is n miracle of patriotism and knowledge of fun
damental law, and its author a moat devoted
supporter of the Constitution.
So far the. President brut been able to find con
stitutional Warrant only for measures of ques
tionable propriety. He found, or professed to
,
- doeo, - authority to pay millions for a strip of
- worildees territory belonging to another nation,
but no one aloe hasbeen so .fortartate„ . He his

slavery over all our national territory; and Le

ple.. The bill for the benefit of the Indigent Insane
one prompted by the holiest feelings of our
• . nature and was intended to promote the highest
interests of humanity. but the President found
• the Constitution did not warrant it. The Ricer

d Harbor bill was a measure called for hi
the wants of all sections of the country; the pro
.; - motion of commerce, the safety of trade and,the
interests of :navigation all over tho country called
for it loudly: but, the Constitution as now inter
- prated does not authorize it. The Homestead

The Constitution, then, as interpreted by this

its purpose to be to promote the general 'welfare

office under the State Administration.
The editor of the .Pdtsbursh Catholic seems a
little distressed by our comments on his article
- about Brownson, but continues to display his
venom against the common schools. Ile says: -
" We have seen enough of the common school
system to excite our alarm. We base seen the
gaol and the penitentiary soliciting their inmates
from among its pupils. We have known riot and
incendiarism, and opposition to the law, pry
' claimed as glorious feats, and practised as
centamusements, or conscientious prompti.sctoi
stein duty by those who were trained in the pub,
tic schools. While we tremble for the future of
our country, as we Teirned no sentiment of re
morse, not a pang of horror, thrilled through a
single soul that witnessed the American soil pur
pled by the blood of an United States officer en
gaged in preserving the peace of the city of Bos
ton. And these things occurring at our doors,
and under the shade of our superb common
schools; while far, for away, but still within the
limits of the Republic, and on the great highway
to the Pacific, the foulest heresy that ever dig- -
gthcedhumanity, - has succeeded in planting too
firmly, we fear, its abominable doctrines; and the
-Polygamists of Salt Lake eityinerease theirranks
every year by etusdidates who have been trained
in the pure morality of our common schools."
The attempt to chargo crime, and riot, and
murder and Mormonism as genuine results of the
Protestant common school system is more ingest
ions than ingenuous. The jail and the peniten-

supplies .thati upon the graduates of our schools.
An intelligent Catholic gentleman remarked not
long since in our hearing, that nine-tenths of the
riots in this country might be traced to foreign
Catholics; and the criminal statistics of an eastern
'city show that while this class constituted brit one
-fourth of - the population it furnished three
fourths of the criminals...Do these things result
from our 'common schools, or from the separate
schools .of the hierarchy We think it ill be
comes the Catholic to challenge such comparisons
as these. We do not believe that common schools
are an infallible antidote against crime or error;
.bulanch of what now exists of these things exists
inlo.e, and not in consequence, of the common
'schools, add sure we are that the separate path-
olio schools furnish as large a share in propor
tion, of .criminals, sinters and errorists as tbo
common schools do.
Tax Post parades an extract from the Plda
delpilia Ledger endorsing the Greytown outrage,
and chime' that the neutral press of the country
13 on the side of the administration. The Led
ger is not a neutral press, however, but a mere
tender of th - e — derneeratic party, and has never
found any of its acts condeninable: The 'really
neutral papers of the country speak as loudly
in condemnation of the cowardly brutality man
ifested at San Juan as the Whig press, and in
this they are joined by leading democratic pa-
pers. The Philadelphia Bulletin, edited by a
Democrat, the Xew Yorl: Leming Post, a leading .
democratic print, the. New Yin* -Mirror and the
N. Y. Herald, both professedly neutral, and the !,

paper, all speak of it in terms of indignant con-1

immediately sent south to Prince Clortschakers
command, while the ,i.ther two were-placed in
thernffitary . hospitals at St. Petersburg. An.
other company 'of three or four are making
preparations to kart. They have all entered the
serrice for one year, a less term of service not
being allowed. The pay is 800 roubles annually;
while; although furnished with everything, the
eapenees required to keep up the position are
much beyond the salary allowed, and enly those
who have an income beyond their pay can sup
port the position. This is true of all of f icers of
rank in the Russian army. . .
These must be locofeeps of the stamp of the
Washington Union and 'Pittsburgh Post.' Their
sympathies run legitimately in favor of .

