The , bill in question, however, If passed into a law; would, at least, seriously impede emigra tion, and might stop it altogether. Emigrants, in the majority of cases, are resi dents of parts far distant from the port whence they tale their departure for the United States. Admitting, however, that some evidence could be furnished the ,Court, what - faith should be given itg Any large land owner, or principality or a government, which assumes the expense of transporting to the United States hundreds of convicts or paupers, would readily add, a few shillings, - and thus procure evidence valedictory to toy consul resident 'a hundred or more miles from the place where the proof has been manu factured. This commission has, on several oc casions-already, been met with consular certifi cates that certain paste:lens had been convicts or paupers abroad. Yet, on careful investiga tion, these certificates were ascertained to have been false,. and the master of the vessel has been fined for the intrataction of such passen ger Its will thus be seen that coracle would be, as they hare been, subject to iiopodtion and gross frauds. Besides, the Commissioners, in case of a certillesti, would, be. stopped by it from any . proceedings against the ebip, which neverthelesa may have arrived filled with confide or pstipeve. Your Committee Is of opinion that a responsi bility for the introduction of oonvioteorpan pers, imposed.on the vessels britging them aanndd the 'owners thereof, whilrifiee from the otjections to the proposed bill, is calculated to produce a much more salutaty effect. Make it the Wettest of the shipper's and ship owners to ascertain the facts of conviction and pauperism; and your Committee here to doubt it will be done. The shipowner Will require in demnity from the passenger broker, and Jim latter from his agents in the interior of the vari- CIL countries from which the emigrate proceed. Thus information in regazd to their previous condition will be obtained by those interested in not being imposed upon at the very sources from which the tides of emigration flow.
