afternoon, commencing at 8 o'clock.
We hope to see our friends in the two &lea
and the entrronndine bormigis alive to the im
portance of these meetings, and" to hear that
they: have been generally well attended. Let
good delegates be chosen, and no fears need be
entertained that a good ticket will not be selected
when the convention meets.
Every mud in the two cities and all the bor
oughs, as well as the townships, cape to be rep
resented in the Convention. -We know that
-there are earnest friends of the movement in
each, and a little effort will secure

ings in all of them to-day.

The following resolution wan then offered and
adopted.
Resolved, That we, the delegates of the Whig
County Convention now assembled, do endorse
the sentiments contained in the letter of decline,
tion of Wm. B. Heed, Esq., as a member of the
State Central Committee, and that the action by
the majority of that Committee in the bargain
and sale of Ron. George Bernie for the support
of Snow Nothing principles has and will meet
the condemnation of every honest and true lover
of his country.
Know :Nothingism, in this end of the world,
esteems its opposition to Catholic/am to be its
principal capital; while in Alabama, Louisiana
and South Carolina it lays claim to public con&
deuce on the score of its friendship for the Cath
olics. The New Orleans Bu/kiln, for Instance,
one of the ablest Know Nothing organs of_ the
Sonth, in bewailing the defeat if its brethren in
Alabama, at tie late election, contends that the
result was inevitable from the suspicion of in
tolerance towards Catholics which attached to
ie Order in that State. It says: .
"It required no prophet to foresee and foretell
the lane. The party in Alabama was an in-
tegral part and parcel of the National party et
Know Nothings, which, in their great council at
Philadelphia, formally' proscribed Catholics by
the imposition of a religious teat, • measure of
intolerance which even the British government,
which ,reeognites as a cardinal - principle in its
constitution the union of Church and State, ig

The:Alabama State Council was in full fellow
ship with. and fully Tormented in, the National
Council; its delegates were duly accredited and
recognised; they participated and took a prom
inent part in their deliberations, and voted and
acted with them upon the final adoption of their
national platform. It la not then at all strange
that the brotherhood in Alabama, has been made
to bear its' due proportion of the odium which
the National Council at Philadelphia had, in all
sections of the country, Moaned for its intoler
ant and bigoted preemption of religious liber
ty. It was the expected penalty, the even
' handed retribution, which always attend those
who sanction or wink at oppression and injitstioe.
It was a great Jams par, an irretrievable blunder.

"Sec. 8. That M all that territory ceded by
Fiume to the United States, under the name of
Louisiana, which lies north of thirty-ex degrees
and thirty minutes north latitude, not included
within the limits of the State contemplated by
this act,elavery and involuntary servitude, other
wise than in the punishment of mimes, whereof
the parties shall have been duly oonvited, shall
be, end is hereby forever prohibited. Provided
always, that any person escaping into the same,
from whom labor and service is lawfully Maimed,
in any State or Territory of the United States,
I such fugitive may be lawfully reolaimed and con
veyed to the person claiming his or her labor or
services as aforesaid."
On the 26th day of May, 1864, the act passed I ,
the U. 8. Senate, which formed the territorial
government of Kansas and Nebraska, (the same
having passed the House four days previously,)
the fourteenth section of which provides, among
other things—. , Tiurt Me Coaritstieor, and all the
laws V the United States, which are not iseally in
applicable, shall hare lA, easie force and effect with
in the said territory of Nebraska as elsewhere with
in the United States, except the agAtit sentient of use
act preparatory to the admitricss of Missouri into
the V' 'nion, approved March 6th, 18'A—width is
hereby declared inoperative and void." 'The pass
sage of the Kansas and liebraaka act was deemed
and treated by the North as a violation of public
faith.' The South regarded it with favor, and the
author of the set itself undertook to show argu
mentatively that the effect of the above repeal was
not to admit Slavery into the territories of Harass
and Nebraska. Before its passage,ho man pretends
that Slavery could go into Kansas; the act of
organisation declares that it cannot go there by
virtue of that document, but somehow or another
it is found the* and the first Territorial Legisla
ture are now considering; and doubtless will pass,
if they have not already, a bill which provides,
among otherthinge, as follows :

writing, assert or maintain, that pavane have not

Thus it will be seen, in short, that the flret.

• eignty; promulgated by Gen. Cass, and based
'upon section fourteen of the Hams and Nehru
kis sot, are heavy penal legislation, making it •
felony, punishable by herd labor for a term not
less than two years, to declare or write in the
territory of Kansas, the truth of the very words
of the act of Congeals which organises the Ter
ritorial Government, and gives life to her lege
' lation,- declaring that it is "the true intent and
Meaning of the sat, not to legislate Slavery into
the territories or States." It is very clear that
slavery did not and could not exist in Kansas,
after March 8, 1820, and previous to May 26,
1854. - It is quite as clear that it does exist there
now, aid has done ever since. The sot declares
that it did not go there by virtue of its provis
ions, and if it did not, how did it go there le

THU violatlon.of national faith lathe repeal of
the Missouri Compromise, and the 'manta which
have followed upon the enactment of theif-ansas-
Nebraska Bill, call upon the people of the Free
States to inaugurate a political movement for
the protection of the rights and the interests of
Freedom and Free Labor: and this is the More
imperatively called for since the disruption and
disorganisation of the old parties have left very
many without a home in any political organisa
tion on which they can depend for the practical
and suommsfal defence and assertion of their
principles. We therefore call upon all. who re
gard Slavery as local and Freedom as national—
who
are opposed to the extension of Slavery,
into any' of our territories, and to the increase of
its political power by the admission into the
1 Union of new Slave States, or otherwieewho l
I are ready to demand of the General Government
an immediate redress of the wrongi involved in
the repeal of the Missouri Prohibition—end who
believe that Freedom rather than Slaveriehould
be the controling element In our national poli
, tics—to unite with us in giving vitality to a Ha

be Independent and distinct from all parties
now existing among us. And for this purpose
we hereby reoommend that such of our fellow
citizens as concur with us in these views, meet

The citizens of Pennsybrania, without regard
to former party dietinetions, who are willing to
unite In a new organisation to resist the further
spread of Slavery and the increase of the Slave
power, are requested to meet in Mass Conven
tion at Pittsburgh, on Wednesday, the sth day
of September, 1855, at 11 o'clock, A. M., to or
ganize a BiIIIBLICAX party in this State, which
shall give expression to the popular will on the
subjects involved in the repeal of the Missouri
