Ment, the committee selected on the 17th of Au
gust, in the must Presbyterian Church, met et
the office of. Robb & Kirkpatrick, on Saturday,
the 26th inst. •
' Dr. Robert Wray was c a lled to the Chair, and
John 111. Kipitpatrick was appointed Secretary.
After an interehange of views among the mem
bere of the committee ; in regard to the adoption
of tbe beat intestine to. farther'the object con=
templated, a committee of three, consisting of
Gen. Wm. Latimer. Capt. Dawson, and Dr, Rob
ert Wray, - was appointed to correspond with the
euperintendents of the prisons of the twit,' as
counties in which the.new prison discipline ha..t
been adopted, and solicit nports . of the working
'otthe system. _
In conjunction . with the balance of the com.
lattice, they were also authorised to 'draw up a
bill, to be presented to the'next tgislature,
baring for Its object.the amelioration f the con
dition of ccuntyprisonets.
The following memorial, which was presented
by Miss D. L, Dix, the celebrated philauthropiat,
to the Pennsylvenlia Legislature, slew years ago.

Miss D. L. Dix some ten years, ago, visited al
most all the jails, penitentiaries; hospitals, alms
kottks, :84., in this Commonwealth, making a
~ careful examination into their internal arrange
ments, in order to find out 'their adaptation to
the purposes they were severally designed, care:
folly noting down theiradvantsges and disadvan
tages as she passed along. With an eye quick
.In perception and a mind well qualified for dA
eriniination, she exposed defects in the 'arrange
. meat of many inatitutions which were considered
Wincd perfect in their conetruction'and arrange
ment.
. The followinropinion of the jail in Allegheny
arointy was transcribed from a memorial she pre
sented to the Legistature of Pennsylvania, Feb
: mary Bd,' 1845, which that body ordered to be
sainted. The attention of many of our citizens

The jail et:utilises all the faults and abuses
of the worst tienney - prlsems in this State, or in
the United. States: Hoping to find, something
redeeming In itsCesilier discipline and govern
ment, I deliberately, and patiently entered upon
' the investigation but ,the nature or the revels
lions those ittquilies brought to light, obliged me
to relinquish the work to those whose immediate
duty it was to trring about a reforisithin.
• The prison was built in view of the separate
imprisonment, classifieseierti, and - employment of
offenders; instead of which I found transgres
sors of all ages, colors, sexes 'and degrees; pro
miscuonslyassociated; little boys listening greed
ily to - gray-headed, time 61111.'crime-Lardened
convicts; the youthful trangresior learning new
lessons of iniquity from those whose vices only
kept pace with their crimes. Hero the sick were
unattended, the ignorant untaught, the repent
. ank(if any) unencouraged, and the insane for
gotten. . '
“The area, attire, and passages were uuscrub
bed and nnswept; the cells and beds yet worio—
uncleansed; and some of them perfectly intol
erable through foul air and negligence. If it
had been the deliberate purpose of the citizens
of Allegheny county to establish a ecbool for vice
*and obliteration of every virtue, I cannot con
ceive that any means they could hare devised
wonamove certainly have secured these results
than these , I found in full operation in the jail
last August. On my second visit,things tote a lit
tle batttr outward aspect, so far as the use of
the bream; some clean blankets, and somewhat
more decent apparel were concerned. ' This,

opportunity for various little wealth of skill and
ingenuity for facilitating orals communication,

five dollar, some clothing, and a daguerreotype

Man cometh." Rev. Charles Cook delivered en
eloquent eulogy: The solemn services were
eluded, by, the eboir singing the favorite hymn
of the deceased, "All is. Well."

CMC11132.11. Aug. 28.—The Louisville papers
of this morning contain full partictdarenf Yes
terday's tornado. The Democrat describes it as
one of-the most violent %tor= that ever swept
over that Section. The Third - Presbyterian
Church corner of Eleventh rind Walnut Streets
were completely wrecked, and die entire build
ing fell in including the roof; rafters, and
brick walls, crushing twenty of the congrega
tion to instant death, and wounding seriously
ten or twenty others., The scene was heart
rending. Soon a large crowd assembled and
began their search for the victims. A moth
er and her three children were grouped in death;
another scene presented a father, mother and
babe, the fatfier dead and the mother mortally
wounded while their rttle,thild, placed beneath
them escaped unhurt, being protected by the
forms of its. parents. In other inatances some
of the victims were found
,terribly, bruised and
maimed. The catastrophe has stricken conster
nation into the very heart of the city and its peo
ple are appalled beyond belief. The following is

Fully one hundred buildings were unroofed
and otherwise injured.
The storm pased °Ter that part of the city ly
ing between Fifth and Twenty=first streets.
A splendid block of four story houses, recent
ly erected on the north side of 'Main, between
Eighth and Ninth streets, was completely des
troyed, end two or three men it is supposed are
buried in the mains. .These cost $lB,OOO.
The upper 'story of the rope and baggage fac
tory of W. A. Richardson & C0.,-Magasine st.,
was blown down and the new - ,city school house,
on the corner of Ninth and' Magazine streets was
