to grow out of that subject , to take any other
view was to suppose that common sense and
reason had taken their departure from those
who have the management of the affairs of both
lands. Be, however, would be found on the
Bide of his country, right or wrong, in the event
of a war. Taking a view of the Clayton Bulwer
treaty somewhat different from that of other
Senators, he thought he saw in the language of
the treaty that it was not expected the British
would withdraw absolutely and unquallfieily
from the Mosquito protectorate. The British
were not required to abandon the protectorate
while-at the same time every precaution had
been taken in the American negotiation that a
substantial object should be attained preventing
her from exercising any dominion there ander
any form er pretext whatsoever. He would not
deny that great Britain might now bo disposed
to avail herself of forbearance on our part to
defeat entirely the main object of the treaty, but
he did not think it expedient at present for this
government to take any step which might bring
on a conflict not with England alone, but her
alike, Including the whole of Western Europe.
When Mr. Bell had concluded, the Senate
adjourned.

The Speaker laid before the House a mes
sage from the President transmitting and re
commending to the favorable consideration of
Coogress the following communication from the
Secretary of War, dated the 250:—The im
provements in arms and munitions of war hay
ing been recently perfected, whereby their ef
floiendy hits been mach increased, it ia very de
likable that these improvements should .be ap
plied as far and as soon as practicable to the
arms oh hand, both in the government hands
and in possession of the states. Although our
present supply of arms is good and they aro
probably superior to those of the same date,
manufaffiured by any other nation, we should
have, in the use of them in their present condi
tion to cope at a disadvantage with others who
may have been beforehand with us in the.act
ual application to their arms of the recent lea 7
provemenra It has been our policy heretofore
to carry on gradually and slowly the work of
preparation for military efficiency, both offen
sive and defensive, and in pursuance of this
siolicy the estimates of the War Department
!from year to year have been limited to the exe
cution of ouch work only as accorded with the
ordinary means of our armies and arsenals with
but a small force of operatives in employMent.- 1
The regular estimates last submitted to Con
gress are based on these considerations. In
view, however, of the propriety of assuming at
the earliest practicable period, our military o'-

be now adopted; that we should increase one
capacity for production and force in employment
at our armories and arsenate; that we should
prepare more rapidly armaments and ammuni

crease our supplies of improved small arms, by
the manufacture of new ones, and by the altera
tion of those of put dates of fabrication in
cluding hoth United States and State anus, and
that we should provide ample supplied of am.
munition, eccoutretnenta end implements for
the immediate and most efficient use off the
whole. In order to effect this it Is necessary
that more than ordinary means be placed at the
disposal of the executive, and I respectfully
miggeet and recommend that an application be
made for an early appropriation of threo mil
lions of dollars for increasing the military ef
ficiency of the country to be applied at the die
creallou of the President towards the objects
before stated.
Mr. ilumphrey Marshall regarded this as a
war message designed to operate on the other
side of the water.

toration of the Missouri Compromise is demand

unsettled and dull; a lot of 1000 bbls were sold
yesterday afternoon at almost $6,76 bbl. for
standard brands. There - is a limited demand
for the supply of the city trade at s7os9
bbl as in quality; better brands being quiet and
scarce. Rye Floor is dull and nominal at $5
and Corn Meal at $B, but there is no inquiry for
either. The demand for wheat Is limited, and
prices are lower with only $1,50051,60 offered
for good to prime rod. There is nothing doing
in white. Rye is lower; sales 400 bus Pontos.
at $1 11 brut. Corn Inactive with an increas
ing supply, there is little or no inquiry, sale. of
SOO bus new yellow at GO. Oats lower; small
