OS SLAVES': IN KANSAS.—We published some time. since .the letter of Judge Pollock to the democrats 'of Sullivan county, in answer to inquiries from them; butts general desire haring been expressed to bring it forward for more minute consideration, we today repnb lish it. The inquiries Were addressed by the .democrnts of that county to all the candidates, and asked expressions of opinion as to the pro . priety of re-enacting the anti-slat-cry part of the Missouri Compromise and the manumission of all elates that may in the meantime be taken in to Nebraska and Kansas. Judge Fetlock replies as follows: ' MILTON, June 10. Gentkaten:—Your letter of the 27th ult. with' —accompanying interrogntorien, has been received. To your first question I reply, that, regarding th passage of the Nebraska bill as reckless, ill advised.,-as a wanton breach of national honor and of-plighted faith—and as an (iron, gnised attempt to extend the institution of sla verylo territories now free, I am "in favor of re enacting that, portion of the Missouri _Compro mise-which prohibits slavery in the territories of Kansas and Nebraska." To your second question, I say that the re enactment of the provision referred to, would ne cessarily exclude alavery from these territories; and lit e "unconditional manumission" of all slaves thiticthere, - could not be regard ns amoral or le - gal wrong to any party. For slavery can have no legal existence in these territories, either by not of Congress or under ' - thc false pretence of "popular sovereignty.". The power' to establish slavery can only exist in express grant, or as - an incident of absolute sovereignty, and us the gov t ensment of the United States isnot absolute, but a limited constitutional sovereignty, and as the Constitution contains no grant of thilnower, ex , pressed or implied, it follows that Congress beano power to establish, directly or indirectly, by pos itivo net, or by permission, under' the plea of "non-intervention." If, therefore, slavery enters these territories, it will be there, not only with out authority of constitutional law. but in viola . lion Of all law. - Under these circumstances, the restoration and preeervation to freedom of those territories, would be sustained by every princi ple of law, and justified by ovary consideration of national faith and national honor, . Some democralio papers have taken an ex pression pression or two from this letter to show that, in • Judge Pollock's opinion, Slavery never can be introduced into Kansas and Nebraska—that be. ing illegal it can hive nu'existence there. There Is nothing to warrant this foolish inference. The seoond inquiry, it will be seen, is in re gard to the propriety of manumitting whatever alines may be taken into the new territories.— . Judge Pollock answers that he' is in favor of such manumission, becume Congress has no power to legalise Slavery there, and hence it can exist there only in defiance of legal author ity. lie does not intimate that it will not go there, nor that the law will not be tortured- by cor rupt or imbecile judges ao - no to give it a legal sanction; but he gives it as his opinion that under a proper. understanding. of. the petrel: of Congress there, can be no legislative sanction given to the institution.. This is the opinion of . the most eminent jurists of the country, and is doubtless good law; but `it doesnot follow that because Slavery cannot exist de fare in Kansas anti Nebraska it cannot therefore exist de facto. We ask the attention of anti-slavery men, since democratic papers hive endeavored to . make capital eat of it with them,".to the broad • legal ground assumed by Judge Pollock. It Is identical with that laid down in the Buffalo and Pittsburgh Free Soil platforms, that Congress hos no more power to make a slave-than a king. It is on this basis that the doctrine is built that the General Government should be entirely di vorced from all connection with and support of Slavery. , Our government being one of limited and delegated powers, and possessing no inherent sovereignty, has .no authority to establish Sla very anYwhere, or uphold it, for that; as Judge Pollock observes,, can only exist as an incident of absolute sovereignty. Wherever Slavery and its adjunct's, therefore, exist under Congressional authority or by Congressional connivance; they _ are devoid of the sanction which is essential to their validity—they have no strictly legal ex istence. Under this 4115ttriike, rightly applied, ' Slavery would at once become denationalised . and the government be relieied from all respon sibility for or connection with it. Instead, therefore, of being - such a letter as the locofoco journals would hate it, this answer of Judge , Pollock assulaes lofty and unimpeachable anti -slavery-ground. To the doctrine that slavery shill be pro hibited in every territory belonging to the Fed eral. To the assertion of the existence ant due , rights of the North. There is a North," is the spirit of the address. • The address abandons the non-agitation theory of 1852, and, throwing the responsibility of the renewal of agitation upon the Administration, accepts hand promises to do its duty. 11 there features do not constitute a solemn repudiation of the platform of 1552, we cannot sip what. The editor of the Dispatch knows very well why' the words he quotes —wore no very careful ly excluded from the Address." Instead of there being nn understanding between the Whig and Democratic parties, the —understanding" was between the Whig and Free Soil Committees.