on Bilis.and Overtaxes, reported the folloiring

The committee bad received memorials from
the Synod of lowa, Of Western Reserve, the
• Presbyteries of Elyria, Si: Joseph, Cincinnati,
Ithica, Peoria ancrlinor., Wabash, Athens, Mau
mee, Hamilton, Indianapolis, Geneva, and the
congregational church of Colden--all couched in
the moot respectful language, all complaining
that the -- ordera of the Assembly of 18.53 had not
been complied with, and all of them calling for
action on the part of the Assembly.
They haver also received a memorial front the
Third Prwsbytery of -Philadelphia, deprecating
any action on the part of this body. ont of s
timid° regard for the peace, unit, and prosper
ity •of the Church. ,

report of the. Committee of Bye, on Shivery, was
Bin.. Mr. Glenis, of the Presbytery of Lasing
ton,: Miss.,- though desirous to agree with his
brethren, said them - were some things in the re
port which be could not conscientiously approve.
The report. purposes to re-affirm all that has
been dodo, on this subject by former Assemblies.
Now the action of the Assembly at Buffalo was
regarded by the South as extremely offensive,'
and this report proposes to reaffirm that action.
(Here. Mr.:G. was interrupted with the -assur
ance that the septet did not purpose - to re-affirm
anything except the previous action'of the As
sembly on the ainfulness of shivery.) Still, raid
Mr. G., ithas an air of unfairness ;and acousa
don, of the South, which derogates from their
constitutional rights. "...11.r. G. moved to etrike
out the first part of the report, which would con
fine its recommendations to, the appointment of
committee to report on the constitutional
powers of tbo Assembly- seconded,
. Bev. Mr. Crittenden,. of Cayuga, said If these
resolutions had passed.without debate; he should
.contented himself with a silent rote; but as this
now seemed impossible, he could not withhold an
expression of his opinion on the general subject.
The treatment which the inquiries addressed to
the Southern. Presbyteries, by the Assembly of
'53 had steelier], rendered It impossible to pais
over this subject. If Slavery be an evil, beyond
all question, it is one of sufficient . magnitude to
justify the reiterated action of this body in ref
erence 10 it. , It is a subject that comes legiti
mately withiu the constitutional powers of the
Assembly. • One of its-most clearly prescribed
functions is the sight and duty.. to bear testimo
ny against m fors in doctrine, and immorality. in
practice, and to attempt the reformation of man
ners ;. the propounding of questions, such . as
those iropounded by - the Assembly of 1853, is
Clearly within the scope of this function. There
may be no ccistiestional objection resting upon
the South to respond to.them; but the refusal to
do so. has awakened it spirit of dissatisfaction
which will render continued silence of: the
Assembly greatly, Injurious to its interests and
