LOstios Jan '4, 18+56 —The Atlantic having
put back for a few days, you will hare receiv
ed London advicea to the let instant. Their
contents, however, were uninteresting and noth
ing has since occurred of much importance,
everything being still in suspense for the an
swer from St. Petersburg.
The state of public) opinion as to the proba
bilities of that answer remains unchanged.—
Apart from diploMatie denies the feeling is one
of almost total disbelief In the prospect of any
arrangement. An Impression tat under any
circumstances Russia will be likely to detnand
modifications, and a desire on the part of the
English people that none should be granted her,
are partly the oases of this view. On the oth
er hand it Is nturie, tioruible that among conti
nents of politicians as well as those London cap
italists who get the beat information from Vienna
and the other German courts, a - conviction Is
firmly hold that peace Is not far distant, and
that if it does not take place immediately it will
be secure before April. The French Ambassador
in London and the English Minister in Paris
openly express a certainty that Houle will not
commit herself to a third campaign.
On the part of the French Government, the
wisp for peace being father to the thought, the
confidence in' Its approach Is evidently very
eirong. In this the English Cabinet do not par
ticipate. Were It not for the feet that the
movement of ermine, In the matter was perfectly
unsought by them, and that they find it difficult
to suppose she would have ventured upon it after
her (airfare of last year without having previous
ly satisfied herself of a prospept of succesa they
would Ufa believed, be as Incredulous on the
subject se the public at large. Meanwhile It Is
qaite certain they have continued to act as if no
negotiations were In progress, and that every
preparation
. for the Spring is being natively car
ried forward:
CountßaterhasY, die Audttlan Envoy, baring
reached So. Petersburg just after Christmas, in
dications of the result may at any moment be
looked for. According to some accounts he has
to communicate his propositions and then wait
tithe days without taking any farther step. At
the end of nine days he watt to request an an
swer within ten days from that date, and if no
answer,
or an unsatisfactory one,
should be given,
he wasimmediatily to return, after whieh anzp
ture would be established in the diplomatic rela
tions of the two countries. The first nine days
must now nearly have elapsed, and consequently
within a fortnight, andprobably at an earlier mo
ment, a/1 uncertainty will be terminated.
At the same time, speculation has been busy
as to the Coarse of Prussia and the other German
powers. At one Instant it has heed said thit
Prussia will, and at another that she positively
will not back the Austrian proposals. The truth
is believed to bo that the will prthine her usual
course, and act without vigor either way. Noth
ing could be more tth thely than her consenting
to follow Austria, who Is supposed to have taken
the lead as much to mortify her as for any
other reason. Iris quite probanle, however, that
eke may urge the Czar not altogether to reject
the opportunity now offered to him, and that she
will endeavor to persuade him to theist upon her
being admitted rts a mediator. Bavaria and Sax
ony are understood to take the Austrian side,
but being still more friendjy to Russia will
doubtless hold themselves in readiness to act no
a second class go-between in suggesting cusses
eons, modifications or new modes of solution, so
as to avert, at all events, an absolute break-up
of the diplonizido bustle until the time .for the
coming campaign shall force them to retire.,
, • -• • •.
Vero is little doubt that if it were not for
certain reminiscences of French armies ou the
Rhine, Prussia would like the warp go on for
ever. In feat it iseolely owing,tn her that it
has continued so long, and she is virtually re
sponsible for all the devastation end carnage
that Europe'has been called to witness. No one
well acquainted with the social state of Prussia
entertains any question tus 'to the certainty of
her being forced to succumb if the Northern
bloCkadr could be made perfect, but all the en
ergies of Prussia have been directed for the past
two years under the stimulus of profit to prevent
that consummation. There is a prospect now,
however, of a severe straggle between her cau
tion and acquisitiveness. The feeling in France
and England as to the pars she is playing, and
the necessity for putting an end to it, are becom-.
ing too manifest to be disregarded. In review
ing the Imperial Guard last week on their re
turn to Paris from the Crimea, the Emperor told
them they most be prepared to march in what
ever .direction„ might 'be indicated, and the
thoughts of all his hearers turned to the Rhine
with a resAtiness ettdok among the French
soldiery moot almost be termed an instinct.—
Within a day or two afterward, the London
Morning Post, which, as has been mentioned on
former occasions, is often a semi-official chan
nel, contained a most prominent leader, intima
ting that the present trader of King Frederick
William In the calamities of the world Inuit
forthwith be brought; to to termination, that he
cannot be permitted the profits' of war without
its perils , aid that he taut he,ealled open to
choose hie aide.'
it may be .repeated. 'that soy co*risation
spawn Prussia would be severely repugnant
to all the natural sympathies of the people of
England, who look upon her and Sweden, as the
!Latium, with whom in all' times of trial tey

ROVOLT ON BOUND OF AN AMMO/a Bum--
Aso Hundred and Fifty-One Hen Hilled.—Let
teen harp been reoeived from Manilla by the
Americe, to the 9th Inst., giving an account of a
dreadful occurrence on board the American ship
Waveaoy, conveying Cones from China to Peru.
