It is supposed the trip can be usually made in twelve days, at a charge to each passenger of $lOO. A capital of about $760,000 will be re quired to organise the Company. We extract the following notice frouithe Cleveland Herald: Horace Greeley was greeted last evening by one of the largest audiences ever assembled in this city during the lecture season. His theme, "Education as it should be." We need not say that this important subject was discussed in an able, thoroughand practical manner. Mr. Gree ley pointed out - many defects in education, as it has been in our colleges. Ele would have the student learn that which would be of practical every•daY use to hial'in after life. He would not spoil a man who would make a good me chanic or termer by turning him into a poor lawyer, or miserable physician. He would have the body as well as the mind and heart educa ted. Original education is Important, and it has been neglected in our schoobi, seminaries and colleges. He would have the religious educa tion of the child at the tire-side—in the sanctua ry of home. He spoke eloquentlye of the duty and responsibility.of parents, and 'we trust his remarks will be long remembered by the audi ence. • Mr. Greeley Ls • strong advocate of our glorious system of tree school,- He would have a High School in every townaltip—a Col ley in every county, and a University in every State. In his University education, we think Mr.', G. writhes with the views of the-Rev. Dr. Hagik of Albany, and other distinguished hien of education, interested in tirown's Uni vethity,,Providence. . There , were stew ideas in the Lecture a little "crotchety," bat the strong, vigorous sense, the harmonious manner in which Mr. Greeley pre sented his thoughts, his eminent practical views of general Education, the high toned morality, the importance of religions education, the bene fits of our Common. Schools, and the earnest de sire of the Lecturer to have all educated so as to discharge in the beet posaible manner every duty in life, could. not fail, to-commend the Lecturer to the favorable consideration of the large and intelligent audience who listened with profound attention to the distinguished Editorial Lecturer. .IitITORT. O 'L . . ATIIHAL/ZATIOX to .TH2 UNIT= Seaus.—This embject is now attractieggreat at- Seittion, itid it. is important that the people be well informed la regard to it. The following succiact history of the laws:passed on the sub ject, we take from the Baltimore .dotericao: To arrive at just conclusions in reward to the neturalization lawaoind to properly consider the emergency that demands thoir repeal it is essen tial to laMw what they are and the foundation npan which they rest. In the first place it is an error to suppose that they emanate directly from the ConiStatiort though they bare been enacted by Congress under the general authority. confer redithon It hy that instrument The Constitu tion guarantees to the foreigner no right of citi zenship. 8o far as its positive enactments ex tend they are truly prohibitive. The references of the Conatituliori to - the subject are brief, and may be cited here in full: Section A, Article li, of the Constitution sap: person, except a natural barn citizen, or a citizen of the United States at the time-of the adoption of this Constitution; shall be eligible to the office of President" 53iMiiMMEI person constitutionally ineligible to the of President, shall be eligible to that of Vice President of the United States." • Section 3, Article I, says: "No person shall be a Senator who shall not bare attained the age of thirty 'years, and been aim gears a citizen of these United States." Section 2, Article 1, says: "No person shall be a Representative who shall not have attained the ago of twenty-fivo (25) years, and been oven wawa rid:wt." These provisions all impose disabilities upon the foreigner_ even after he is naturalized, and refuse to him privileges which are reserved for the native dim. They may properly, therefore; be termed prohibitory. The remaining reference in the Constitution to the subject is in Art 1, section 7, and reads as follows: "Congress OWL have power to establish a uni form rule of naturalization and uniform laws on the untbject of bankruptcy throughout the United States" . • This is sin] . ply permissive. It gives to Congress the power to act, end leaves it entirely to its dis cretion whether that power shall be exercised.— Them is nothing to compel It to act, or to restrict it when acting. . It may admit foreigners abso lutely by the mere fact of residence to citizenship, or It may exchule them rigidly from the right of ever becoming citizens; end it way trythe ex periment as it did with the power placed In jux taposition—that of passing uniform laws on the subject of bankruptcies—and finding it not to work well, repeal 11. Thus much for the position occupied by the Constitution. Under Its provision which wo have last quoted there have been since the ormolu lion of the government nine general sets of nat uralization passed by Congress We shall refer to them in the order of their enactment The- first act passed March 26, 1790, allowed any ; alien, being a free white person, • residing within the limits and being under the Jurisdic tion 9f the United States for two years,ta become a citizen,—the applicant to be a person of good character, and take an oath to support the Con. stitution. The children-0(8mb masons, under 21 years of age, and the children of citizens born beyond the sea, or out of the limits of the United States, to be considered as natural born citizens, provided. that those whose fathers had not resi ded In the United States, should not be citizens, and that no person proscribed by a State shall bo considered a citizen, except by the sot of the _Legislature proscribing such person. This act remained on the !estate book but five years. It. was repealed in 1795, and a