lay 'a synopsis of a bill -now pending in the
Tegislithrtre for the sale of the main line of our
publie works. There is so much objectionable
in this bill, and such powerful influences are at
work to put it through, that we hasten to state
the grounds of our opposition, and to apprise
the people of the injury to their interests which
it contemplates. We have been among the advo
cates of a sale of the main line, at a fair prize,
and on equitable principles; but not in view of
Inch an enormous sacrifice sacs now prOposed,
nor of "a policy which, if successful, will endan
ger the useful existence of the canal altogether.
The minimum price fixed npon in the bill is seven
millions of dollars! a sum 60 IoW, that if the
Pennsylvania Railroad should become the pur
.
thither, as is no doubt understood and intended,
it could afford - to - abandon the use of the largest
portion of the canal altogether, or - to sell it out
for a mere nominal price to a company of ipso
castors.
.We will show this by a few times. -
The main line proposed to be sold, is 894
miles long, composed of 278 miles of canal, and
118 miles of railroad, l 4B follows:

thislarge property for one-half this rum, or for

It probably would not coat $5,000,000 to build
the Columbia Railroad, but we estimate it worth
ihatmuch to the Pennsylvania Railroad, because
it would give that company a continuous' rail
road line to Philadelphia free from all competi
tion; -whereas, if it should construct another road
at an expense of $4,000,000 or $4,500,000, it
would have to meet with the direct competition
Of the columbia road. That work also earned
last year over S per cent. on $5,00 0 .00 0 capital, .
showing Its great value. The Portage road, which
will be , finished sometime In the next summer,
..avoiding the old, cumbersome inclined planes al
together, will cost the State some $2,000,000.
It will tins be seen that if the whole -Main line
is soldlor $7,000,000, that the canal will go for
nothing;, while if the Pennsylvania road chooses
to offer a trifle over seven stallions, and thereby
becomes the purchaser, itnot only gets the main .
line but gets rids of the tonnage tax. This tax
last year was about $120,000, and Is likely to
'Still larger; and a surrender of it by the
State is equivalent, to the company, to a capital
hit $2,500,000 at 6 per cent. interest Suppe
slag the company to offer, cinder the provisions
'at the pending bill, $7,500,000 far the main

yeet4y inteitst at 5 per cent on $2,500,000 of
this slim in the release of the tonnage tax, so that
they would, in effect; get the main line forks
millions! Should this' orrangemeat be consumma
ted the company can afford to abandon the
canal altogether,lor although the bill imposes
on it the duty of xeeping the canal open, it
provides no penalty for non-compliance; or it
may impose tolls so high as effectually to prevent
all competition with itself; or it may "NUM° any
company which would pay two or three millions
of dollar!' for it, including the Portage Railroad.
We have no objection to the' Pennsylvania Rail
road being permitted to purchase the Colombia
Railroad, at a fair price. The interests both of the .
State and the company will be subserved there
- by. The company must have a line to Philadel
phia. Its interests demand it. A charter has
been secured for it, and the work can and will
be accomplished, unless other arrangements are
•made. It is not the roller of the State to drive
the company to construct this competing line,
neither is it the interest of the company to son-

Besidee the tide-water nesigatioa which is now
eijoyed, the enlargement of the Union Canal
will soon ba finished, much of the work being al
ready done. 'This will give uninterrupted we
_ ter, navigation-from Hollidaysburg to Philadel
phia.. The completion of the Portage Railroad
will net only fasUitiste transportation, but it
will greatly lessen the expenses of that line.—

The bill is objectionable in another feature.—
It gives the ;deference to a Canal or Railroad
Company as purchasers, thus giving such cor
porations an advantage over any other company'
or individuals. The state is thus deprived-of
the lienefits of a vigorous competition of capital
ists generally. It is trident that the bill has
- been drawn ap to suit the interests of the Penn
sylvanis Railroad Company, and the Price has
beim fixed to meet its views, and probably that
of other persons who maybe parties to the speo
ulation, as a clause In' the bill authorises the
sale of any part of the Mushy the first purchaser.
While we are entirely friendly to the Penniryl
-•nusi& Railroad Company, and feel disposed to
promote its interest and success by all just and
proper legislation, yet we cannot consent that
the property of the State shall be squandered
for its benefit, or that our citizens shall be de
prived of the benefits of die canal as a compe
ting line, and as affording the only mode of
transputation for some articles, 'and to some
parts of the State. And we warn the Penneyl-
MULL Railroad that, although it may succeed by
thiii maims in repealing the three mill tonnage
tax, and also virtually break dorm all competi
tion from the canal, It may not be able to con •
trol future Legislatures. This legislature can
• not bind Its successors, and if the people of the
State shall feel that they have been injured by
the action contemplated, a future Legislature
may restore the tax, and Inflict other burdens
and annoyances of equal importance.
We whirs the State to.sell the Columl= Rail
road at five milllond of dollars, and the Central
road ought to buy it at that price. If the re
mainder of the line can not be sold toe at least
Ave millions, then let the State encourage the
early completion of the enlargement of the
Union Caul, and work , the line with economy,
and wediiabt not it will pay a dividend, while it
will act as stank on the Pennsylvania Railroad.
Without soma such idle*, the cities of Pitts-
Jvargh and Philadelphia would soon find them
;lielves in the power of the Central read. The .
Baltimore and Nei York lines answer very well
,for sompeiling moderation on through:basin:as,
from the great centres — iif the west; but they
answer but little purpose for protecting the Im
mense carrying trade of the people of our own
filet., whose prosperity is measurably bound up
'with the interests of Philacielphia and Pitteburgh.

