Bra—ln treating of the affairs of Idoequito, I
must in the first place refer you to the despatch
of Lord Malmesbury of the 6th of July, 1862,
upon this subject.. It is evident that eince Great
Britain first aseromel the protectorate and de•
fence of the Mosquito Indians, the position of all
parties has changed.
First—Spain, instead of exercising absoluteao
vereigety over Central America, and probibitin.
ell commerce on the °outs Tinder her stray, II
entirely lost her dominion from Cape Horn to
Florida.
Becond—The Mosquito Indians, hatted of go
verning their own tribe according to their own
customs, famish i name and tido to Europeens
and Americans, who carry on trade at Greytown
and along-the coast of Moequito, according to the
usages of eivilisedniatirma.
Third—Great Britain, instead of having an
intermit in the defence of the Mosquito Wiens,
for the sake of rummies part of the territory
of Central America from Spanish control, and
obtaining an authority for her commerce, bas
no other interest in Mosquito than that which
is derived from an honorable regard for her old
connexion with the lodise nation of Mosquito.
Her Majesty's government hatu not several
years endeavored to cult her engagements to the
altered circumstances of the case; but every pro
posal that has been made with this view has en
countered-some insuperable obstacle. The con
tentions In Central America between Nicaragua,
Costa Rica, and Hondoros; the %beeline of any
authority with which any permanent agreement
could be made, unfounded jealousies of Great
Britain, sod venous other eircumstanises, have
prevented the settlement of this vexation ques
tion.
In conformity with she opinions stated to Lord
Maimesbury's despatch of idly 16, to which I
have already referred, I have to gate that the
Committees of government of Greytown are in
fact the real power thai exercises authority In
that part of Central America. To her Majesty's
Government it would be a matter of indifference
whether that anthority was exercised in the name
of the King of Mosquito or in the name of Grey
town itself. But it hi desirable that what is ap
parent should be made to conform as far as poe
elble with what is real. What is apparent is
that the King of Mosquito exercises sovereignty
over Greytown. What is real, le that he has no
authority there whatever, but that the committee
of Europeans and Americans carry on the gov
ernment of that port.
What her Majesty's government, therefore,
should consider • good and final arrangement
would be—First, Greytown should be a free
and Independent port; connected with Mosquito
by such relations of friendship and alliances as
may be agreed upon. Second, that indemnifi
cation, or advantages equivalent to those laid
down in the project of convention of the 18th of
April, 1862, shall be assured to Mosquito In re
turn for its withdrawal from its present pod-
don with regard to Greytown. Third, that
Great Britain and the United -IStates, without'
guaranteeing Greytown, should be ready to act
In concerti° defend.the independence of the free'
city or port of ()repave, from whatever quer
ler It might be attacked. What Is essential and'
Of immediate Importance le that the authorities
dtGreytown should be ready to assume either
unciptlifled independence, with an engagement
to defend Mosquito, or qualified independence,
owing Silegience and support to Mosquito. For

continents. Silver is no longer the standard,
and Is going out of nee to.a great extent, in con
sequence of the abundance of gold. The saes

cult of solution as it seems. It I. the standard
of value in the vast ecipires of India end China,
with which Europe ' and America maintain so
large a commercial intercourse. In proportion,

and the United States, the silver finds its way

pires. Of this amount £4,970,869, or some
twenty-three and a half millions of dollars went

Over ninety millions of dollars in 'dirk' taken
from European circulation in the course of 'five
years, is a fact which ehowe the great extent
to which the trade of the East Ix against all the
civilized nations engaged in it. We must have
saltpetre, tea,
silks, indigo, spices,' dm, but the
habits of the Chinese and libido°. are Co radi
cally different from ours as to render the intro
duction of articles of Western prodhctlon ex
onedingly slow. China la entirely independent
of foreign. Imports. She gets nothing from
abroad that she could not easily do without, and
the export of opium from India by the British,
is about the only article on which a reliable
trade thither can be baited, and even that is
against Europe. because the crop is an indlgn
one. It follows, of course, that the result of
this eastern commerce is to throw an 'immense
amount of wealth beyond the reach of European
civilisation: In the five years above given the
total thus transferred to the east was nearly one
hundred and ten milliona of dollars. We do not
know the statistics In reference to the Ameri
can trade with India and Caine, but of oouree
the balance against us is proportionally as large
as that against Great Britain. Thus we undergo
• two fold draining. Europe takes away our
gold to pay for her manufactured good', while
India and China consume our silver to - pay for
their domestic produce. 'ln each a condition of
things it is no wonder that our currency Is grad
ually disappearing. Were it not for the resour
ces of California, we do not know how the coun
try could stand ouch a drain. In !spite of our
cotton and brestistuffe, there would soon be a
collapse like that of 1886.7.
It is remarkable that, notwithstanding the
civilization and wealth and power of the weal,
the semi-berbarona mat toasters us all. Its
staple products are immensely ealusble, both to
us and to it, while its social organisation and
customs disqualify no froth supplying iterwants.
But the question arises, ss they take from Eu
rope so limited an amount of gold, what becomes
of the bulk of the currency of that: metal? It
Is not in England, nor .yet in .France. Ruch
large quantities of It have been abstracted from
circulation in both countries, as to occasion seri-
ens alarm. Thus far no 'satiefactory solution of
the difficulty has been thrashed. Some think
the missing gold has found its way to Bessie, by
Means of itemise loans, to supply the necessities
of the war, while others think that it has been
concentrated in the vicinity of the warlike op
erations of the Allies, by the expenditures there.
These are mere conjectures, bat the fact is as
certained clearly enough that the gold is no
where within reach. This is a strangepttenom
moo in view of the enormous amounts of gold
continually received in England front California
and Australia, bat it ehowe that that kingdom to
by no means to independent in her trade opera
tion as the world has been In the habit of be

proposition bas been made by a number of
wealthy end influential gentlemen to the Board
of Directors; of the Ohio end litiseissippi Rail
road, and accepted, providing for en early com
pletion of the Road. The proposition contem
plates In Irene of bonds which shall make the
entire bonded debt of thiCompany $10,000,000;
with which it is proposed to take up the present
second mortgage bonds of $1,600,000, settle the
debts of the ompany,amountlng to about $7OO,
000; also, the interest, say $200,000,n0w due on
the present bondend debt; also, all the interest
which shall bedome due before the completion
of the road to Vincennes, and furnish the road
according to the original plan, with a large ad
dition to the rolling stook over the amount es
timated In the former contract. This proposi-
tion, however, is based on the supposition that
the estimates heretofore made by thri engineers
es to the eondltion of the work upon the .road
and the amount of indebtedness, are substanti
ally chrreot; also, that arrangements can be
made to pay the_ creditors of the 'Company in
bonds, and that the city irlli provide for the in
terest which may become due for five years on
its bonds limed by the Company.
