ally but prictleally it is abnegated,
for the simple - aeon that capital has , been em
,nipotent. The waiting classes of Pennsylvania
deem „effective legislation the only means by
, . which they can obtain this right. They do not
ask speciallegislation, bat desire a general stat
ute limiting the time of work for minors to ten
hours.: This will not conflict with the opinion of
. those who contend that the legislature has no
right to limit the duration of adult labor. as to
minors; the. legislature has full power and has
already cierciaed it. We want a remodeling of
the foment law; it now applies only so minors
under nixteen years, and is a nudity. If anoh a
law as we ask be pansed and enforced, It would
put at - rest the: - whole dispute between Capital
and lather as to the time of work. For if the
alloviasiners to work but ten hours, there
being so large a proportion of minors employed
,in our factories, - it would be' impossible to , keep
those factories in operation for twelve hours—

read the law now before the legislature. It
that no Male or female operative under 21
years shall be employed tn any cotton, woolen
or silk factory, &a, more than 10 bourn a day or
60 hours a week. -A penalty of not less than
$6O nor more .than $lOO is attached. Thebill
was introduced by Mr. Lyle, pf Blwayunk.
He then - reviewed the great ohjection that is
brought against the law, viz: that the Pennsyl
manufacturer could not compete with the
inanafattnrors in other States. It is a fact that
every State in the tinier has map some provi
sion by legislative enactment for regulating the

POSIVID.—There are ve ry - few localities pos
seuing equal beauties of natural scenery and as
many salient points of glory and romancein their
history; which have been as seldom celebrated
in the Verse of the Poet, as Pittsburgh. If
there he any far-off individual who confines his
reading to odes, epodes epics, pastorals, lyrics,
dramas and "fugitive pieces," ho is certainly
norant even of the es steno' of Pittsbnrgh.
The feet is, Coal Hill makes a very cony Par
nassus, and the Allegheny, albeit no parer,
brighter or more beautiful river flows, can illy
serve as Helicon, while its banks are crowded
with rolling mills and factories. And Pegasus .
—poor boast—seldom gets within the influences:

took him home and hitolied him to a plonk:—
We fear, were the winged horse to show himself
upon our streets, - some sturdy &lumen would

Still, Pittsburgh has not been altogether ig
nored by the genes inritatile. A noble Poet,
"native and to the manor borti," now ales! gone
into the Silent Land, once dared to lift his harp
and sing of the "Iron City" in such strains as

Within a few rote past, Thomas 'Buchanan
Bead, one of our most promising - American po
ets, has 'issued a lengthy poem entitled "The
New Patent." From such extracts as wo have
seen, we should judge it gone of the most credit
able productions yet written by any native poet.
Semi is not of the passionate, bloodshot, mania

school;—he is decorous, tender, and . , withal,
duly imaginative. - Above all, he spurns the old
ides that this glorious New 'World furnishes no
themes for the poet's song—that inviration can
•be found alone in the lands beyond the sea.— ,
The New Pairinal is a National poem. The
scenes are mostly, laid in Pennsylvania. The
characters are "a neighborhood of vocalists in
ens of the 'middle vales' of the Keystone State.
The story is the relation of the outer and inner
life of this neignborhood—comprising all things
that • hoe poet can , fetch from

west, with the eights and transactions on the
route; their settlement abd life in the backwoods;
