The Horse will to-morrow come to a Hail 1--c.re
upon the French Spoliation claims, for the . first
time since 1848, when the bill was regularly
passed and vetoed by Polk. The Senate passed
a bill of the same purport in each congress of
Taylor and Fillmofe's millinistration, but the
Democrats called into requikition their parlia
mentary filllbasterism, and prevented a vote by
the Rouse during four years. I think the bill
will pass, and if so I have no doubt at all that
the president will veto it.. 4„.
, 'Old soldiering seems to have subsided for the
session. Brodhead's bill for additional bounties
to the soldiers of 1812 was carried along on the
topmost wave of favor, as long as the veterans
were hero to stimulate the generous and patri
otic sympathies of the House and Senate, but
'at their departure the fervon of enthusiasm for
their canoe and demands suddenly exhaled.—
Brodhead's Bill has been so loaded down with
amendments, embracing all who had ever seen i
a gun and more than had emelt gun powder, ,
that its originators and supporters became asha- i

McDougal is justly punished, first for his own
treachery to freedom and next for the simplicity
and folly which induced him to put himself in
the power of each a set of scurvy and abandon
ed politicians. lam very glad the bill has been
placed beyond the resat, of euffering. The sub
ject will collie up under better auspices . In the
next Congress, when if the state of the country
will permit, the work may be undertaken with
the amiction of Congress.
The Senate bad a curious case before them in
secret session to-day. One of : the first things
,done by Pierce was to supersede the territorial
judges appointed by Fillmore, by nominations of
hisownpersonalpoliticaladherents. The Senate,
after debating the point a day or two, cenfirmed
the Pierce men. The Whig judges were turned
neck and heels out of office. This, however, did
not end the matter. ;he Fillmoretins vacated
the bench, but insisted upon their rights de jure
to their salaries, though their seats were held de
facto by others. Being unable to bring Guthrie
to their view of the case, they apply to the Su
preme Court for a mandamus upon that obsti
nate person, requiring him, without default, to
make paymentof the same. The cave has been
made the victim of a two or three days wrangle
between the lawyers, and was taken to chain.

busily engaged in issuing commissions to e
field and staff officers of this gallant corps, but
the privates do not step forward; and beside
there is no matey; and moreover, the President
and Secretary of State have waked up to an
awkward consciousness that after all they cannot
shut the eyes of other persons, if they do their
own, to the palpable and,glaring facts that Kin
ney's enterprise is a hostile expedition, organis
ed In military form, for an incursion into the
territories of a friendly State, with the purpose
of seising, occupying and retaining the same.—
These things being self-evident they cannot
evade the responsibility of allowing them openly
to violate the neutrality laws of the United
States or of arresting the ringleaders and frus
trating the objects of the undertaking. The
latter course will be adopted. Between the
scarcity of money and of men, and the fatal
perversity of the law, these patriots will be
compelled to smooth their wrinkled fronts
and to put off their armor, and to remain at
home; not to mind their own business, far they
have none, but at least' to lot alone that of their
neighbors. There is said to be no great evil
without some small good, and the probable die
bandment of this association of worthies is a re
sult of the hard times no to be deplored.
Tho Secretary of the Treasury holds outagainst
his party on the tariff. They want him to come
down like Capt. Scott's coon, at the demand of
the canons; but he prefers adhering to his own
plan of tariff - 1. - eduction, consequently the Union
pours cold water over him and his rectommen
dations. But there is another reason for the
hostility of the Union. A few weeks ago Guth
rie decided that the organ had no right to twen
ty five or thirty thousand dollars, which its edi
tors, Nicholson and Forney, claimed as extras on
their printing bills. A few days afterwards ap
peared an editorial announcing, that the Guthrie
plan of tariff reform was not Democratic.
NATIMALIZATION.--Governor Priiie, of Now
,iersay, in his tate annual Message to the Legis
lative, says:
"The naturalization laws of the United States,
and the manner of their execution by the Feder
al and State Courts, is a subject for grave con
sideration. The nog-enforcement of the Inten
tion and spirit of the law has given rise to an
abuse which demands a remedy, and has aroused
a feeling and spirit becoming to patriotic Ameri
can citizens, which is sympathized In iv both
naturalized and native citizens. Congress, un
der the Constitution of the United States, has
established a uniform rule of naturalisation, and
under it citizenship can only bo conferred. The
law may not be so unexceptionable in Itself as
the.manner of its execution.. We are bound, as
a State, to faithfully execute the laws of Con
gress; and any law passed upon the subject. cal
culated to exalt the atttibutes of American cid
senship will be dully honored and regarded by
Flow Jersey.