The Captain having died, the ship put into Ma
nilla. Some disturbance took, place on board,
and the Chinese, to the number cf 450, went,
driien below and the hatches closed. On° &del
being opened again, 251 men were found dead!
Some were killed by suffocation, and some by
boiling water poured down upon them thrones
the hatches by Capt. French. The following
letter, addressed to Nlwiiod Walter, Evil, Secre
tory of the Board -pf lindenrriters, of N. York
City, tells the frightftil story: -
Pdawitia; November 9, 1885.
Dear Sir:—We enclose herewith those of yes-
terday's date, in which an account of& tragi
i cal occurrence on board 'American ship "Waver
ley," which vessel took—en board of Swoon
for Callao, and put in here on the 26th nit: for
an officer, Capt. Wellman having died a few
days before. There are many mutilating se
counter as to ileamounts of eicknees on board,
and a notith published In the offielalictisette
here, which we enclose, asserts that the captain
stated to the health officer, In the first place that
Capt. Wellmanti died from dysentery, and many
of the—from the same disease. We are In
formed, however, that but two of them died be
tween Swaton and die place, and that Capt.
Wellmann's complaint
.was - dysentery, do that
there seems to here been not the slighted neces
sity for ordering the ship into quarantine; and
as the first , offoer of the 'Threats" was quite
willing to ship In her, with the consent of Capt.
Healer of the "Phceels," it Is most unfortunate
that the "Waverley" was not allowed to preeeed
at once on her Tonga.
After proceeding to the anchorage ordered,
distant some seven or eight mires from them,
and a mile or two from Comte, pieparatione were
being made to take the body Of Copt W. on shore,
when the rising of the Coolie, occurred. It
would appear by evidence sinus 'Collected that
-.there were but few troublesome diameters
among them, and that theso were the leaders,
the rioting being quelled "India Immediately 'f
lee a few shots from the drew, which killed and
wounded two or three Coolies only, the rest re
treating below. The hatches were put on, 'and
chains or other heavy thing° plaoed upon them,
and remained -in, this state until the agenta
heard from the charterers of the rennet, who cent
one of theirclerks to remonstrate With Capt.
French upon so inhuman an act, which threat.
coed to result in great loss of lire. In fact upon
removing the hatches, It was thought that a
number were 'unheated, and opivardeof forty
bodies were taken out, when the Coolies were
again ordered below, and the bodies thrown over
board. Eventually, as we hear, it was found'
that two bordered and ninety had perished a
put, aa examination has proved, from the effects
of boiling water poured down the hatches by or
der of Cape. French, and the remainder from
suffocation. The officers are now in prison here, -
sad &judicial investigation 1. in process.
The Boston Post of Friday Bays:
"The master , of the chip Waverley, of Boston,
Who war buried at Manilla, Novembe.! 9, was
Capt. Francis 0. Wollnuton, brother of the late
deputy oodector of this port. His family reside
at Chelsea„ And one of bin daughters fainted
upon hearing of his decease, yesterday morn
trig, in one of the schools in that town."
Arratra to Weald/mica
Wasnthoros, Jan. /7. L'he rumor of the hour
is, that the latest despatch to Mr. Buchanan di
rects him to deliver to Lord Carendon the ar
gument of the American Secretary of State on
the enlistment cases, and at once to take his
departure—or, in diplomatic phrase, demand his
passports. On reception of his report of &com
pliance with these Instructions, the rumor pil
-1 ceeds to ray, Mr. Crampton, and the offending
Collettle, will be dismissed.
In relation to these important atatements, I
can only say, that long Cabinet seselons are
held every day, and that they are supposed to
refer to matters of the gravest character.
Rumors of a meditated coup d'etat, on the basis
of the intimation thrown out by the official ga
zette yesterday, continue. It is said, that the
President hat prepared a Special Message for
Congress, apprising that body that be has given
orders for the suspension of diplomatic inter
course with England on a contingency almost
certain to happen; that he - has summoned the .
Cabinet to deliberate whether' be shall transmit
it to the Senate alone, or to the Hones also. If
he decide to exclude the latter body in his official
act, it will be regarded as an Executive repri
mand for its failure to organize. He will de
mand that the country be placed in a. state of
defence. The House Is expected to fti into
passion, and insist upon Its privileges as a non
existent and prematurely deceased, or rather,
yet unborn body. It is superfluous toasy that
the country would In such case fully sustain the
President, and treat the passion of the House
with contempt.
I may state in passing, that a member of the
Cabinet alleges that we are in the midst of a
crisis, and that a war will take place with Great
Britain withhirdity daye I would advise the
merchants however, not to act upon the rumor,
but to proceed with.their shipments and other
business as if no war were pending.—.N. P.