Prom all we can-learn of them, we think there
is not much to be derived from the results, as af
fecting the-position of parties, either way. We
have sesnuothing yet to impress us with the idea
se industriously promulgated, that the new se.
Bret order is advancing or gaining strength, but
we are rather Inclined to take the contrary view.

cause they could not tell who of their neighbors

together the secret order, it was only necessary
for them to get up oppOsition tickets, in whole
or in part, andthus divide the voters, while they,
having their own tickets given out in a Lodge and
'voting in a solid body, would, generally succeed
in securing &victory. In looking over the whole
ground, we come to this conclusion:—drat, that
the secret order has not succeeded 'to - the extent
it anticipated or claims; second, that the results
of the election do not indicate that there has
been any substantial increase in numbers since
the fall elections; 'and third, there is no good
reason to believe that they number much more
than one-third of the voters of the county. We
do not present these views with any dogmatic
assumption of their correctness. They are our
present convictions, founded en such information
as fs alike open to us and the whole community
not in the secret order. The leaders of that or
der doubtless know their strength, and can tell
better than *e can whether our positions
are correct oKnot; but we have no hope of
Coming at the path by information from that
quarter.

Bad what shall we say of the honor, the mo
rality, the Americanism of apolitical party which
thus works in the dark and thus in effect destroys
the righthand privileges of their fellow-citizens I
..The glory andaafety of s free government con
sist in the publicity given to all political transac
tions, and in the free and open discussion of prin..

ples, measures and men. The transactions of
all parties have hitherto been open and, to that
extant, fair. Their primary meetings and con
ventions have been held publicly. Their tickets
have been published to the world, " and their can
didates and principles have been boldly pro
claimed and their support by the people has been
.penly solicited. Every party could thus act
understandingly, and every voter could know for
what and for whom he cast his ballot. Now all
is changed. A person who will not come under
the sanction of an extra.judicial oath, and lob
mit himself to the fellowship and control of a
secret, irresponsible tribunal, can never tell who
ther he is voting for a person who will represent
his principles or not. His neighbor may profess
to be a Democrat, or a Whig, or a Freesoller, and
he may treat him with the confidence and respect
which his habits of neighborly intercourse may
seem to warrant, and yet this friend and political
brother, and possibly brother in the church, may
all the time belong to a secret order, and be plot
ting in some midnight assemblage to defeat and
destroy. his dearest political principles and even
his political rights! Asa consequence, distrust,
suspicion and coldness creep over all social in
tercourse, particularly on the subject of politics,
where the frankest intercourse ought_always to
characterize the dams of a true government.
It is our profound conviction that - nothing has
ever occurred in the history of our eye:muscat
so completely oalculatedla sap the foundations
of liberty and morality, and to destroy confidence
and friendship and-social intercourse. If it con
tinues long, its results will be more disastrous
than most persons imagine.
It is measurably it Efereut to us what princi
ples a party may hold which thus works In the
dark under the terrible exactions of an oath.—

jectionable in their principles and measures, we
should oppose them as the enemies Of true lib
erty, true honor, and true manliness, as dangerous
to church and state, to the peace and harmony

meets, and therein is published a daily paper.

strange to say, this daily payer comes to us reg
ularly with no record whatever of legislative bu
siness. If we were not eertarn of the fact that
the legislature a in session there, we should in
fer the contrary from the all-pervading silence of
this newspaper oracle.
ANOTHISIL &rya Case AS CISCLIZATL—ASiIife
case or'much interest is now pending before
Judge Spencer, in Cincinnati. The case Is this:
A man named Baldwin Hourl bought two ne
groes from Vincent Taft, of Mason county, Ky.,
for a debt, and was taking them to Missouri to
sell. Howl put them aboard the packet Dover,
and landed them at Cincinnati He afterwards
took them out of the boat, and walked them
down on the , Ohie side, to where the steam pack
et &rader was moored, aboard which he placed
them. The negroes had remained one night on
the 'Dow, while ibexes moored above low water
mark on Ohio soil
It - was proven on the trial that these two col
ored men were walked down the Cincinnati levee
far above low water mark, and clearly on Ohio
soil, chained together and handcuffed, and ac
companied by their claimant.

two man were taken from the Strader, and the
claimant notified to show muse why they were
not free.
The lion. B.l'. Chase appeared, with Messrs.
Walker, Joliffe and Stalin. on behalf of the no
gross; and J. - Chambers for the claimant. The
point claimed for the freedom of the negroes, is,
that they were brought on free Ail by the mas
ter, and are free.
The point claimed hi 'the defense seems to be
that the master has the right of transit, with his
slaves over the territory, and that the right of
navigation carries with it cues:Aryan of banks.
Judge Stalin held, in behalf of the negroes,
that the Ordinance of 1789, upon which much of
Mr. Sullivan's remarks were based, did not sua•
tats the doctrine that the States, or each Bides of
the Ohio river, bad concurrent jurisdiction on
the shores of the stream by reasonable construc
tion. The jurisdiction , of the shores was ex
clusive, and over the bed of the stream concur
rent.
No man on a, vessel driven on oar shore, by ne •
ceuity, could justify an assault on a slave, by
saying that he belonged to Kentucky; which bad
concurrent jurisdiction, and did not recognise
such assaults as offences. All persons who
came on Ohio soil are persons in the eye of the
law.
The Lemon Slave case was oited to show that
transit over free soil makes free, and necessari
ly strikes off the chains of servitude. The case
was farther argued bi S. P. Chase and others
on Saturday, and the lodge now hu it under
consideration.
