Intelligence from the Baltic states that on the
6th inst. the English and part of the French
fleet weighed from Karon and anchored the
same day off Sweberg on the 7th. The two fleets
were drawn up in front of Sweberg and the
bombardment commenced the same afternoon.
By way of Trieste we learn that the French
and Eriglirh were demolishing the fortifications
of Anapa, contrary to the wishes of the Circa&
stens, 'who were, however, unable to oppose the
fleet. • •
General Vivian had bone to the Black Sea to
choose a landing place for the troops somewhere

Sr. Louis. August 24.--In the Einem Legis
lature on the 15th, Mr. Stringfellow introduced
a bill to authorise an election of delegates to
a Convention to frame a State. Constitution in or
der that }fames might apply for admission to the
Voion. .
The Bill regulating elections has been weed.
It allows only one voting precinct for each coun
ty and enacts the teas face system. The seat of
government is located at Lectomptaa.
