Bloodhound. at Washinaton.

Wannisoros, D. C., Friday, Oct. 6, 1864.
A few days since while passing down Tenth
street from Pennsylvania-ay. to the Smithsonian
Institute, before reaching the canal, I was over
taken and passed by a large dog (which I after
wards learned was o bloodhound) with hid nose
on the scent close to the ground.. As he hastily
ran along he dragged by means of a rope tied
around his nook a two legged creature, ap
parently in pursuit of some game, and who, but
for some after developments, might have passed
in the world's eye for a man.
Naturally feeling a little interested in the ob
ject of their purnuit, as my steps quickened, my
eyes followed them about a square, when the dog
taking a sadden turn to the right run between
two high, piles of boards in a lumber yard et the
canal's bank, jerking the Attached appendage
with him. As I approached a few steps more
nearly I Leered the most hideous and heart ren
dering screams of a child, and fearing one of the
several children whom I saw on the bank fishing
bad fallen therein, I hastened to the spot for his
rescue. But my fears had not been for the worst;
for hero, almost under the stars and stripes of a
nation's egii, which so boasts of her freNom,
ROB I an eye witness to a scene heart-rending ;
appalling and terrific in the extreme. Foo there
saw I a man from the South, as he had made
his appearance through the hatchway of a small

they passed from the vessel up the street, follow

hi addition to all this, another largo steamer,
freighted with hundreds of human beings, he;
In all probabillity, met a like fate. The details
of the horrible disaster are as follows :
On Wednesday, September 27tht precisely' at
12 o'clock, 11f.. in a dense fog, we came in eon •
tact with a barque-rigged iron pfhpbilor, • with
black hell, salmon colored bottom, lead Colored
poop and brats, and black pipe. She wan been"
Eastward, and had 01 sail setovith a strong, thir
wind. The speed of the. Arctie at the time was
about 13 &note an hour. The ehock to us ap
peared slight, but Ike damage to the other teasel
was' frightful. Captain Luce instantly ordered,
the - quarter: hosts cleared. away, and the chief
mate, boatswain and three sailors went to her
relief; before other boats. left, the order was
'countermanded. • The Arctic then described
circle twice round the 'wreck, duriog which time
.I caught a glirop4O of more than two hundred,
people Clustered ou herhurricane deck.
At this juncture it was first ascertained that
We had sustained injury, and the water was pour
ing in at our bows. When the first officer clime
alongside to report, the Captain was unable to
take hint up, but beaded N. N. W. in the hope of
making land. Oar position on the previous day
at 12 o'clock, was latitude 48' 30, longittide 40
27. IVe had run about three hundred and ten
miles from the time of this observation until the
moment of collision, and were supposed to be 40
miles from Cape. Race. The pumpayrere vigor
ously worked, and
~an anchor Ohara War thrown
overboard; but, in spite of all exertion, amen-,
gins were stopped, and the*Witter extinguished
the fires. Four or five other life-boats, believed
to have, been well provisioned, containing the
engineers, sailors, a few, passengers, and all the
officers except the Captain and third mate, left
the'ship at an early stage. The majority of the
passengers were working nt the pumps—some'
firing the signal guns, and others launching
spars under the direction of Captain Lime and
3lr. Dorian, the third mate, to form a raft:
In oriel tofacilltate this latter-work, the sixth
and last boat was lowered. 'Dorian, one or two
fireman, three of the other passengers saved and
myself, were busily engaged in lashing water
'casks and settees to the main yard, and several
smaller • spars—the captain with a number of
gentlemen protecting the work by keeping back
the crowd—when a panic seized all on board, a
rush was mule, passengers and firemen precipi
tated themselves headlong over the bulwarks on
to the raft, and in a moment our little boat was
full and leimminent danger of being sunk. In
this emergency, Dorian ordered the rope which
held us to the ateame'r to be cut, and with our
hands and axes wo paddled from the raft's side.
The mate, who throughout preserved great pres
ence of mind and labored with heroic energy,
cried Out, "For God's sake, captain,, clear the
raft, so that we can work. 1 won't desert the
ship while there7s a timber above water."
_ .
But the sea ,was now flush with thedead-lights.
In less than threLminutes froth the time ho
spoke, the stern itesk--the foam went boiling
overthe tumbling heap of human beings—many
were dashed 'forward against the pipe. I heard
one wild yell, (still ringing in my ears) and saw
the Arctic , and the struggling maw rapidly en
gulphed. Numbers yetclung to the imperfectly
constructed' raft; bat, alas, .we could render
them nu aid. Our own situation was ncilesa pre- .
carious ; and, cruel as it seemed, we were forced
to abandon them to fate. Heaven forbid that I
should ever witness. such another scene. We,
however, picked up two more men,
,and then,
with an;overioaded boat, withoutoara, tholepins,
food or drink, avoiding with difficulty the frag
ments of the wreck, and passing many dead fe
males, prepared for a night VII the ocean. We
secured a floating pumpkin and cabbage to guard
against immediate stanratiou, lashed a spar to
the prow of our boat to, keep her head to the
wind and sea, and thus drifted till daylight.
Without dwelling npononr miseries, alleviated
much by the consciousness that we had endeav
ored to do our duty to our fellow men, suffice it
to say that at five o'clock on the afternoon of the
28th, we espied amtiVand raised& handkerchief
to attract attention. We were successful. With
the rude substitute for oars whiehire had con
structed during the day by lashing planks to
capstan bars, with a view. of attempting to gain
land when the sea subsided, we pulled toward
the ship. On our way we passed the remnant
of the raft, with ono man on it, (Peter McCabe,
waiter,) epprrently alive. •
The barque ,prered to be the Huron, of St.
Andrews, N. 'B., Capt. A. Wall, bound for
Quebec. Our men. safe on board, the noble
hearted Dorian, with some of the Baron's crew,
returned to the raft and, rescued the poor
fellow who for twenty:six hours had clung to
the spars. Be states 'that after the steamship
sunk, he counted seventy-two men and four wo
men on the raft, hut at 8} o'clock he was the
only ono alive.- In the morning two bodies were
I beside him, much eaten by fishes, and at •the
same time he saw our boat be was on the point
of voluntarily dropping into the sea to end his
agony. Coming from the raft, Dorian encoun
tered and examined the life car-of the Arctic.
It contained a bottle-of water, some cheese, and
a lady's garment. •
• By the humane .captain of the Buren, and
Mr. Wellington Cameron, a son of the owner,
we were. received with great kindness, and food
and clothing Were provided in abundance.—
Luring the night of the 28th, Captain Wall hung
out extra lights, fired rockets, and kept a horn
blowing,•in Lopes of falling in with the remaind
er of the boats. Bat his endeavors were fruit
less.- On the evening of the 29th he spoke the