— The editor of the Die; (deli was a member of the Free Soil_ State Committee, was a member also of the cub-committee of s tlutt body which framed. the inquiries published in the DiTatch of the 18th of June, and he knows that the words !Tu., gitivo Slave Law," were purposely omitted by that committee from the inquiries framed by it. The Whig Committee, in framing their address, adop- - tid the Very. language suggested by the Free Soil Committee, and the editor of the himatch was one of those - who framed that language, so as designedly to avoid a reference to thelFugi tire Law.- Why does he complain that the Whig Committee should accept the suggestionS of the Committee of which hales a member, and adopt the language which he himself framed? tThe Gazette says Gie Free Soilerk of lowa, In diana,"ilhio,- have been contented with a far less comprehensive platform than the Whigs here have offered. We have not the moans of exam iaing patticularly, but have no doubt that in a cases where a union has taken place, the Whigs havC given a taitifactory pledge either in words or by act—either by express language, or, which is even better security, by supporting some of the most trusty and. worthy Free `toilers along with their own candidates, as WAS done in Con necticut.—Diopoteh. The State ticket of Town is composed exclu sively of Whigs ; the fusion ticket in Indiana is part Whig and part Democrat, and that of Ohio one Whig and one Democrat; there is not a Free Sailer on either of the.tickets, and the platforms are simply anti-Nebraska. The "satisfactory pledge," in wards, consists in resolutions against the eitension of slavery; so far as acts are con cerned the Free Boilers refused all tenders of office, and declared themselves content with what their allies proposed to do. • trio this State, an offer of a place on the state ticket had been made to one who anxiously desired it, the Dispatch would have found the Whig addtuo. extremely satisfactory. The deaths from Cholera la Chicago on Satur day and Sunday last were 35, and from other diseases 19. Of the 19 thus classed 7 warn from diseases •'unl:uown," and the victims were Ger man emigrants. Sligler's letter to the late State Temper ance Convention was evidently intended to se cure the votes of the most violent opponents of the prohibition, and some of the more indiscreet of Lis partizans openly boast that his letter will gain for him more votes on the liqUor question than he will lose on any other issue. The Tem perance Convention did not hesitati to pronounce it altogether unsatisfactory, ',Fuld Beery man who has examined It with candor' must come to the same conclusion. Just it pleased the Andes and. that was-enough for Gov. Bigler and his friends. But now the apprehension with them is that the letter did not quite answer the purpose for which it was designed, and it has therefore been deemed,necessory to make a slight alteration in the programme. Gov. Bigler now gives private "assurances," writes private letters, and sends out mistionarirs to tell the temperance men that he is a zealous friend of the cause of prohibition. Ile has one letter for the public, and private let tertin the hands of devoted followers, who are connected with the temperance movement, to be used among those whose allegiance lie was in danger of losing on account of tho public one.— If this e . oold not be proved, we would be charged with falsely accusing Gov. Bigler of an act of the basest political duplicity—of a dishonorable atteospt to get the votes of two parties, one of which must in the end be deceived. The fsethow ever, rests on the the authority of the Rev. John Chambers; a Presbyterian clergyman, nod "on tlt tached political friend and admirer of Bigler. This gentleman in' his address . on Tuesday evening last informed thetemperancemen,that Gov. Big ler was a true friend of prohibition. Be had the assurance from the lips of the Governor himself, and be " had a letter in his pocket from him to that effect" . Notwithstanding the evasive and unsatiafactoty letter to the State Convention, the Rev. John Chambers, a friend and demcratof the first water, assures the prohibitionis s that Gov. Bigler is ready and willing , to sign any ab stßational prohibitory liquor law that the Leg islature may enadt—. he has it frOm the lips of the Goverbor, and Mott long letter fecattrhim to that effect in his pocket."
