WASHINGTON, Deo. 13.
The winter campaign is fairly opened and we
are likely to have a brink contest- To-day Mr.
Mace, of Indiana, presented or gave notice of a
bill .for the positive prohibition of slavery in
Natalia and Nebraska. Of 'course all honest
Northern friends of tho repeal' of the Missouri
Compromise will appreve of.this, and urge its
adoption, because they were persuaded when the
Nebraska bill was pending that slalery could not
gild a foothold to the new territories and as it is
now demonstrated that it is greedy there, they
will be eager to:devise mains to get it out.

Mr. Mace made a short but an able, firm and
temperate speech in favor of the bill. He said
it was intended as a notice to the Battlers there,
'and to all others connected with the territories
that notwithstanding the repeal cf the Cowpro-
mice, they would never be admitted as slave
States. This is now the issue, and I hope and
believe all the free States will fake a position on
It favorable to freedom. The pro-slavery eon-
epiraters affirm that if each a policy be estab
lished they willtissolve the Union. In the calm
and conciliatory language of those gentlemen,
disunionista are traitors, fanatics, and incen
ditirlei. Chanting the correctness of these de
scriptive terms, it seems by their own avowals
that they are abont to deserve them all.
The debate was highly interesting. Oliver, of
liEssouri, attempted to defend Atchison from the
charges .of noutriring the infamous frauds by.
which Whitfield pretends to have been elect Ed.
But without any sucsess . . There is no doubt at
all of his being the Contriver of the whole dis
graceful scheme, as it had been previously re
commended by him in public speeches published
under his eyes by his personal organ, and from
sketches no doubt written out by his own bands.

mason, if sustained by evidence of their gene
inenert, for histilaPulsion from the Senate.
' .Mr. Washburn,! of Maine, pointed out in a
brief and eloquent 'patch, the plain course and
duty of the North, which be said would be to re
sist at any cost the creation of slave States out
of the territory corered by the Missonri Com•
promise.
Stephens, of Georgia, has the floor for to-mor- -
row, when we shall, no doubt, bear from him a
bitter awl malignant tirade against any attempt
to resist the Inroads of Slavery.
Now, as to all this controversy, lean only say
that I take no pleasure in its reviml is this
shape. There is no further use for argument and
dbcalution. They have been exhausted. Slavery
has gone into Kansas, and will go into Nebraska.
It cannot be getout of either , the threat that
they shell be excluded from the Union if they
do.not exclude Slavery. They will get and keep
Slavery, and the contest over Weir sasslvvion will
result precisely as that in regard to Missouri did.
They will come in. Slavery should be expelled
from there hjr force, and it that cannot be done—
then we mast have some very different resort
than Mr. Mace's till.•
The Know Nothings holdnightly meetings here
to congrattitate one another over She late, local
successes at the North, which I learOtes attend
ed by many Whig and Democratic members of
Congress.. This party is fast developing, here, at
least, as a mere catspew of slavery propa mind
ism. The Orgill., which professes tospeek for ir,
is one of the most abusive sheets when referring
to the opinions and conduct of the-North relative
to the continued sectional aggreesions of the
South, which come under my notice. • Its sup
port thus far, I learn, lute come chiefly from the
South, And the history of thisliterary and politl
muitiroon affords aimed - the only instance of
Sonthern liberality ra that line. Wise once ,
boasted that no newspaper 'was printod in his
district, though I am hound to admit th his be
half that he-has ehangedhis views on that wet
ter, as on almost every other,and his since been
• frantic ridroiLte for universal education. Th e
organ has.received a larger subscription from
his congressional district than Iron; any other in
tirginiel. and has more • support from Virginia
than front any other Southern State. This looks
bad for Wise. He has set out to stump the State,
but it is pretty plain that if the present current
of opinion continues he will run agaidet a stomp
that will bring up in a very unmistakeable man
ner about next April. ,

organ here; renouncing the authority of the
secret order, and representing the Free Soil sett.

The Know-Nothing - candidates for the Presi
dency aro multiplying with great rapidity. , The

line, of N. Y. Mr. Fillmore is said to have made
the sign of fraternity from the platform of
I tanked car,' when instantly the enthusiasm of
the crowd, who witnessed the Mysterious gesture
Set up a bowl of delight which absolutely sup
plied the want of steam to the engine, and sent
the train off at more than lightning speed, cut
ting off the eloquent speech which the ex-Presi
dent was about to enuneiste for the benefit 91,
his admirers.
, The Democrats of the House are moving upon
the tariff., and !regret to learn that many of them
see committed to the bill reported by the major
ity-of the committee of ways and means at the
last !session, reducing all duties to the rates of
20,.15, 10, and 6 per cent. with &small free list,
I regret that the report recommending this per
nicious scheme Is signed by Mr. listens, of.Brif-
Ala, the distinguished Silver Grey conservative
friend and Representative of Mr. Fillmare. The
country should be warned in time against the fe
tel effects of such a measure. Much of the
'prevalent distress is traceable to the present
miserable ad ratorar tariff which has let In a
iflobd of foreign goods which has crushed out
the domestic industry of the country, and de
' prived people of employment by thomiands. What
is now wanted is simply "return to the principles
H of the whig protective tariff of 1842.
Nothing lass been done In the Senate for the
hat two days worthy of attention. Mr. Slicer
has been re-elected chaplain after a very mov
ing speech fr . = young Dodge of lowa, who en
dorsed himas o good union Nebraska man who
had done much by hie prayers to discomfit the
abolitionists and secure the triumph of slavery
in Nauru and elsewhere. This is welt enough in
the Young Augustus Ctesar of lowa, bat his ear

which he accompanied lt, was. not so well. To
day Mr. Badger made a two bours's for
more pay to Cons:masa= and the Supreme
Judges.
The Wheeling Bridge cue came up in theps

a writ of asidstance. Mr. Stanton will speak to
`morrow, and Reverdy Johnson the met day.

brought 'by the Pacific contain the intelligence
that John Gibson Lockhart, the eminent Scottish
author, died of paralysis at Abbottaford, on the
trent - rig of Nov. 25th. Mr. Lockhart was the
eon of a Scottish clergyman. and was born gat
Glasgow ir01792. lie was educated for the bar,
but early turned his attention to literature. Ills
first efforts were in Blackwood's Magazine, in
• 1817, the famous "Cbaldee Manuscript' being
in part of his work. "Peter's Letters

Kinsfolk" rasi another of his famous contribu
tions to the' Magazine, and many other celebrat
ed papers were the joint work of himself and
Professor Wilson. Ili, writings brought him in
to an intimacy with Walter Scott, which resulted
in his marriage to the great noveliat's daughter,
Charlotte Sophia Scott, In April, 1820.
Prose that time Ids writings were numerous, and
in 1824 he became editor of the Quarterly Re
view, which position ho held until a year Igo,
when failing health compelled him to resign it
His most noted books are the "Ancient Spanish
Ballads" and the Life of Welter Soot; lle has
succesairely tried his hand at poetry,
,history,
biography, fiction and criticism, and never with
out considerable success- His satbrfactory con
duct of the Quarterly Review, through the long
period of twenty-eevea years, is abundant proof
of his tact and ability. Mr. Lockhart died In
1837, and we beliefs his children are all deteas•
ed. It is understood that he has written an au
tobiography, embodying the 'dewy history of
his own times, which will probably be published.