One,ot oar informants is of the opinion that
the lower fires were extthgclished in half an hour
after the collision, and the upper within an hear.
The other gentleman thin ke that the time was a

headway toward the shore, but \ after that her

Throughout the terrible scene, Capt. Lice was
sell-possessed, preserving his calmness, while
doing everything in his power to promote the
safety of those entrusted .to his charge. Ilia
own life ho might easily have saved had he, de-
sated his post of duty. When last seen, he was
in the immediate vicinity of Mrs. and Miss Col
lins, and other female passengers apparently
giving directions for their conduct. •
- The conduct of some of the -crew and other
employees of the ship, however, does not appear
to have been so commendable, and it is probably
owing to their having obtained control of 'the
boats that so few were saved. The six life boats
on board. were all of the most approved construc
tion. Two of them were capable of. sustaining
one hundred persons, and the remainder about
thirty persons each, making boat room for about
two hundred and twenty in, all, while it is esti

One of the boats had been detached for duty,
and was abandoned by the steamer,' It iahoped

other boat, we uninformed, was aeised by those

strumental to the saving of only some half a dal

five times that number. , Some of the other boats
apparently were but aparingly filled. That in
wpich were those rescued by the Huron, had
rhit ty-two on board, as many-probably as she
~"could sustain' during the twenty-four hours,
which elapsed previous to her being picked up.
The reports, so far as we have heard them,
speak unfavorably to the conduct of those gen
erally employed in_the engine room The list
of the saved shows that a very large portion of
them availed themselves of the boats, and the
labors of those employed in construction of the
raft are said to have been seriously impeded by
their conduct. At the time when the ship was
about to sink,: the rush of this class over the
sides of the ship nearly destroyed the raft alto
gether, '
Our informants say that neither of them heard
either the bell tolled or the steam whistle used,
provisos to the "collision notwithstanding the
denseness of the tog. Both, however, were 'be
low at the time,
and it is the opinion' of those
most conversant with the management of the
ship that these precautions against accident were
not neglected. The whistle on board.ia so plaCed

pealed down the cabin gangway to thelnain deck.

the cabin below the main deck, but it had not
reached the door leading from that cabin to the

the cabin and up the arch'to the upper hurricane
deck to the pilot house, and'told the wheelsman
that the boat was on tire and: begged him to pat;
her ashore. This request was made three times
