Having no confidence in the fairness of the
Committee of Investigation appointed by the
public meeting, the Board of Aldermen et the
Mayor's request had appointed a new committee
of citizens to enquire into the eiroumstanees of
the riot. • • .
The second inquest on the body of Robbins
wan proceeding, but there was little new in the
evidence.* One witness ' stated that no warning
was given to the people after the military had
entered the hall by the back door, and he him
. self ishould as soon have thought of shooting one
of his oleo children as that they were going to
lire upon the crowd. Nobody expected it.
The Mayor, Mr. Neal Dow, has addressed to
'the Board of Alderman- a massage justifying his
own conduct, and detailing the otronmstanen of
the riot. This throve new light upon some
pante. The Mayor state that •he and the Al
derman had intimation in the course at the e
-1 terstoon that a liana attack on the oily agency
was contemplated. an extososiye,oembinatiost has.
mg .been firmed for th•Plupase. Again he saws:
learned from undoubted sources that the
mob spirit had been gathering form and fore,
for a month before it broke out, and that it bad
been stinthlated and fined by rasa of influence
whom we may be yet affie to connect distinctly
with it. The project hal been made known in
this city early in May, in Boston two weeks be
fore
its execration, and it was spoken of in Saco,
Berth - Yanisouth. Gorham • and Dane on the I
morning of that day,' as I am credibly informed."
'Mr. Dow then etatee that he and several of the
Aldermen assembled at his office, were warned
by repeated and urgent messages, that the mob
was raollecting in great force, and exhibiting ev
ery appearance of savage ferocity. -
"Messages were then sent to the commending
ofiloers of the Light Guards and for the Rifle
Garda and a formal deemed was made upon
than tor-thedr issustane4 which for a madders
tiwa in money; they had leaped with st-preoed
athanietratioutovender, as an armed ponds,
whenever they should be tidied upon by the
City Government for that purpose."
!It is Singular, however, that the Rifle compa
ny had neither smoothen nor caps, nor could
stay be got in the city, 'whilst the Light Guard
wets also Without: cartridges! After tome de
ny, the latter moored cartridges and were
ordered out, hut only 2dimen. fell into the ranks,
end some of them fell out on - their way down
stairs and through the crowd. During all tide
time, were, heard iron below, the ferocious
sounds of the 'mob, the clatter of stones and
other missiles, the rattle of brokin‘g' Iscis and the
oraah of breaking blinds, shutters and blinds
Mr: Dow states that; the sheriff of. the county
demanded - the people to disperse, bat was an.
swersd:only."by jeers and savage brawls of the ;
roe& - Ile - himself also commanded them to
asperse, with-the assonsnoe that otherwise they..
would be fired upon. ".The only replies; - were
groans And bowls and showers of stones. When
the Guards presented arms, the Captain asked,
if lossehotad. ire,. when', the reply was, "wait a
cclt was thought list Abe order to fire would
terrify the mob, but the shower of missiles con
tinued As before withevery expression of raga
soon as the men recovered arms without
firing, theY began to . drop off from the left, two
men, badly hart, being carried off the ground
where they lay, by their comrades. until not more
than six or eights:Junkets! remained."
These were filed off, and on their way back
met the Rifle Guards apfirosching, but the rifles
,'were emptrand without bayonets. The Mayor
get-them the muskets of the Light , Beards. and
then ledthem off at quick step to City Hall, ,
dirman Libby having reported that the police
could not hold out live minutes longer. Thereat.
of the tale is well known. The soldiery fired
from. the building three or font !rattilys of four
shots' each upon the crowd.. The greater part of
the mob withdrew soon after, and the remainder:
were driven - out of the streets by the bayonet..
Mr. Dow aide.— I
"The.ringleader of the moo, who lost his life.
in it, was a strong and muscular man, a Bailor;
and had left. Boston a day or two before to avoid
an arrest; and I learn on reliable' uthority that
he was engaged in the Xing riot in this' city,
about five years aloe. He engaged in this tn
.
melt deltherstay, having spoktm of it in the,af.
tenons.
If that infuriated mob bed accomplished their
lint object, they would have become mad on the
liquolosraf the-Agency, then settitig fire to the
remainder would have destroyed the City Hall,
for that_porpoie was avowed—then; "none but
