BY TELEGRAPH.
liorsa.—Testerdafe proceedings concluded.
—After going into Committee, Mr. Stevens, of
Michigan, rose to make a immortal explanation in
regard to the subject on which the special com
mittee had just been ordered to be appointed.
He intended to make his statement in the House.
After the Minnesota land brill had boon sent to
the Committee on Public Lands, of which he IS
a member, it was referred to him for his indi
vidual action on it; gentlemen who were con
nected with this bill called on him and requested
that 'certain alterations might be made in the Rd
sectiim. Heron ho returned the hill to the Com-
Mittee the alterations desired were explained;
ono of them was to affect the subject of legisla
tion in hlinneso.a, in relation. to lands granted
by Congress, and be with his own hands struck
from, the original Jell the word "future;" the
other alteration ~Bred was the clanging of the
"or." to "Sad," and be thought it proper that
it should be made, and be supposed ho ha r d made
it. He then presented the bill to the conimittee,
which approved it, and it was Iltporteki to the
House, when it was passed and sent to the Sen
ate. After getting there, his attention was
called to the bill, and it was remarked that the
alterations which be said be had made were not
contained in the bill. He conferred with seve
ral Senators, and told them he had made the
alteration, or intended to do so, and after some
conversation ;with the House engrossing clerk,
and stating lie bad made the alteration in the
bill, or intended to - -do so, and thought ho had
voted for the bill thus amended; it W 11.9 finally
determined to make the alteration... Several
Senators had said it was a mere verbal altera
tion, and they 'had frequently made such.
Cries or "name them," "name thein
He would not give the names, as the gentle ,
men were not impliCatetf in the matter. At last
he said the conference was adjourned to Col.
Forney's room, where ho Millie a similar state
tneui. Mr. Patton, the Clerk, said ouch altera
tions were frequently made, whereupon Col.
Forney remarked, "then, perhaps, it would be
better the alteration should be made," and he,
Mr. Stephens, then left, and he.supposed the al
teration wasmade, in consequence of what bad
taken place. However much he had erred, he
wished testate the facts frankly. So help him'
God, he did not then know of any design in har
ing the bill changed from its original form. The
only interest he had in the bill was, to connect
the waters of the Mississippi with the Lake, and
the steamboat navigation, and thereby benefit
other States,' and the substitution of
the word
"and" for "or" he thought could not affect the
original purpoie.
