CONGRESSIONAL
WAJIMINGTO2reIIT, Jan. 28.-:—Szears.—Wm.
Bigler, recently elected Senator of Pennsylvania
Yeas qualified aud took htseeat.
Mr. Fitzpatrick gave notice that he would to
morrow move to proceed to the election of printer
to the Senate.
Mr. Case addressed the Senate on the subject
of ,Central American affairs, alluding to the re
mark of the National Intelligenoer that this
country might be drifting into difficulties, he
said he did not believe it. He thought the Ship
of State to be on its true course and thepilot
doing duty. The galleries and lobbies of the
Senate were densely crowded.
Mr. Cass used strong language denunciatory
of the positions assumed by the British Govern
ment relative to a protectorate in Central Amer
ica, characterising the pretension of setting up
a king over the Mosquito Indians as a mere
mockery under which England alone exercised
real sovereignty.
This statement .was corroborated by Mr. Clay
ton who read extracts from a document to show
that the British Vice Consul was the reel Gov
ernor of Mosquito and gave titles to land in his
own name.
Mr. Collamer gave his views relative to the
coast:notion of the Clayton and Balwer treaty,
showing that there wait no possible pretext for
the assumption of England that the occupation
she agreed to not exercise, was only prospective
and had no reference to the occupation which
she then held. He, however, thought that the
time for legislative action had not arrived, kW.
much as the President in his annual message
expressed hopes that there might still be an
amicable adjustment of the controversy between
this Government and Great Britain.,
Mr. Seward obtained the floor, when the sub
ject was postponed and the Senate.adjournecl.
doves.—Mr. Leiter offered a resolution that
the Speaker be elected by a plurality vote. On
motion of Mr. Wheeler the resolution was laid
on the table; yeas 1041, nays 100.
Mr. Tyson submitted a resolution in a spirit
of compromise for an election by plurality, giv
ing candidates receiving not less than 25 , votes
the uppointment.Of the standing committees in
proportion to their relative strength. Rejected.
Mr. Campbell, of Ohio, called attention to a
letter written by hie colleague, Mr. Wade, peb
llama in the Cleveland Herald reflecting on Mr.
Campbell and °them in connection with Mr.
Therington's resolution heretofore offered, de
claring Mr. Campbell, of Ohio, Speaker. Mr.
Campbell denied that he bad , any knowledge of
Mr. Thoringtan'a Intention sad repentd the im
putation of treaditery en his part. ,
Mr.. ITliorington testified to this ; and pro
nounced Mr. Wade's remarks as to Mr. Camp
bell unmitigatedly false in force and in fact.
Measrs Leiter and Sherman severally said
that Mr. Campbell would nave appealed to Mr.
Thoringttin to wlthdrair his resolution, while it
was beiegvoted on, had they not disabused` him.
Mr. Drum said that Mr. Wade sent his slan
ders abroad covertly, not having the courage to
assert them openly ; his attacks were like those
of an assassin.
Mr. Wade explained that be still thought the
introduction of that resolution without consulta
tion with Banks' friends damaged the prospects
t the Republicans. He made no direct charge,
but thought he was warranted In drawing his
inference from facts then transpiring.
After other explanations the House proceeded
to rote for Speaker as follows:—Banks 07; Orr
67; Fuller 36; Pennington 8; Edie 2; Harris of
111. and Williams 1 each. Necessary to a choice
104.
The House then adjourned.

constitutional and void:. This case will be taken