As its merits became better known, interest be
gan to fall
It worked so well in its crude state as to at
tract the attention of the best fmauciers of Eu
rope. It was adopted with modifications and im
provements in Brandenburg in 1777, in Pomer
ania 1781, in Hamburg in 1782, in Western
Prussia in 1787, in Eastern Prussia in 1788, in
the Principalities of Luneburg in 1791, in Bathe
nia and Livonia in 1803, in Schleswig and Hol
stein in 1811, in Mecklenburg in 1818, in the
Grand Duchy of. Posen in 1822, in the Kingdom
of Poland and the Principalities of Kalenberg,
Grubeubagen and Hildesbeim in 1825, in Bre
men, Verden and the Kingdom of Bavaria in
1826, in Wurtemburg in 1827, in Hesse Camel
in 1832, in Westphalia in 1835, in Gallaoia in
1641, in Hanover in 1842, in Saxony in 1844, in
Belgium in 1850 and in France in 1852. In a
few of these states and principalities there are
loan institutions, founded by the Government
and administered by the Central or provincial
authorities; but these are instituted chiefly for
the purpose of aiding the peasants to buy up
tithes, socages and other feudal obligations.—
The Farmers' Loan Associations proper may be
divided into two classes—those created by the
borrowers for their own interest; and those cre
ated by capitalists, administered by them and
favoring them rather titan the borrowers.
Most of the Getman associations belong to the
former class.
Their mechanism is simple. The fact of bor
rowing is generallymecovsary to constitute one
a member, but in Eastern Prnada every land
owner is a member and can claim as a right bis
proportion of credit.
Tho person who wishes to borrow presents to
the director a note of every incumbrance on his
land. d valuation is then had in the usual man
ner. Most of the associations do not lend more
on the land than half of its valuation; a few lend
three-fourths. The general rule is to lend only
on first mortgage. The association borrows from
capitalists, issuing its certificates for amounts
varyingfrom twenty to two thousand dialers.—
These certificates are payable to the bearer—
that in several countries the holder may guard
against theft or loss, by endorsing them with
'words equivalent to "withdrawn from circula
tion." The value of those certificates fluctuates

The borrower pays annually a certain sum,
which includes the interest, his share of the ex
penses of the institution, amounting, generally
to one-fourth of one per cent., and a small amount
on the principal. To illustrate the working of
this we will give a few figures. The provincial
association of Silesia pays Si per cent. to the
lender, and receives from the borrower 9 per
cent. interest-1 per cent. expenses and :one
ball of one per centum on the principal. This
annual payment on the principal rises nowhere
higher than I per cent., and the gross amount of
interest, expenses and sinking fund nowhere ex
ceeds Si per cent on the loan.
The lenders cannot break an association by
creating a run upon it as the certificates are not
payable on demand, but are paid by the accumu
lation of the sinking fund, the number to be paid
being decided by lot.
. .
Nor can an Association break a borrower,
by forcing him to reimburse the whole Bum,
so long on ho makes his annual payments
with regularity. But as the punctuality and
credit of the Association depends on the punc
tuality of:the borrower, the law gives it the
right-of enzimmary process against delinquents.—
After two notices, it takes possession of the mort
gaged property, and appoints a receiver .until
the liquidation in full of the principal, interest
and expenses. It is also authorised to borrow
money on the property, prior to the sale of it.—
In some provinces the day of sale is fixed by law,
and in others the Association keeps the property
until the rents pay the debt. •
EACH ASSOCIATION HAS A CONTINGENT TEND
Important privileges are enjoyed by some of
them. In Bavaria the certificates aro a legal
tender, and are exempted fratit—thwitamp and
register tax. In some of the Prussian and Rus
sian provinces, the Associations have been well
endowed by the State. Every where, the gov
ernment exercises a constant and severe super
vision of their administration.
The value set upon the certificates can be best
seen by a comparison with that of the govern
ment stock. From 1808 to 1815, when securi
ties of every kind were depreciated by the wars
of Napoleon, the certificates were higher tban
the Prussian fives. From 1815 to 1839, a period
of peace, they were constantly above par. In
1839, the interest was reduced to 3i, and the
sinking fend principle established—that is, tho
right of the creditor to exact payment of the
capital at any time, was abolished. Tins occa
sioned a temporary fall, but the certificates soon
arose above par. In 1848, when the revolution
had reduced the Pratsian funds to an average
of 69 per cent., the stock of the Bank of Prus
sia to 63, and railroad stock to from 80 to 90
per cent., the average value of the si per cent.

erania, 83 per cent. in West Prussia, and 96 per
cent. in East Prussia.
The advantages which these Associations offer
to the borrower are claimed by their European
edrocates te be as follows:

• i t is certain that these institutions have had
one excellent political effect. They have enabled•
the peasants' to free themselves In a great meas
ure from the fended charges, the tithes, aecage,
days' work, tolls, &c. ' which are so contrary to
the spirit of the ago. It is:to them thattho free
dom of the Galician peasants is chiefly owing.
We may add that they have contributed hot a
little to the agricultural improvement of conti
nental Europe. :Whether they would :suit - the
present wants of America, is a subject we have
no room now to discuss. It will dons no harm;
at any rate, to know what people do in other
parts of the world.
