&OWES Iturrudss.—The President has Maned
his Proclamation, declaring his resolutioe to en
force the existing laws of the Territory of Kan
sas, by the whole power of the general -govern
ment. This appears all right en its face, but
when examined In view of the real facts of the
ease, it exhibits the greatest injustice and the
basest hypocrisy. If the President had enforced
the laws existing in the beginning of the con-
test, and had thus prevented an inroad of bor.
der ruffians at the first election, there would
have been propriety and fairneSs in enforcing
laws enacted by the legally constituted legisla
tors, elected by legal voters. But after neglect.
ing to enforce the laws in the first instance, un
til one party by illegal violence' had obtained
possession of the power, and had passed laws
which inflicted on the other party intolerable op
pression, the threat now to enforce such bogus
laws only subjects the President to the hatred
`Arid just contempt of every fair minded man.—
We-object to the President's position for the fel
loirMg reasons:
too late now to promote justice and I
the principle of Squatter Sovereignty, by the
enforcement of the laws of the territory, because
the President suffered the Legislature which
made these laws to bo imposed upon the people
of Kansas against their will.
2. We object because the laws to be enforced
were enacted by' an Illegal body, composed l in
part of citizens of an adjoining State.
8. We object because the lays passed by this
illegal Legislature are . in direot violation of the
principles of squatter sovereignty, and of the
principles of political and'persOnal liberty which
tinderlie the whole structure-of oar Notional and
State Governments, and are to the last degree
oppressive and tyrannical, withholding the lib
erty of speech and of the press 1p those things
essential to the power of freely establishing a
Republican Government. „
4. Becanie those laws establish a tint of the
B right of suffrage unknown to the Conititutlon of
the United States, or of the itiveral States, and
contrary to the act establishing the territory, by
requiring a freeman to swear to support the
Kansas-Nebraska bill and the Fugitiv‘ Slave
Law, before be is entitled to iota.
6. Because the laws adjudge a Freeman to be
guilty of a Felony for the mere expression of
an opinion unfavorable to Slavery, the very sob
„tact in question in the settlement of the Govern
ment, and for which erpressidn of opinion three
fourths of the actual inhabtants are now re:
sponsible.
6. Because the same irresponsible Legislate re,
whose acts the President now threatens to en
force, has appointed all the county officers, from
justices and sheriffs down to conetablee, for the
term of six years, and has eeleoted to fill these
Offices in some cases citizens of klissonri, and in
all cases men known to its favorable to Slavery,
and inimical to the settlers from the Free
Statee.
7. Because these territorial laws give any man a
right to vote on the payment of one dollar, thus
permitting and inviting the inhabitants of Mitt
eouri to flock into the territory by thonsands on
the dayn of election, :and thus mould the in
stitutions of the incipient state contrary to the
wishes of the actual settlers.
8. Because, as the laws of the Territorial Leg
lolature to be enforced, hava placed till the power'
in the hands, of the enemies of freedom, and
have made provision for legalizing voters from
lldissouri by the payment of one dollar, there
Is no chance for an equal and honest decision
on the question of the future destiny and char
acter of the amt.), and because a state thus born
In fraud and violence is tinworthy of admission
into the 'anion.
There are other reasons Which suggest them-
Belem but these aro more than sufficient to
cause every honest non and true patriot to set
his face as flint cagainst the President and his
threatening Proclamations: Let him undertake
to enforce•he territorial laws over the inhabi
tants of Kansas by the power of the general
government, and he will loon find that, while
the Federal Government le strong In a foreign
war, and in a just csuse,it is- weaker than a
bruised reed when it undertakes to tyrannize
over Freemen. • _ _

Courier Enquirer thus indiostes the course to
be pursued by the Bonne; if the Senate should
persist In assuming the prerogative of origina
ting appropriation

