We copy from the San Francisco Herald of February 27 : PAOI, BACON & Co.—Messrs. 'Page, Bacon & Co. propose, in their new arrangement for resu ming their businese, to issue ifirtificatca of de posit, bearing interest at one per tent, per month, which certificates are guaranteed by some of our first men to the amount of over a million of dollars. The bond guaranteeing the certifi cates has been duly executed and acknowledged, and as soon as the amount required by the firm is made up, which will doubtless be done shortly, the certificates will bo issued and the house placed upon a good basin. An these certificates bear interest, and are ne gotiable and amply secured, they must become at once an excellent investment for parties who have been heretofore in the habit of depositing where no interest has been allowed. In the pres ent state of our money market, we have no doubt these certificates will be at once taken up. Watu, FARGO & Co —ln all the towns of the interior, says the Tribune, except San Francisco, Sacramento, Marysville, Nebada and Diamond Springs, Wells, Fargo & Co. have kept paying certificates of deposit as fast as presented, and it cannot bejuetly said that they have euspen dad. Peon, BACON & CO.—The banking house of Messrs. Page, Bacon & Co. was opened yester day to special depositors, and parties having property placed in the custody of this house for safe keeping were afforded an opportunity to withdraw the same. The bank will be open again to-day. Annul & Co.—This firm have confessed them- 1 selves insolvent, and applied for the benefit of the insolvent act. A stay of all proceedings on the part of the creditors of the firm, and of L C. Woods, is ordered by Judge Lake, and notice is given that the creditors appear on the 81st of ➢larch, to show cause why the prayer of the in solvent to be discharged from his debts should not bo granted. ROBINSON'S SAVINGS BANK..—After a deal of skirmishing on the part of creditors, the sheriff's officers, and constables, an entrance was effected yesterday morning into the banking house of Robinson & Co., the iron doors of which have ever since Friday morning resisted all attempts to enter. There was a rush for the precedence of course, but Constable Silverthorn managed to make the first seizure and attach the gold scales, office furniture, &e. 1 There was a fierce trial of strength for a few MONOPOLY moments between the outs and the ins—the one to force an entrance, the other to bar the door and exclude the crowd. Otartamen—l herewith return to the House o f - Representatives, in which it originated, bill No. 276, entitled "An act authorizing the incor poration of the Bank of Pottstown," with my objections to the same. Should the number of Banks and the amount of banking capital in the State be increased ? And if so, to what extent and in what localities, are the questions that de serve and should receive a careful and candid consideration. If local and personal interests are permitted to determine the questions, the an swer will be found in the unusual and extraor dinary number '5.1. applications for bank charters now pending before the Legislature. But the number of applications is no just criterion by which to determine either the wishes or the wants of the community in this regard. Their number and the pertenacity with which they tire pressed, have startled and alarmed the public mind, nor hart the favorable action of the Legis lature, in granting these demands, served to al lay the apprehensions and fears thus excited., The policy of the past tow years may have been too severely and unnecessarily restrictive; yet this policy should be preserved rather than abandon the State and interests of her people to the destructive influences of a wild and reckless system of .banks and banking. That : some in crease of banking capital is necessary in certain localities within this Commonwealth, will not ho denied ; that a large increase is not demanded, either by public sentiment or by the public well, is a truth equally undeniable. In the creation of banks, a sound and honest discrimination as to number, locality and the demands of trade should be exercised. Their number should be determined, more by the actual wants of legiti mate trade, than by the wild fancies of stock jobbers and rash speculators. The sudden, and unnecessary expansion of the currency should be avoided ; and whatever tends to produce such a result ought to be discountenanced, and, If pos sible prevented. The history of banking in cur own and other states Is fall of metal lessons on this subject. Experience should teach us wis dom, and our present and future action, in rela tion to banks and banking, should be regulated and controlled by her teaching. The advanta ges to be delved from an increased number of banks are more fancied than real. It is an er ror to suppose that an increase of banking capi tol adds to the actual capital of the State or na tion. Banking capital is but the aggregation of individual capital ; previously existing, rendered more e ffi cient perhaps,but not more useful by such aggregation, sod the specialprivileges conferred by the act of incorporation. Circulation is not capital, nor does it increase: or represent capital. As the representative of credit, based upon the ability of the bank to redeem its promises, it be comes when properly limited. • useful azilisruy to trade and commerce;{ when unlimited and ex cessive, it not only ceases to be usefal, but be comes dangerous and destructive to the financial and industrious interests of the people. With out en increase of biusks and the. facilities they afford, the commercial and industrial interests of the country would suffer no serious reverse. In convenience might be experienced, and the more rapid, and for that reason the more dangerous progress of business arrested. But all this le preferable to thaconcomitant evils of an inflated carrency--oveVrading, rash speculation, and a depreciated currency always terminating in bank ruptcy and ruin. That such would bathe result if the