the fall of Bomarsund had been re 'ved only

liter subsequently arrived, and will hiivereached
you by express. The chief satisfaitiozi derived
from the affair has been from the illestration it
has given of the irresistible power of scientific
attacks even on the easemated batteries which
have latterly been so much talked of in Conner- i
ion with Russian fortifications, and' the expecta
tion which is thus encouraged that thealleged
Impregnability :of other points wPI henceforth
be disregarded.
On theleatond strength of the place and its
freedom from those defects whichwere always
considered to render Silistria nt table there

seems to be no question, mod althea h It was rel
atively small, the comparative difference between
the attacking forces was more thane compensa
tion for the disparity in that respect. It is true
that the troops landed amounted to 11,000 in
stead of 8,000, as at first itipposed, but only a
small portion of them were engaged, and, altho'
the ships were enabled to. threaten the place
morexffectually than' had been considered pos
sible, their fire merely operated as a partial di
version, and the fall of each fort would obvious
ly have beenaccomplished, although rather less
speedily, even if they had remained inactive.
All the preliminaries for the Austrian occupa
tion of the Plincipslities baving'at length been
completed, after a colisioltation with Omar Puha,
two divisions of the army, one under Archduke
Albortand the other tinder General Co ranini,have
advanced across the frontier at separate points,
which will give them the command both of !Wal
lachia and Moldavia. The troops under Gener
al Corottini have entered from that part of. the
Austrian territory North of Transylvania Mid
Moldavia, known
,es.,the Bukovina, and they. are
therefore likely 'to -find themselves almost im
mediately within atshort distance of the outposts
of the Rostrums. .. I
No collision is, lowever, anticipated, since al-
though the Czar his lately shown a renewed dis
position to retain if possible some grasp on - his '
"material guarantee " and especially to coucen-1
trate forces at Ibrail and Galata so as not to be
swept entirely from the Danube, and the general'.
impression is that the moment be finds that Ans-,
tria has taken her decisive step he will finish
his retreat as rapidly as possible.
The idea of any good news from the army in ,
Asia seems hopeless, and thereare accounts'CU?'
rent which, although from Russian iburees and
palpably exaggerated, in the usnalmauner, are
nevertheless believed to have foundation, of the'
Turks having sustained a defeat of almost their
entire army near Kara. There bad previously
been Russian rumors of ,Nictories, but these, if
gained, were probably small and well disputed,
and it was known at the last 'dates that the two
armies were lying in sight of each other, and
that ` , great battle was considered imminent.
From Vienna accounts received yuterday.
'there is now little reason to doubt that the con
fiict.has taken place, and has ended most disas
trously. The Russians Were commanded by
Prince Bebutoff, and they claim to have killed
8,000 of their opponents, and to have taken 23,-
000 prisoners, including 84 staff and other offi
cers, with 15 guns. The public both in England
and Franco were fully prepared for intelligence
of this kind, but its extent is greatly beyond
their worst fears.
It is, however, only a repetition of what , has
always been experienced whenever the Russians
had only to deal with Turkish commandera. In•
the present' instance it was known that :the
hlushir was one of the most corrupt, imbecile,
and selfish of his class,-and there had alio been
strong rumors of, treachery and dissension on'the
part of many of the Poles to whom cotoraissinns
had been given, and whose jealousy of the etipe- .
rior military talents of the Hungarians, and !es
pecially of General Guyon, wan described toy be
such that they bad assisted in thwarting every
proposition that promised to lead to great and
safe results.

Politically, however, the matter is, of course,
not of prominent importance, and there are;in-
deed many advantages to which it will inevitbly
lead. Nothing but some calamity •of thesort
would have convinced theiTarkiab people of t heir
absolute dependence upon the aid of foreigners

events by Gen. Onyon. Another result of the

persona with considerable satisfaction. These

would succumb too soonand be let off with easy
terms, and they now see that be may be induced
by the stimulus of a victory to commit himself

ere seems to bare inspired confidence through
out the country and the Vienna money market

meat in the wording of the present steamboat
law4o as to bring together those sections ea
bracing the same object, and making the law
more concise and explicit and cendeneed. The
law thus modified, without any alteration in its
exactions, would not require more than ore.,-half
the printed matter it now does. ,
The bill speaks of the necessity of the fusible
metal used for boilers being made under the an
pervision of the Ooverninent r and properly tested
before it is given to the localinspecters; and that
they also should be furnished with icistructioiis
to teat the accuracy of the alloys afte itcornes
into their hands. The present,plan notilabout
being adopted, of furnishing the alloy om the