The abo*e item we find floating among our ex
a • ~ .'And it is emto which miy eminently point

in this country a large proportion of young
businere men who are aiming to, reach fortune
while they retain personal honor, but there is
another clan, who imagine that some =Fine-.
pledspeculation may be coneistent with their pur
nits. They have seen other men, through some
eirind ling and fictitious stock operation, tmddenly
step from comparative want to affitietice,_and
they are looking around for such opportunities
instead of attending to those legitimate pursuits
through which fortune may be worthily won. The
case of Barnum we commend to their consider
ation as full of important lessons bearing open
their real success in life.
For a time all went well with the man who
struck out an original road to fortune. His life
of deception and humbrig,his gross trends on the
public, his huge epectilation in, popular favor,
were all successful, and the world considered Bar
num s successful epecimen of that gams, which
preys upon mankind so ingenionily as to pro
cure applause instead of punishment Bat there
is s retributive law in this world which proves
that there is a divinity watching our steps, and
this law has at length reached one who felt se
cure of fortune. Within two years, the wealth
obtained by deception has been scattered to the
winds, and he who himself felt equal to the task
of overreaching all his fellow aen, has been
cheated by shrewder monis and „Mend by bold
er gamblers. He may attempt by more flagrant
scut° save his property,but it is fair-to presume
that be will live to prove the. oorreotness of that
business prinoiplo that "Honesty is the beet
Policy."
Let then our young men learn from this to
pursue the simple and straightforward plan of
business fidelity, turning neither to the right
hand or to the left, and least of all seduced by
the temptations which offer a speedy way to for
tune. With industry in each occupation or pur
suit, with steadiness and prudence in business.
and with economy in expenditure, there is a cer
tainty of that success which is real and perma
nent. All attempts at deception ehould be avoid
ed in your business, for even if success attends
the first operation, it will eventually work your
injury. There is but one course consistent with
self-respect, and that course is one which
most certainly &MUMS encores. Those who ad
venture beyond this boundary are in constant
danger of losing the balance wheel of prudence
and integrity, and thus adding another to the
Wrecks which lie scattered along the shore from
Which start out the ambitions and the enterpris
ing. Let them look at the fate of Barnum and
nndenstand that be was not so much ruined by a
bad speculation, as by the want of principle and
moral honesty whtoh has characterized his ea-

Mexico, and then proceeds to advocate annexa
tion, in these terme
"In view of these undeniable facts, it is pro
bable that the period is not far distant when the
comthercial interests of our country and those of
our resident citizens in Mexico, will require on'
our part a prompt and energetse intervention.—
Contiguous, as Mexico is, to a large extent of
our borders; continually divided by civil. cornmo
tons end intestine feuds; influenced in every
important measure by the counsels and intrigues
of British capitaliste, who aim at the direction
of her affairs, and who fatten upon her life blood
with no much greediness as_ the vulture upon the
vitals of the Prometheus; enable to restrain
within proper bounds and the limits of the law
those hordes of roving Indians who are constant
ly depredating on our frontier towns, and inhu
manly shedding the blood of its inoffensive in
habitants, we undoubtedly possess the right—
aided as it is,
or Qua poems—to protect our
selves from the dangers with which we are
threatened by this state of continued anarchy.
"Persons disposed to cavil and to misrepro
present this country may be disposed to believe
that we have in view to preach a crusade of
:Agrarianism, but the fact meet not be lost eight of
that ANNEXATION, if it be, as it seems, the
only means of our protection and security, must,
by the force of things, become ere long the settled
policy g .of our Government. Mexico must show
tilat elle is able to protect such of our citizens
se.reside and do business on her soil; she must
satisfy our people that she can carry out her
treaty obligations with us, and maintain a suffi
cient foeoe on her frontier to restrain the incur
sions on our lands and towns of her nomad sae
cages; she mast mlike manifest that /he has the
power and the will to maintain intact her na
tionality and to prevent herself being possessed
or ruled by an Buroriean Government; she must,
in one word, prove herself capable of colony the
great problem of sOf government, and of carrying
it out into practice. These , things she must do if
she wishes to avert the enforcement of THE PRIN
CIPLE which, sooner or litter, our country must
assume. A few months willsay whether we have
been correct or not in nor facts and conclu
sions."
Why Is it that the men who profess to be
guided by "manifest destiny," and Ott favor an
nexation only because it is inevitable, always
have their eyes set southward I CSIIIIL/S, it
strikes us,'would be a better acquisition' . than
Mexico, and ito annexation is just as inevitable:

seems to think of that.

