In consequence of the late misfortune in the
monetary affairs of the Ohio and Pennsylvania
Railread Company, the city will be deprived of
• any immediate cash receipts from that quarter,
how: Aruba a measure compensated for by a stock
dividend of BO shares or $4,000 at its par value
• —which, if thought advisable, can be disposed of
for immediate use, or set apart as an additional
' item to the sinking fund.
It-will be seen that the approptiating ordi
nance herewith submitted by your committee, it
of the outstanding warrants and tem
porry loan, is somewhat in advance of the esti
mated yearly income, probably_ not more than
will be realised from incidental items Bateau
_ starred in the schedule. The outstanding war
rants and temporau loan, althbngh requiring a
formal approptiation in apparent excess of the
• estimated income, are in fact already provided
for, and will no doubt be fully realized from the
uncollected taxes and other outstanding dues of
' the list and previou years, the loan „being al
- ready paid, and some -$lO,OOO of the warrants
tattled by baek dividends on gas stock, in ad
just:nut of accounts between the city and Gas
Company, .
There is yet ;mother interest connected with
our city affairs, which it may not be improper in
this connection to say a word or two about. It
will be recollected that some $75,000 of the
Present city debt was"contracted to rebuild the
Aqueduct, under a special arrangement with the
Mate authorities, by which -the any became the
radiant of all the Aqueduct tolls until the
. whole &menthe of her investment debt, interest,
and expense of keeping the Aqueduct in re

When on motion of Mr. McKnight the Presi
dent of the Society vrtm instructed to report the
transactions of the Society during the last year
in conformity with the provision of the law, by
which the Society - receives a donation of one

Mr. 'McKnight tendered the resignation of Mr.
G. W. G. Payne u a member of the-Board, ex
plaining that Mr. P. could not attend to the dn.
tin on account of his expected absence, and
moved that his resignation; be accepted, which
wee done. When on motimi Mr. hi. Whitmore
was unanimously elected to fill the vacancy.
The Treasurer here read a statement of the
condition of Treasury showing a balance now in
his hands of $398,10.
Mr. McKnight presented for distribution

to report at the next monthly meeting. When

Mr. Clay is an earnest orator. But his enun
ciation is very faulty. At times ,the half of
sentence was lost to. the hearer by its too rapid
utterance. He pose - oases, however, what his 11-
lasaions namesake posiessed in so remarkable_
a - degree—the faculty of chaining the attention of
1241 &affiance. His gesticulation is nervous and
etargetio, and at all times graceNl—being nat

Of the subject-matter of hie lecture (or rather
oration, 'for such it was,) we have not room to
speak to-day. -In one word, he drew &vivid pic
ture of the despotisms of slavery - over the social,
mental, physical and moral condition and being
of blacks and whites both in the South' and the
North, The epeaker advanced many nek ideas
and displayed great and earnest ability- in the
discussion of hie thenie. Although he occupied
nearly two hours in its delivery, the audience

pany him.
The Duke of Genoa is dead. •
Dispatches foom Lord Raglan dated the 27th,

A French company has offered to raise in
France from 10 to 26,000 men for the service of
the English government, half the number to be
ready in 15 days. It is stated that the English
government is disposed to entertain the proposi
tion.
A telegraphic dispatch from Vienna states that
-the Czar has issued a manifesto under date of
St. Petersburg, 12th of February in which he
- calls the entire male population under arms. An
additional force of 800,000 men will be dispatched
to the Crimea.
The ;latest dates from Sebastopol area the
Slat January. The weather is growing milder
