entirely by a blind Man, without either assis
tance or Orin front: any one. Tho masonry,
mirpenter's work, tOotlng, stairs, paddle-wheel,l
cogs, in a world, all;the machinery pertaining to
the mill, has been made, put up, and set in mo
tion by him alone - He has aloe, the above
journal asserts, made his own furniture. When
the water is low and the mill does not work, our
blind miller becomes s 'a joiner, and also a turner,
on a lathe of his own Invention, and so he makes
all manner of utensils, and pretty toy windmills
for the juveniles. He lives quite alone, sweeps
his own room, audi.iiooks his own dinner; his
mother, who has fifteen children to_care for, lives
a mile of and does .not trouble her head about
"her blind boy," for:? , "he earns his bread now,"
she says "and does not want her." In 1852
this blind miller was awarded with a medal by
the agricultural society of the arrondissement,
for a machine serving the double purpose of
winnowing corn and' separating the best grains
from the common Belt. -

The affair is only remotely connected with the
question of allowing the Genearl back pay, under
the act of 'Congreos authorising the appointment
of a LieutenantGeneral,—though it undoubtedly

the President • very elaborate opinion on the
legal quiestionluf the General's title. to Nick piy
under the ant, which is understood to be venue

been taken. The controversy referred to grows

ScosT gave General Hrrommoz, who has Icing
been an intimate personal friend, leave of &b

elaborate and detailed exposition of all the alleg
ed breaches of order and violations of propriety
