below an. Abstract of the Act which goes Into
effect on the first proihno.
1. Ml Drinking Houses prohibited ; and a fine
not exceeding $6O, with imprisonment not ex
ceeding one month, for flailing and affording •
place, inducement or any other -convenience,
where intoxicating liquor may be sold and drank
For the second offence $lOO, and not exceeding
three months imprisonment The same penalties
when two or more persons combine, the one to
WI, and the other to furnish a place for drinking,
or for aiding or abetting.
2. All wiles in km mrssure than a quart •
prohibited. Courts of Quarter Sessions may - -
not shall--grant licenses:to citizens of the United
States, provided they be of temperate habits and
give bond, with two good securities, in the earn

Dr. Arthur, made a post AMMO examination,
and found that the 'child had Ismid after birth.
Certain external marks about the 'throat. indi
cated that it had died from strangulation: There
were also other marks of violence on the , body.
It was in an- advanced stage of docompointion.
The only testimony tendinc to throw light on
this mysterious affairwas that of a Garman girl
employed in the family of DL Bridenthal. She
testified that about two weeks ago, early in the
morning, ele had seen • woman with a bonnet
and shawl going out 'of the privy and from the
'yard towards Front street by means of an alley
which leads to that street. She hailed her and
inquired what she was doing ther e , and was an.
swered "none of your business. "
The Jury rendered s verdict that the child
came to its death by strangulation by the hands
of some person or persons to the Jury unknown.

Olympia Cricket Club - was plying a match

players named Henry Jackson lea struck on the
left eye by the bill. The eye awaited up and

Wssaturrost, September 21.—The iluion pub
fishes a correspondence between the Secretary
of the Navy and President relative to the action
of :the Naval Board. The Secretary says that
while not agreeing with the Board in its action
In individual oases, he yet has a clear conviction
from his own knowledge of the correctness of
their opinion . in a large number of eases and he
has snob confidence in the superior knowledge
of the Board as to what constitutes inefficiency
of officers that he cannot withhold his approval,
nor advise the President to do so. The Presi
in reply, briefly says that he has examined and
deliberately considered the report of the Board
and approves of its finding.
BALTIKO7/1. - September 20.—Intelligence
from Norfolk states that 80 deaths bad occurred
On Wednesday and 20 to noon on Thursday. Mr.
Ferguson the President of the Howard Associa
tion is very ill and it has caused a renewal of
the panic. Immense quantities of tar have
been burned in both Norfolk and Portsmouth.
No abate bas taken place in the disease. Dr.
Caprice and. Miss Walton, a nurse from New
Yorkars ill with fever; Drs. Turnstall and Blow,
are oleo extremely iIL Dr. Gordon is still liv
ing. At Portsmouth eleven deaths occurred up
to noon on Thursday and the new cases are nu
merous.
. In both °Wee it is generally ommidered that
no abatement has yet occurred.
Boma September 20.—The Fusion Convent
don met at Worcester, and elected N. P. Banks,
President on the 2d ballot, Julius Bookwell, re
ceived Mx of a majority over all, ae a candidate
for Governor. The uominationwas finally made

urer and Auditor, were renominated. Mr.
Sloan, was nominated for Attorney General.—
The address declares the Slavery question, to
be paramount to all others.

Bevratons, September 21.—The Grand Lodge
of L 0. of O. F. by a two-thirds 'fate to-day re
jected the amendment-offered last year to the
constitution proposing to strike therefrom all
reference to encampments. Other important
amendments were also rejected.

grades of extra western and $9®510,60 for ex
tra Cie:messes. Included in the sales are 10,000
bids. State and Ohio for forward delivery, the

hoop, of all November for delivery before the

There is no important change in the market
for Canadian Flour and the demand I. moderate;
sales 800 bbla at $8®9 ,121 for superfine to good
extra; Southern Flour in fair inquiry; the mar
ket is firm without materiel change in prices;
200 bbls:at $8,121®8,62} for mixed Co - choice,
$8,75®59,75 for fancy and extra. Bye Floor
scarce and firm. Corn meal remains as lest no
ticed with sales 200 bbls Brandywine at $5.
Wheat —The export demand continues good
and the prices for shipping parents may be
quoted at I®2 cents higher. All the lots of
fered in sound condition are freely purchased
for export,:the market closing with a good :de
mend and very buoyant.
The total sales of the day aggregate 100,000
bushels at . $1,6501,68 for common spring upper
Lake; $l,BO for ditto winter ditto; $1,86®1,89

for delivery. Lard rules steady with a moderate

The public tale to-day was well attended but
not quite so much spirit was exhibited. The
greater part of the Teas was of fine quality and
nearly all the lots on the catalogue sold et about
the previous prices.
