Henry S. Foote, of Mississippi, drew up a bill,
providing for a temporary Territorial Govetn

might, by. outside appliances, be 'made to vena
tion Slavery. This was urged as the only "reg
ular and lawful means" of forming a State.
From a speech of this ohampitio of Slavery,
delivered at the time, we take: the following
characteristic "extract
'Yes, sir, I have examined this subject in all
its bearings--I have studied publio sentiment in
the South closely and persrmsrhigly. I am cer
tain that I understand the present condlilon of
things in the Southern section of the ConfedeT.

my solemn, dispassionate conviction, that if Cal
ifornia la dragged into the UoiOn in the mode
now proposed, -the Southern States of the Con
federacy will feel that all hope of fraternal com
promise has become extinct; and' that each in
tolerable oppres4on has been already imposed
upon them as to justify, nay, to demand Beau
don from the Union, In order to save themselves
from evils still worse than disunion itself!"
Well, we all know the resali. In spite of
these lamentable predictions, California was
"dragged into the Union." Her constitution
was accepted, just as she framed it. Mr. Foote's
bill died at three weeks old. Six yeais have
come and gone since. Bet water runs and gruel
grows -se usual: California Is prosperone and
free: the Southern States have remained in the
Confederacy, and the Union ettMds unharmed!

Again the Slavery men declare the people of the
Territory bad no right to bold' a Convention,
until Congress bad ordered one. 'Again the'mem
bars are denounced as "revolutionists." Again
the document itself Is denottnred as "treason."

shall not stand, If Kansas is. admitted. The

advertised, so that all who desire can take part
in the noble work of wresting Kansas from the

,nducements to enterprising settlers, and Pitts
onrgh is an excellent point to fit out expeditions,
as steam boots can be loaded here for the Kansas
river direct, without trace-shipment.

ment has the President attempted to invade the

Mr. A. K. Marshall raised the question that

appeared to be satisfactory, for hie conduct.
Mr. Campbell, of Ohio, appealed to•the honor
of gentlemen to carry the plurality resolution
into effect, and end the disgraceful struggle.

of the House under the plurality rule.

Several gentlemen explained that thaugh they
bad consistently voted against Mr. Banks they
felt boned, to judges, not electors, to carry out
the order of the House by voting for the above
resolution.

institutions of the country and government, and
with impartiality so far as regards the rights of
the members of this House.

In some little degree, to the maintenance of the
well established principles of oar government in
their original American signification, and in de
veloping that portion of the continent which we
occupy, so far as we may do ao within the le
gitimate power conferred upon tes, enlarging and
swelling the capacity for beneficent ictleences
both at home and abroad, and maintaining in
tact, and in perpetuity, the inestimable prin
ciples transmitted to us.
I am aware that neither myself nor any to her
man is equal to the perfect accomplishment of
these duties. I am, therefore, as a man mat
be in snob a presence, a suppliant for your in
dulgence and assistance; and I again return my
thanks for the honor which you have conferred
on me.
At the conclusion of the address, there was
deafening and long continued applause.

The tomcat of Mr. Banks to borne with be
comingmoderation by his friends. Two votes,
probably three, more than he received, were
held id reserve, and would hare been cast for
him had they been necessary. There is no ex
ultation, and no intention to plvieribe on so
count of past differences. The HOllBl3 will be
organized with liberality and justice towards all
parties interested Of course, a proper prefer
ence will be given to the sentiment which is as
certained to be in the majority, but at the same
time, every consideration will be shown to the
South in the selection of the best men of that
section, so far as the minority is fairly entitled
to representation on all important committees.
The organizatiOn will demonstrate bow shame
fully Mr. Banks has been misrepresented, and
will react upon those who have propagated
calumnies against him.
