EMIGRATION. TO Kansas.—A correspondent of the Cievolmd Leader suggests s verfgood plan for the relief of the persecuted men of Kamm, whloh is as applicable there as here. There are in this city many men whose hearts are with the Kansas pioneers, but who are unable, from circumstances, to lend their personal ambiance to the matter, and yet would, and could, without embarrassment fuinish "pecuniary aid." There are, also, many young men, unembOlassed by dtimestio trammels of any kind, who will volun teer to go to Kansas as coon as spring opens,— provided the necessary means can be - obtained to give them an outfit, and bear their expenses. A company of ono or two hundred men, front this city, with no wives or babies to "mourn their departure or anxiously await their return," would be no mean picture of the sentiment of her people. Saturday, Feb. 2.—ln Senate, Mr. Gres/well offered a resolution requesting the Canal Com missioners to communicate to the Senate their views with regard to the propriety of surren dering that part of the Pennsylvania canal In the city 'of Pittsburgh, between Grant's Hill and the Monongahela river; and also, a statement of the cost of the construction or said part of the canal, and damages paid. Mr. Wilkins remarked, that if the committee desired the information, he had no sort of ob jection, but he was apprehensive that the adop tion of the resolution might delay action on the bill reported on the subject. Mr. Crewmen said, the resolution had been submitted at the desire of the committee. The Canal Commisalonere bad bean consulted, and informed that the inforniation could be furnished on Monday. The resolution was then adopted. House bill No. 144, to repeal the act deelaring Chartiere Creek, In Washington county, a public highway, was taken up and passed its several readings. The bill supplementary to the act relative to the sale and conveyer= of rest estate, came up in order and passed - second and Anal reading. Senate bill No. 16, supplementary to the act relative to landlords and tenants, was taken up and passed its severed readings. In the House, a resolution was adopted, in quiring aa to the condition of the salt manufac ture in this State, and if any legislation Is ne oesaary to encourage It. The Committee on Education reported a reso lution reqesting the Committee on Ways and Means to take into consideration the propriety of making an appropriation of a atm sufficient to furnish the Common Schools with copies of Webster'i unabridged Dictionary, the'money to be disbursed by the School Department, which was adopted. Mr. Imbrie read in his place a bill to incor porate the Savings Bank of Beaver °entity. Mr. Clover, to incorporate the Clarion and Mahoning Turnpike Road Compamy. Mr. Magee, on leave, presented a supplettient to the charter of the Minna' Deposit Bank of Pittsburgh. Mr. Phelps moved that the House tale up • supplement to the charter of the M ening, Kittanning and Freeport Turnpike Road Com pany, which wee agreed to and bill passed. Monday, Feb, 4th.—ln Senate the bill to allow bills of exception and writs of error in criminal oases, was taken up on second reading. Mr. Wilkins moved an amendment to strike out " felony " in the Snit section,' and insert " murder, man-slaughter, burglary, arson, rape and robbery." The amendment and bill generally was op posed by Mr. CRASH, and supported by Mr. Wilms; the latter gentleman having the floor when the hour of adjournment arrived. In the House, theday was mostly occupied with peti tions. A resolution to adjourn from Feb. 16 to Feb 26, was adopted, yeas 41, nays 88. A supplement to an act to authorize the laying 'out of • State road from Relmereburg to the mouth of Mehoning creek, was taken up and passed finally. Teesdn, Feb. 6.—ln Senate, the supplement to the act incorporating the Nicholson Run and Pine Swamp Railroad passed to second reading. Mr. Wilkins' bill to allow write of error in criminal cases, was amended, the Bret section passed, and laid over., Mr. Wilkins' liquor billwas then taken up.— Mr. W. took the floor, and addressed the 'Senate at length on the subject. He said he had avoid ed very etudionsly—not cowardly—taking any part In the contest that had arisen on the out skirts of the the battle. But this battle must be fought, and the sooner It was fought the better. They must act upon the question—they must quiet the agitation of the people. He would vote for this bill as it is, or amended, because it effects the repeal of the act of 1856. He then proceeded to speak of the evil of intemperance, and the agitation of the question, which had so greatly convulsed the public mind. He spoke of the nature and extent of the evil, and said he was at a loss to know why there had bean so touch agitation on the subject. In his opinion the evil had been greatly exaggerated. It was I confined, indeed, to a very narrow circle. He I denied that Intemperance writhe reuse of crime, ea was often ascribed, and argued to show' that this was a fallacy, and that Intemperance was a personal evil entirely. He concluded by saying that he would give his vote for the repeal of the present law, and for a stringent license law, bat was opposed to any law imposing pains and penalties and Mt prunmmant. Mr. Browns offered a ntb'stitate for the whole bill; it provides for the same rates of licenses, but differs in details. Mr: M'Clintock also offered a substitute. It is similar in some of its provisions to Mr. kin? bill, but differs as to the rate of licenses. No license issued under - it is to be less than $6O nor more than $6OO, and in Pittsburgh none to beim than $lOO. The licensing is to be done by a Board of Licensers. The bill and substitutes were then laid over. The resolution from the House to adjourn from Feb. 16 to Feb. 26 was rejected. HAWAll—Esurnoa or Mstras LOA.—We have aeceived a letter from • correspondent residilug rt Honolulu, dated the 9th of Deemer last, which gives interesting particulars in relation to the eruptions from this volcano. -•About the let of November last strong apprehensions were felt by the citizens that Hilo would be destroyed by the lava flowing from near the top of 'Manna Loa. at the date of this letter these apprehen sion had been revived; and it is elated that un less the eruption now Guns, or is greatly dindniehed, there seems hardly a hope but that the worst fears of the inhabitanta of this place will be realised, The termination of the stream of lava on the 16th of -December last, was eight miles west South west from Illio; and its course was directly towards Bryon's bay and the town.
