for a-Railroad to have its terminus in a large city,
and how much its interests lie in. building up a
. local travel, by giving all the faCilities and ac
commodations in its power. The local travel is
a certain, safe and profitable source of income,
. which. never fails, and which no competition
from distant parallel rival roads can injure or
destroy. Its tendency is to a continual increase,)
and it forms an ever flowing golden stretoninto
t4e, treasury. Sewickley need to furnish 'six or
eight passengers per week to steamboats—it
now . 'supplies at least one hundred' passengers,
per flay to the Railroad, and the number is rap
idly Increasing. At Kilbuek, where it was
thought a 'Wien:was scarcely needed, and where
only a teMporary shed is erected, thirty-shire

Pollock lias appointed Hon. Thomas B. Bell, of
Chester county, (formerly a Judge on the Su
preme Bench,) to the President Judgeship of
the 22d Judicial District, composed of the coun
ties of Monroe, Pike, Wayne and Carbon, to
the vacancy oceasio ned by the resignation of
Hon. James H. Porter. Judge Bell was former
, ly a Democrat, and one of the pets of his party.
He Is regarded ass tolerable jurist, but has the
reputation at the bar of being afflicted with dan
dyism and affectation. if he Is a Know Nothing

of his appointment; but if not, it is one of those

The isthmus which connects the two great conti
nents or North and South America was too high
to allow the trade winds to cross into the Pacific,
and was thus the means of diverting the vast
current of moist air across the Gulf of Mexico,

sissippi valley and the eastern Seaboard States.
If the Isthmus which connects the two conti
nents had been as low as to have permitted the
trade winds to pass into the Pacific, the great
alley would have been 43itrid and unproductive
an the north of Africa. The small area over
which summer plants, such as sugar, cotton and
Indian corn, were grown in the corresponding
latitudes of 'Africa and Europe was pointed out.
The researches of Professor Coffin had - clearly
brought out that the aridity' of the Mediterrane
an shores arose from the prevalence of norther
ly winds in summer, and the rertility of the Uni
ted States,. and Canada to the prevalence of
southerly winds. The warm-surface wind which
sets7m from the gulf of Mexico is not only the
great source of fealty, but is the great distur
bing element of the atmosphere at all seasons of
the year.
During the warm season in the United States
when the wind chinges to'Jr. or N. W., the ay
I becomes peCuliarly transparent anJ blue in col
or. He bad often occasion -to observe in his
tour through Canada and the United States that
the lower S. or 5,W. wind begins to blow short
ly after thstm begins to beat the air at the
surface of die ground. The sky soon loses the
peculiar transparency when the S. W. wind con
tinues to blow. It would appear that this vast
surface current is often at rest or very sluggish
during the night, and ' most active during the
day • th e breeze begins to stir at an earlier hour
in th e day in the higher latitudes, and . is grad
ally propagated to the south. The ann rising
earlier in the higher latitudes was probably the
cause of this. Mr. Thom has shown the exis
tence' of a southerly wind at -Guiana ; and on
Mr. li.'s recent visit to Cuba, the sugar planters
had informed him that their summer rains were
dependent on the south wind. air. Phelps, in a
recent communication to the Smithsonian Insti
tution, observes Umt south winds during the
day prevail with great regularity at Fort Brown
on - the Rio Grande. Observations showed that
this fast surface wind from the south Is daily
put in motion during its prevalence in summer
by the heat of the sun. The two great systems
of currents - which were so distinctly developed
in the 'United States—viz the upper one, which
flowed with so great constancy from the west, or
rather a point or two north of west, and the
lower surface wind from the south—are inti
mately associated in all the changes of the weath
er over the United States.
This theory would - seem to be confirmed by &he
experience of last year. During alibi summer
and almost continually since, when the•weather
hasbeen untordally dry, we hare had in this re
gion west Or north-west winds, the clouds flying
high, and the atmosphere dry. Whenever thi
wind 'set round in a south-west or southerly
quarter, the air became moist, low clouds were
formed and rain followed, unless, as was fro
quently the ewe, the wind suddenly changed to
its old quarter and the clouds dispersed, and the
pleasant. 'hopes inspired were dissipated. Our
southerly winds bring us rains; from the south
west some thunder storms and showers, and from
the south-east our settled rains. Westerly and
and northerly winds ere dry and parching, cold
in winter and burning hot in summer.

to repeal the ~faco of Cuuuty Superintendent of
common, schools in certain counties—ld'Esan,
Elk and Jefferson.
Mr. Hamlin moved to strike out the counties
named in the bill, so as to make it general. .
After a long debate, the motion to_make the
bill general:was toted down, yeas 12, nays 19.
Motions then prevailed to add several eastern
counties, when the biliwaa postponedone week.