numerous banks now before the Legisla ture should be chartered, cannot be seriously doubted. Personal and private interests may magnify the importance and necessity of incor porating these banks, but no considerations of public policy or interest could joatify their crea tion. - Such financial policy would be nothing less than the financial madness and folly. In population, wealth, trade and commerce, our progress during the peat ten years has been rapid and unprecedented. Our mining, manu facturing and industrial interests have been large ly andpermanently developed, and arenow In pro gress of moreample developments; and yet during this period the additions to our banking capital have been almost nominal, bearing no appreciadle proportion to the immense increase of the great ' interests already enumerate These facts de monstrate and establish the truth that, although ' banking facilities may, and do aid the business of a country, their increase is not indispensably necessary to it progress and rapid development- But greater facilities might secure greater re sults, and therefore it is freely admitted that, although such facilities are not absolutely neces cessary, yet they. are important, and as aids to legitimate business, under proper limitations and restrictions, should be afforded. A moderate and reasonable increase of banking capital judi ciously distributed might be useful to the in creased and increasing trade and commerce of ' the State; but under no circumstances can an I extravagant and unnecessary increase be jteti fied or defended. Local and personal considera tions may secure the passage of numerous acts incorporating banks, not demanded by the busi ness wants of the community, but such legisla tion cannot be sanctioned by public policy or !retained by public sentiment. The financial and commercial rmbaraasments from which the country is now slowly recover , ing, requires cautious and prudent legislation, and demands that the actual and real wants of business should be regarded„ and the tree inte rests of the people consulted. A 'Sudden and excessive inflation of the currency by the crea tion 'of numerous hanks, might mitigate and temporarily remove the evils wenow suffer, but in the end would re-produce and aggravate them. , The remedy is more to be dreaded than the dis ease, and its consequences oftentimes more fatal! and destructive. Bank accommodations are and ever must be an insecure and unreliable basis of legitimate bat siness. When everythlag is prosperous and money abundant, accoinmodatiotut• are freely proffered and loans easily secured. In a mon t etary crisis and in the hour of greatest need; the borrower finds hia ancemmodations withheld; his paper rejected and his creditor% the bank,,de mattding payment of his liabilities. The banks In self-defence, in seasons of pressure, are com'.. pelted thus to act, to prevent suspension and their own ruin. In •this struggle for life the debtor must first fall, public and private interests suffer, and a general derangement of business and the currency immediately follow. As a remedy for "hand times," and as regale tors of the currency, banks have signally failed. A well-regulated system of revenue, -by the Na. tional Government; protecting national industry, and encouraging the enterprise of the American people, restraining the enormous and now omi. nottsly large importations of foreign products_ and merchandise, securing the country against the exhausting drain of the precious metals—gold and silver—to pay for products manufactured abroad, which we should and could make better and cheaper at home; such a system is a batter regulation of the currency, cud a more certain remedy for financial distress and commercialevils 'than all the banks of this and other States, that 'are now, er may be established by legislative enactments. These principles require no elaboration. Their truth is generally. admitted. Their application to particular cases presents a question of more diffiattlt determination. Discriminations may be odious, bat in view of the action of the legisla ture on the subject of the incorporation of new banks, they'become Important and necessary.— In the discharge of my official duties in the . premises, I may err in judgment,,bat will shrink from no responsibility. • Elating, on the day of my induction into office, declared that "I would not refuse to sanction thethcorporation of new banks, when indispen - trebly necessary and clearly demanded - by the actual business wants and interests 'of the oom munity in which they may be located," the ques tion now presents itself, is the bank proposed to be established, by this bill necessary and clearly demanded by the actual businsis wants and in terests of that community ? In determining this question, the heathy itself, its existing banking_ facilities, its proximity to other banks and to the great marts of trade, the means of communica tion, the amount,.-value and *treater of its trade and business, and other attendant circum stances should be considered. It will require the efforts of all the true men belonging to it to save it from the fate which has overtaken the Whig and Dem ocmtio parties. That it will be saved from their career and a like destruction we hare strong hopes. But if saved, it must be with labor, watching and stern devotion to principle. The new party cannot ignore the great questions of Freedom, Temperance and Reform, withont doom , ing itself to premature dissolution. She had taken. them at Pittsburgh, as we understand, for the trip through, expecting when she discharged cer freight for this place to proceed with her pas sengers up the Missouri river, as per agreement. She hasbeen here now for three days endeavor ing to get a pilot, but has not succeeded, and as a consequence will bo obliged to reship her pas sengers and relinquish the reminder of the trip. We are told that the regular traders in the Mis souri river trade have engaged all the pilots, whether they are employed or not, in order to prevent transient trips in this river.
