U. S. N., and an aid-de-camp of the Captain Gen

anly. It would lead ths to infer that the rela
tions between himself and Concha were entirely
of a friendly nature.

HAvelre, April 25.—OnS u nda y last we, had a
great parade and review of all the troops that
could be mustereiVincluding the black and white
volunteers, the last two classes appearing to
great advantage over the. regular sellers. This
gathering numbered some 7600 or 8000 men, and
was creditable as a "militia training." The cos
tume was certainly neat and becoming for field
service, while the material of the volunteers is
physically superior to that brought from old
Spain. We had the pleasure of-seeing Commo
dore McCauley on the ground in the carriage of
the Captain General, attended by Capt Stribling,
and aid-de-camp of Gen. Concha, the :Count of
Villanueva. We were not particularly gratified
that the "old Commodore" should have been so
directly "tipped"--or trapped--and are of the
opinion that, with or without sound limbs, he
might have been present with other mode of
conveyance without incivility, or with ton of self
respect. What may have been the policy, I know
not—the fact we have, and it has led to the same
conclusion in the public mind here—not for "the
dimes, the Bopp, or the wino"—the "old coach
and greys did Majob"—nod the oil was poured
over the waves of contention. Prediction or the
multitude is, that there is to be no trouble, and
news writers will convey the same idea; but I
believe the Commodore will do his duty, notwith
standing the coach—and that the Government of
the United States will have a truthful report of
circumstances and facts, to confirm action for
peace or war, as may consist with the national
honor.
MOT Wes; April 23.—The Jamestown, a few
days before her arrival, and when but one day's
nail from Ravage, spied a man7of-war at a dis
tance, and supposing her to bo a Spaniard, she
was cleared for notion, the guns were abetted,
and every preparation made for an immediate at
tack. Mach to their disappointment the stran
ger when three miles distant, hoisted the Ameri
can flag to her fore and saluted it with thirty-two
guns. She proved tole an English frigate.. So
soda as the shot could be withdrawn the salute
was returned.
We learn that the Jamestown is in a state of
most complete et&cienoy. The .men are daily
drilled at the guns, and as often as possible are
practised with shot and shell.

MONEy MARKET AND COMMERCIAL
NEWS.
The caution manifested by the whole mercan
tile community in giving credits, is worthy of the
highest commendation. A great change bee
been wrought in this respect since
Indeed, bad there been no change, the financial
difficulties of the past twenty-one months (since
August let, 1843,) would hare been as ninth
greater than they bare been, as the business of
New York is now greater than it was then/ We
believe no one instrument has contribited so
much to bring about this result as the establish
ment of what are called “Ilercentile Agencies.",
Through these agencies our merchants are able
Go learn something and in most cases to obtain
full and reliable information in regard to the
standing, capital and capacity of all the busi
ness men in the country. There are at present
three-or four of these institutions in successful
operation in: this.city. They are Patronised by
our jobbers, importers, banks, insurance compa
nies, and all who desire to be posted up from
every quarter with the latest intelligence con
cerning their customers. No one can obtain in
formation from these agencies, except regular
trabsetibers, and to such it is communicated eon
fidattially. Those of our merchants who do a
large business, deem it prudent, safe and eco
nomical to avail themselves of every means
within their reach, at any reasonable expense,
to learn all about the whole mercantile commu
nity, and, therefore, not unfrequently subscribe
to two or three agencies. Them is no difficul
ty in getting some sort of information, in New
York, independent of these organizations, but it
will only be partial, and refer generally to the
standing of the party here—not at home. A coon
tryinerchant may keep his credit good for years
in New York, by paying promptly, when his real
condition is very bad at home. The plan adopt
ed by the best agencies is to have a correspon
dent in at least every country, also in all the ci
ties and large towns throughout the country.—
From them a report is received as often as twice
a year,
and more frequently if anything impor
tant transpires. That report embraces a list of
nil the merchants and business men in every
department of trade. It is specific in regard to
the following particulars, namely: moral charac
ter, businesseapacity, capital invested, condition
of the business, difficulties in the way of suc
cess, embarassmenth; mod also any other infor
mation which has 'a bearing upon the responsi ,
bility of the party reported. If these corres
pondents are filthtul, (and they are in most
cases) they promptly report by letter or tele
graph every item of intelligence which may be
valuable. • If there is a change in a firm, by
death or otherwise, if the merchant mortgages
his store or farm to raise movey, If any stain. is
reported' on his moral character—all these things
are at once Communicated. The whole system
has now became so perfect, that there is no or
' cure whatever for ignorance about anybody. The
only safe way, however, and the one usually
adopted, is to obtain by city references all the
information which can be had about the party
here, and then through the agenties to get at the •
facts from home. Notwithstanding every safe
guard which may be adopted, no credit business
can be done without occasional losses. A ma
jority of these losses occur, however, with a class
of men who deserve scarcely a better name than
swindlers, they Come to New York -with their
plans oil concocted, and buy, never expecting to
pay. For a while they may go along well until
they can arrange matters for a grand "smash
up," Their property, by deed or otherwise, le
put out of their hands, and after particular
friends and relatives are thus provided for, there
lot little or nothing left for others. Our mercan
tile agencies, however, at this point, have, in hun
dreds of instances, made revelations to oar mer
chants in time to gave them from many a heavy
blow. When the unworthy applicant for credit
appears, be has exalted expectations, and an ex
alted opinion of hirasdf particitlarly, fie feels
large and talks larger. Hear-him

Mr. Busby goes from one store to another, and
soon finds out teats he Is "well known," although
an entire stringer. To get credit is out of the
question, so he- is off home on the first boat.—
This is but a single specimen or cases which aro
occurring daily. Through the mercantile agen
cies it can be ascertained at once on the arrival
of each B. man in town, aomeding about him,
and whether or not he should be trusted. Of
course the inferrmation may be Incorrect. We
knew it is so now and then. Years ago when it
was. imposalle to get information in this way;.
