Issouurr Attack ctoh Mr-Daxsix.— ln the
Harrisburg correspondence of the Philadelphia
Worth American we find (ho following allusion to an
attack oh Mr. Darsleln the House by an upstart
member from Venango. We eaw-in the Harris
burg papers the discussion herein shaded to, but
no reference was made in it: to this feature of
the affair: . .
“There waa an'onimated debate in the House,
on the supplement to theaot to establish a House
of Refuge for Western Pennsylvania. The sup
plement provided among other things, that the
Trustees of the Institution should have the pow
er to Mud out until they arrived at the age of 21,
female infants, , who were committed alter they
had pasaed the age of 16. This particular sec
tion, as well as the policy of the .“binding"
system and the provisions of avifitipg laws, were
all Involved in the discussion. The debate was
generally creditable to the House, and some of
the speakers treated the subjoot with remarka- ;
ble clearness and vigor. Others were mote dis
cursive andless effective. Among the latfor was
Mr. McCalmont, of Venango county, a- young
man and new member, but promising to bocome
of the unenviable class of “talkers." He is a
lawyer, aflicted with the cacaatha loqucn&i, and
not successful in his selection of fitting times and
subject for the display of-his powers. He had
the bad taste, yesterday, to make a violent at
tack upon Mr. Dareie, who had read the bill in
place in the Senate, at of the officers
of Institution. He denonneeditsprovtsionaas ty«
ranical, anti-republican, unworthy of the Amer
ican people, in Conflict with American principles
and as a proper measure , for the advocacy of a
person born In a foreign country, and bred un
der ft monarchical government. His language
was bitter and abusive, and the mere offensive,
as Mr. Daiteie happened at the very time to be in
the Hall of the House. He was very handsomely
rebuked for his Q 1 manners by Mr, Kirkpatrick,of
Allegheny, a Democratic American, who protest
ed against such treatment of so able, honest and
efficient a Senator, and so respoctablo a gentle
man aa, Mr. Darsifr—and explained the powers
asked for to be not more extensive rhyy hare
for years been exercised by the Trustees of a
similar institution in Eastern Pennsylvania, and
without any complaint of their Injustice.
Several other speakers referred in decided
-terns to the attack upon Mr. Dareie, and took
occasion to comment severely upon the imperti
nence which had suggested it. Mr. McCalmont
has materially impaired his standing in the body
of which heus a member, by this movement, and
will be required to practice much circumspection
of conduct before he can recover the ground he
has hist by this indecorum. ; Mr. Darrie has not
hiasuperior in the qualities which an indispen
sable to a successful legislator, in either House;
none wield a greater influence in the Legisla
ture ; and hone is more respected for his rigid
pursuit of right.
A Msbcsast or ran Ou> School —Mr. Ever
ett* in his memoir of the'iate Peter C. Brooks.
Esq., just published in the Genealogical Regis
ter, states that Mr. B. abstained as a general
rule from speculative investments. Hia maxim
was, “ that the whole value of wealth consisted
in the personal independence which it secured
and he waa never inclined to put that good once
won, again at hazard in the mere, quest of extra
ordinary additions to his superfluity.” He sever
made purchases ef unproductive ml estate on a
calculation of ftttare enhanced value. He never
directly or indirectly took more legal inter
rat. He could have doubled Us itnmeqiw fortune
had he .been willing to violate this rule. 1 It Is
mentioned that he believed and often arid that,

of hand. He shunned every transaction, howev

quired the use of borrowed means. Mr. Everett
well remarks: •
"The bold spirit of modern enteipriso will
deride as harrow-minded so cautious a maxim;
butthe vast numbers of individuals end fami
lies annually ruined by its noo-obsemnee, to
say nothing of the heaven»daring immorali
ties so ofhm brought to tight, to vMch men are
tmspted in their too great faasto to bo rich, go
to to justify Mr. Brook's course. It is highly
probable that, in the aggregate, as much proper
ty is lost and sacrificed in the United States by
the abuse of credit as is gained by its legitimate
use. : With respect to' the moral mischiefs re
sultisg from some of tbe prevailing habits of
wur business community—the racking cares and
the corroding uncertainties, the mean deceptions
and the measureless frauds to which they some
times lead—language la inadequate to do joatice
to the notorious and appalling truth.**
“Ax.vaju.no” Bums.—Lieut Hunter, of the
Bevy, hating obtained some newspaper applause
for disobeying Me commanding officers*, orders
in Mexico, thmks he may repeat that experiment
with honor to himself and the service in which
lie is engaged. Because his Commander in chief
wouid hot allow him to meddle with a diplomatic
quarrel, in which Consul Hopkxos'bes involved
himself with the President of Paraguay, he has
taken ths liberty to bring Us ship home without
orders, and baa published a letter to the Ameri
can people wherein he attempts to justify h!s
insubordinate conduct. His letter is very patri
otic; and its sentiments would sound grandly in
a stump speech; but as <fisripUno and obedience
to orders are deemed essential is the officers of
the Havy, as well as In men, we do coins how
he can escape the penalty, for haring violated
both. Spirit Is a very good qualify la an officer,
but discretion and a proper knowledge of its own
position and the duties and obligations it impo
ses are necessary to keep it in trim. Mr. Hun
ter will probably find that there is a difference
between capturing, without orders, in time of
war, an enemy's town, and running away from
his duty in time of peace.—PAiZa. Ledger.

Another b3l has been reported in tbe Pennsyl
vania Legislature, with a favorable rftemmenoa
tion, for tbe sale of the main line of the publio
works. It provides that the Governor shall again
advertise for proposals for the sale of the Public
Works, such proposals to be received until noon
of the first Monday of August next. - He may
aceepl therefor any bid not less than eight mu
ttons of dollars, payable in cash in twenfy equal
annual payments from the date of the accept
ance of the offer, with inte rest h alf yearly on the
first days' of February .and August, at tbe rats
of five per seal per annum. ' Other security in
addition to that or the works, to the
of the Governor, shall be given for one-fourth
part of the purchase money, and any part oftbe
irice may be paid in anticipation of the times
leslgnatsd, In sums not less than : one hundred
thousand dollars.

annual report of tbe New York State Engineer,
there was on the railroads of that commonwealth
daring the year 1854, one passenger kitted for
•very 349,403,-016 ntiies traveled, and one pas
senger Injured for every 16,721,606 miles trav
eled. Although 9,000,000 passengers were car
! vied an aggregate l distance of 500, miles
during the year, not one was killed from causes
beyond his own control. It Is stated that 12