While the President thus finds himself power
less to prevent immigration to 'Nicaragna;' Oven
when it is oertain that the adventurers go on
warlike intent, bent upon military adventure,
he vainly thialte by issuing impotent proclama
tions to prevent the citizens of the North from
rushing to the defence of their brethren in
Kansas whom he has marked for slaughter
by the hands of his faithful °o-laborers in
Missouri. 'He has suffered these Missouri ruf
fians to cross over into Kansas and there, in
utter defiance of the law, elect a le‘dature for
that territory which has enacted las bloodier
than those of Draco and more infamous than
anything upon thy statute book of any civilised
community; and the laws thus enacted by a
legislature Illegally chosen be announces it se .

love freedom lo refrain from settling in a terri
tory doomed by him to a deluge of blood I But
•as his proclamations against immigration to
Nicaragua have proved powerless, and are daily
set at naught before his eyes, it is fair to pre
sume that his Kansas proclamation, wicked in
its purpose and malicious in its threats, will be-
Come as futile as his fulminations against the
Nicaragua adventurers. The people of the,North
have the right to go and settle In Kansas, and to
take arms with them for their protection, and
they will do it, if they choose. Thera Is no law
to prevent them, and Franklin Pierce, thank
Heaven, has no authority to enact one.
We learn from the Washington (Pa.) CoMmon
wealth that a gentleman of that place, abund
antly able to do what he promisee, hen offered
to contribute the means for sending out to Kala
mai' a' number of intelligent and industrious
mechanice,t laborers or fermere who lick the
pecuniary ability to go. Doubtless he will be
able to find plenty in that county willing to so
.. t him offer.

dency. CoL Benton has, it is ' esid, been heard
to express a similar preference.
Erman Basns,—The banking Instlintior of
London show larger profits than our own. The
London and Westminster Bank (the leading joint
stook Institution) boa recently declared 'addend
mishear to ester per cent. per annum viz:—
Five per rut regular dividend, and bonds of fivo
per cent. for the half year. Capital, Z 1,000,000;

to the proposed enterprise of Improving the Ohio
river by means of dams and locks, and to coder
with Josiah Copley,Esq., delegate from the Pitts
burgh Board of Trade.
Mr. Copley, the delegate, was requested to pre
eent to the Chamber e : statement inregird to the
proposed work. He stated that from the pentan
e' intercourse that bad passed between him and
prominent citizens of Cincinnati be believed the
manure was coming into favor here. Ha allud-
ed to the fact of the Ohio river having been the
chief means in building up our city, the chief
source of her prosperity,-and that she must still
continue to maintain this relation; but men now
required means of uninterrupted intercourse,
end to secure this with advantage to the city the
Ohio mast be so improved that the low waters of
summers will not necessarily produce a suspen
sion of business. In discussing the enterprise
Mr. Copley spoke at considerable length.
Mr. Butler moved Sit a committee of three
ba appointed to confer with the ' Pittsburgh
Board of Tiede in regard to the enterprise and
to ri,ort to the Chamber at a future meeting.

steam. sip, which arrived at New York on Sat
urday, had her paddle wheels considerably in
jured during the trip across. About one third
of the buckets were knocked off daring her en
counter with enormous ice fields off the Banks.
The huge iron bare which compose the frame
were curled up and twisted as if they had been ,
pasteboard. Notwithstanding her disabled con
dition, however, the Persia made her last 800
miles to Sandy Hook in 24 hours. After leaving
Liverpool, she attained an average of 14 miles
an hour, until obstructed by the ice.
MINAILBOSA LEGUILATITILS, — At the latest dates
frov St. Paul (Jan. 34,) the legielatnre of Min
nesota were engaged in discussing that portion
of Gov. Gorman's message which related to the
subject of slavery, and the passage of the Kim-,
sae-Nebraska sot by Congress. The subject has
been referred to a ccemitten, who made two re
ports, both endorsing—though one not so Luau
fully as the other—the principle of non-inter
vention. After considerable dismission, both re
ports were indefinitely postponed by a vote of 18
to 16.
We saw in market this morning what we never
saw before and hope never to see again--carca
ses of the little snow birds exposed in bunches
for sale, at fifteen omits a bunch. They were
about the sire of a woman's thimble. If the
products of the oroharde (as it is almost cer
tain they will be) on the farms in the neighbor•
hood of the pleas these birds were caught, are
destroyed next year by insects, put it down to
the debt of this bird-killing speculation; foot up
and see how much in dollars hes been lost by
this half-dime adventure in killing mow birds.—
