Now, how palpable is this juggle. Every
Sudo will'immedintely take up the whole of the
lands within her borders as pre-emptors, will im
mediately put theni up to three or ten times the
minimum price, and will of coui4e exclude:the
poadbility of a single homestead right being set
tled upon them.
The act will go into effect next July, and in
the mean time the State Legislatures will all
have met, and every acre of public land will have
been thus,seised upon. It may be said that the
old States will not be robbed by this process, be
came the t procceds of the sales to the extent of
the minimum prices will go into 'the Federal
• Treasury as.now. How long will they stay there!
The land States will of course combine and com
pel Congress to remove this restriction upon the
enjoyment of what wilt then become their prop
erty, and they will succeed. Nor can any one of
the privileges and advantages 'conferred by this
act be at any time recovered.
I know that a different construction is put by
some on the eighth section of the bill,.and they
suppose that the selection of the lands by a State
will not bar the right of a settler to lay his home
stead claim, upon it. But I think differently, And
I believe that the States will take such measures
es speedily to • settle the quelition in their own
favor.
As to 'the signature of the Cape Fear River
Improvement bill; I have only space to say that
it is considered. equivalent to the defeat of the.
River and Hirbor bill. The President accompa
nies his signature with a protest, in whlcit be
hints that as the appropriation is designed only
to remove obstructions placed in the river by the
Government itself, he will permit them to be ta
ken out. It follows trim this that if the ob
struction to be removed result from natural cau
ses he :will veto any bill providing the moans for