of the committee is not very clear, hut it looks
like a formal acquittal of Stevens, of !dish., who
rug4ested the forgery, and of Forney, the Clerk,
who directed one of his employee, to make it; but
the facts cited by the committee entirely over
throw the decision which, to shield a party fa
vorite, the committee has formed. As to Ste
vens, the facts seem towarrant the belief that
he acted precipitately and indiscreetly, but with
out dishonest intentions. Forney, on the other
hard, must have well known what he was doing,
nod all the effects of it. I remember a passage
of scripture, reading. "be ye wise 'as serpents
and harmless as doves." Stevens may not be
exactly' n dove—thengh undoubtedly more decry
than ernakey, but there is no doubt in the world
that Forney is a taarpint."
The minority report, signed by Mr. Campbell,
of Ohio, and Mr. Simmons, of N. Y., was only
different in phrescology, arriving substantially
at the.same concludous. The House immediate
ly passed a bill repealing the law so fraudulent
-1 ly eltered, and the Senate are now wrangling
acer it,peuglass struggling, desperately to cove
the bill, he being the friend of some of the spec
.ulatitht interested :a retaining the interpolation.
Tice ten million I reject was defeated, or rather
was stilled by Senator Weller kicking out of the
traces. This appropriation I have previously
explained, was n fund demanded by the Presi
dent and his confidential agents, his confederate
t , a...,,,,n I may call them, to enoblo him to op
crate, secretly RIA corruptly or otherwise, dur
ingthe recess, for the annexation of Cuba. The
infrigne has been going on actively and pros
perously for seine daye,and last night was sup •
posed to have restated in an amicable arrange
ment, whereby Loth wings of the Democracy
were to be brought up to the support of the
scheme. Bat the sober 'second thought of both
Houses taught their members the danger and int
policy of putting into the hands of the preset
director of affairs the means of perpetrating any
more such infamous outrages ns that lately com
znitted at San Juan; so the matter was dropped
as impracticable. But t learn that the adminis
tration managers were first convinced of the at
ter uselessness ef pressing this demand by the
feet that Weller, a member of the Committee on
Fe: sign Relations, withdrew his consent to the
recommendation of that Committee to the 'Ap
propriation, tunkwilliont his vote the Cubaneers
had no majority in the Committee. '
It is now nine ; o'clock !Dille evening, and both
Houses expect to sit all night. I perceive that
the indispensable business of the session will be
duly finished, and R mume that the River and
Harbor and the Incerateeling and the graduation
bills will be lost. lam not well enough to re
main for the gentificationof my own curiosity or
that of your readers. lipen the whole you will
receive a sufficiently full account by telegraph,
and I shall retire from the scene of wordy strife.
At this stage members ,are generally sober: and
but a single drunk man has taken part in the
proceedings. The clerks, pages, messengers,
and lobby agents, however, are plying the weak
er brethren moot liberally with liquor, in the well
founded ezpectation that when totally mellow
their votes can be readily obtained for wire of the
innumerable swindling schemes in which the for
mer characters are unitedly interested. There
has been a little stealing and drinking at Inter
vals since the middle of the afternoon. About
midnight business will begin in earnm4, wide rich
harvest will be reaped by — those speculators in
grog, extras, and drippings.
Gen. Dawson has jest malt a closing effort:to
get up the Land graduation bill, for the par- I
pose, as Le explained, of restoring the !lonic-
stead manse struck out by the Senate, so as-to
make it in truth and fact what it purports to toe, I
a bill to secure homeeteede to actual settlers on
the public lands. Failing in the effort, Mr.
Dawson moped the postponement of the bill to
the third Tneedey of the next session, and that i
it be made a special order for that clay, and un- I
fit disposed, of. I give Gen. 'Dawson credit for
an honest intention of establishing the home- ,
stead principle disconnected from all corrupt I
schemes of speculation or unjust spoliation.

This Is prnctically the last day of the session.
The two Houses present an appearance some
thing like that of the disordered and thronging
squadrons of a broken army. No commander
is recognized, no object of common effort isre
garded, .nnd the ndvoentee of particular mea
-1 !tures and interests are running about seeking
what is to he done next, and bow to do it.
The most of, yesterday was practically lost in
the House by in conflict as to the order of bald'
nese, and, with the great mass of the session's
business uncompleted, en adjourninent was car
ried in the middle of the afternoon. It was
found that the southern repudiators of the tis
souri Compromise Were banded together to force
through the House the Senate schemes for the
spoliation of the public lands, in Order to shield
their confederates of the northwest from the
deserved Incllgnation of the people, and that
tbey bad reenlved - to pass it at the expense of
isaerificieg the Hirer and Harbor Appropriation.
Finding the' ga i nie too strong for them at that
time, the friend of the latter measure adjourned
the House. This game will bo played out
to-day. •
The Senate confirmed the Iteeiprocity treaty
by, the vote of 87 to 11. The two Penneylvanla
SanatorY, the two from Maryland and Mr. Foot of
Vermont, were among Its opponents on the final
