It is certainly a somewhat novel eight to see a
.member of the United States Senate Which has
stamped its deepest reprobation upon dueling,
and which carries on all its deliberations under
a spacial constitutional inhibition of being called
to account elswhere, so quick to exact the price
of blood from a highly respectablejournalist for
remarks which, whether strictly just or not,
were undeniably within the legitimate scope of
his pen. •An editor Mtn lay no claim to install
bility. If he should only pronounce those judg
ments or present these - views wherein mistake is
impossible, his labors would be as. valueless as
his inspirations woulitle tame. It is the' busi
ness of the editor to use all reasonable diligence
in verifying his information and forming his
opinions. Easing done that with true singleness,
of purpose, it is his right and his duty, as a ser
vant of the public interests, to make known his
convictions fully andlearlessly. * * * The
press, like the bench, to be free, mast be secure.
Private intimidation is as much an infringement
upon its liberty as arbitrary restriction by pub=
lie authority, and in this country atlenst, is as
little to be tolerated. Our contemporary de
serves credit for maintaining the principle.

The institution of the duel has fallen into deep
discredit ail over the country, but here at the
North it has actually sunk beneath the contempt.
It is - despised as a relic of barbarism, as absurd
in its idea as it is unchristian in its spirit. It is
no longer the man who declines a challenge that
is a coward; hut it ie the man who glees cue that
a afoot
EL[CTION OF A PROVISIONAL'. DIAIROP.-ALO
Episcopal Convention concluded its. labors last
evening by the election of a Provisional Bishop:
Nine ballots were taken. Tbe prominent candi
notes were Dr. Vinton of Brooklyn, Dr. Potter
of Albany, and Dr. Height of tbis city. On the
last ballot, Dr. Potter received 97 clerical and
75 lay votes, and was declared elected. The
contest was close between Dr: Potter and Dr.
Vinton.
Dr. Horatio Potter, now the Provisional Bish
op of the Diocese of New York, was originally
from Poughkeepsie. He graduated at Union
College in 1826 ; and has been for many years
settled in the Rectorship of St. Peter's Church in
:Albany. His age is probably about fifty years.
lie is ri gentleman of pleasing mannen., fine cul
ture, and much talent, and will till the office of
Bishop with honor to himself and the Diocese.—
The selection will, undoubtedly, be greeted with
the hearty applause of Uhurcbmen. In senti
ment, Dr. Potter may be said to represent the
how Church party,. in. contradistinction to the
division which was more particularly opposed to
him, headed by Dr. Vinton. The latter gentlethen
endorsed the choice of the Convention in a neat
ly turned speech.
The Church having been; thus happily freed
from apprehensions of further contention, the
Convention adjourned harmoniously. It is Mho
presumed that Dr. Potter will enter upon the dis
charge of the duties of his new office with' all

M. Leon Faecher, who deservedly occupies a
high rank among the political 'economists of.''
France, has recently published some researches
into the present financial condition of the Rus
sian Empire, which afford the most instructive
material we have seen for a correct apprecia
tion of the resources of that State, and C 013843-
qtaently of the effects of the contest in which we
are engaged. Sooner or later it will by the finan
cial exhaustion of the enemy, and by disasters
caused by this war throughout the Empire, even
snore than by the brilliant military and naval ex
ploits which now excite the attention of the
world, that we must hope to subdue the stbbnorn
pride of the Bur; and it is quite as useful and
important to ascertain the- power of resistance of .
his Treasury and his Banks, as to .sound the pas
sage oferonstadt or to calculate the:fall of Sevas
topol. We ? therefore, need no apology for pla
cing the resutis of. M. Fancher's laborwat this
time before our readers.
There is-no doubt, that from the commence
megt of 1850, the Russian Government had be
gan seriously to prepare its financial resources
for a great struggle. The sums it had placed in
the path, rocks of England and France were
withdrawn ; the loans' negotiated in former years
were Faid up, treasury bills were issued to meet
the current expenses; and the export of the
precious metals was prohibited. -The ordinary
revenue of Russia is commonly taken at about
£25,000,000 sterling, though the Mont cur has
stated it to amount to £30,000,000 sterling,
which we think an exaggeration. But, at any
rate, the effect of the war must have been
abate the proceed; of the customs and fhe excise •
and the ordinary revenue cannot now exceed
