from:Ur. Spate?, several days since, an abstract
of a bill introduced into the Souse to incorporate
s*urpany for the iinprovement of the Ohio ri
ver.- It ism be called "The Ohio Hirer Improve-
Mont , Company," and to have a capital of ;
$ 5 , 000,000 ; and prevision is made to increase
.threcitiiital stock, as !well as to receive any aid
the U. 14. government may furnish. The Corn-
party is authorised I to surrey, ascertain, locate,

chn*, rajerroirs, or other appurtenances and
ilevicee as, in their opinion, will best enbeerre the
interetiVand accommodation of the public; and',

common to most acts of incorporation.

tertained by its originators, leaving the details
to the calculations and opinions of the competent
engineers who will doubtless be selected to sur

We presume the authority of such a company
as this bill contemplates would not be complete,
for the pmposeehntertained,without the assent of
the States of Ohio, Kentucky and Virtual.; and,
unfortunately, the vagary of biennial sessions ,
obtains in all these States, and there is no legis-
leture sitting this - winter, in either. The needed;
legislation cannot, therefore, be obtained until
tha lapse of another Year. In the meantime, ,
hoiever, the ireliminary.work can be done nn-'
derWs - bill, end we hope, therefore, - to see it ,
smut ease ted into a law.

rell-rippers selected the Sth of January an the
day for their attack upon the Railroad.
It is brit right to slate that the time, as origi
nally granted by the Supreme Court of Pennsyl-
Mli• for the relaying of the track in accordance
with the d L ecree of the Court,.expired on the 7th
inst.
It will be remembered that the decree of the
Ciiirtelengttd the location of a amen portion of
the traoki.and that the Court ordered the plans
relaying, the truck on those portions to be
Sietardanittedth the Court for its approval, and
that the 'Court granted the Company foor month'
whick to make the change of track. The
Ittdireed:Company immediately submitted their
plena lathe court, but the Court did not finally
enter.ticir - npproval of these plank until_Dec.
21st,travlog only 17 days of the time unexpi

The best VMS which 1 bare to communicate
to-day is a repulse of the enemy ins skirmish on
the Tariff. It occurred in this wise—McDougal
wished to limit the debate upon his Pacific Rail
Road bill, now about to come up,: to Tuesday of
next week. Tye objection to this on one part of
the House was, that if this week were allowed
to peas without indicating some movement for
the reduction of the Tariff, that bill would be
overelaughed by special orders and other busi
ness, during the remainder of the session. The
protectionists were no less impressed with this
point, and of course were in favor of permitting
to Mr. McDougsi and his obsolete bill the lar
gest liberty of debate, and the amplest room for
parliamentary manmuvering. To bring the mat
ter to issue, Jones of Tennessee, on the part of
the Anti-Tariff men, moved to insert Friday of
this week. He was beaten by 68 votes to 98.
Majority against on early introduction of
the Tariff bill, 30. This does not decide the
question for the winter, but it is a favorable
symptom. For of course no body cares for that
Pacific Rail :Road, which is embstantisily a'
legislative humbug, and the leaner disposed of !
by being on or under the table, the better.

McDougal in relation to the Nebraska bill would
warrant its summary rejection, until Rebell fall.