more stringeni one pawed.' The second sot required a five years residence, and that the' alien should renounie forever all allegiance and fidelity to any &Oh» prince; potentate, Stati or sorer eigoty Whatever, and particalarly by name the prince, potentate, State or sovereignty of which the alien was a subject: lie was also required to declare hisintention to become a cite» three years before Ids admission tc the privilege of citizenship. The act of. 1798 extended the period of natu ralization' to fourteen years, and was generally known as the alien and sedition law. The fourth act, pursed April 14, 1802, required of the appli cant for the rights of citizenship—the five years' , residence, at least, wittdn: the United States and I one year in the Nate or territory. where the ap plicatian was made, and that during all this time he should be a mon of rad moralcharacter, at tached to the principles of the Constitution or the United States, and well-disposed to the good order and happiness of . the eame, "provided, :bower, that the oath dills applicant should in no ease be allowed to pro» his residence,". -This act: also required that all.perearts thereafter ap plying for miturellastion should make registry and obtain certificates , of the' following facts: name; birthplace, age, nation and allegiance, to gether with the eimmtry front whence the alien emigrated, the place of intended settlement, ,to. Lion of the United States for at least five years preceding such npplicatlon. The proof is to be the oath or affirmntion of citizens of the United States. It will be seen from this brief recital of the legislation of Congress upon the subject that the naturalization laws have been changed at differ ent times and for various purposes. The term of residence required for naturalization was first fixed at two years, it was then extended to five years, and by the act of 1798 to fourteen year,; again by the aet,of 1802 it Wen brought back to five years. There is no Constitutional inhibition to prevent the action of Congress upon the sub ject in arty manner in which it may deem proper. The question Is purely one of expediency end of necessity, and as each it must be judged now, when it has again presented itself for settlement. Correisperadonee of-the Day Fittoburgh Gazette. WASHI2IOI . O2I, Dec. 19, ISM Gen. Shields has reported a very liberal bill for - the increase and reorganization of the army, it-4 more particularly for the augmentation of the ollicer's pay. The items of an army officer's pay are numerous, and it is not easy to deter mine bow many of them Gen. Shields intends to include in his new tariff of compensation, but I think he proposes to raise it fully fifty per cent. Tho additional force recommended, is six new regiments, and sundry additions to the old ones. The whole number of officers and men proposed to be provided for in this project, Is not less than seven thousand and the increase of expenditure most be between two and three million, of dol lars per annum. I trust the House will prompt ly condemn the pernicious scheme for saddling on the country such a permanent load of taxes to aupport a tided and privileged class of life of ficers, as much practical aristocrats as any sup ported under monarchical systems of govern ments. Ido not believe the country demand. so great an increase of the present army, o will patiently submit to it. The Senate, however, will pass any thing. The Rouse has been occupied to-day with bu siness relative to the District, and has bad un der consideration a bill for the suppreseion of Il legal issues of bank paper. The affairs of the exploded Exchange Bank of Belden, Withers & Co., incidentally came up in the debate, IE4 every body seemed to agree that it was one of the worst failures that has occurred during these peotilisit ly bad times. There is very little doubt that It was a deliberate swindle. The assets will pro bably pay about twelve and a half cents on the dollar of liabilities. This is a bad case. The note-holders and de positors may whistle. They will at some time receive a small part of !their claims, but in - the meantime will be ruined. The democracy has been slightly bitten in this concern. The foolish contract which the house bad with the State of Virginia, for selling its bonds was made by the democratic admin istestion. The Clerk of the House of Rep resentatives is said to have had some public - money on deposit* at the institution, which . ..lz of course swallowed up. The sissy agent is repos ,tetta sufferer to a eery heavy amount, and if so will of course turn up in deficit. It Is very sin gular that in the case cf this officer, the pals of the firm who are said to have fobbed his money were security upon his bonds. These are tight time. Some people think we have seen the end of them. Vain and fallacious hope. We hare' hardly seen the beginning of them! This Exchange Bamk ie the next worse swindle after the Schuyler fraud. We shall have more of them. ••Jtuttue. =ll • Ms.-EDITOR—As my condect in not calling a Whig City Contention has been made &e sub ject of newspaper comment lately, it may be well to state the facts. No Whig has applied to or called upon, me in regard to, the matter. One gentleman from the Fifth Ward desired me to call a meeting of the Whig citizens of that Ward for the purpose of nominating Ward officers. I declined, for - the reason that neither the usage of the party, nor my own personal modesty, would permit me to dictate to the citizens when or how they should nominate their local officers . . If there ill a Whig party, It will be able to take care of itself, without my aid. From the num ber of nominations already made In the •• old Third," and other Ward,s, the people will hate no scarcity of candidates. From the present aspect of things, I do not consider it very important whether lam or ever was a Whig. Taos. M. Blassitar.t. SPECIAL NOTICES.
