I subterranean line of telegraph from the Missis
sippi or Missouri river to the Pacific Ocean.—

.State of the Union.
On motion of Mr. Latham, the Senate Bill
continuing In force for a litnited.period, the act
ascertaining and settling private land claims in
California, was referred to the Committee on
Public Lands.
The House went into Committee of the Whole
on theta`tate of tho Union on the Army Appropria
tion NIL •
The House then proceeded in Committee of
the Whole to the consideration of the Bill, ma
king appropriations for 'the support of the army,
and which passed the Committee, and was or
dered to be reported to the House.
The rest Office Appropriation Bill was also
considc7Zp mod passed, and both were subse
quently taken up by the House and passed fill dip.
Mr. Noble introduced a bill making an appro
priation for the improvement of the harbor at
Monroe, Michigan, and moved its reference to
the Committee on Commerce. Thereupon an
animated debate aro s e upon the River and Har
bor Bill; in which Messrs. Haven,. Campbell,
Bayley, Washburn and others participated.
