A feat ful looking fps of judgment pervades thei minds of those whom the Union serves,. and the _j anticipation of the public condemnation makes j them mirage- Intl morose. We can afford to laugh at their risings. But t , as I slid, the black and turbid stream ; of I our domestic politics runs on in the same ' . . worn channel, and I gladly turn from contempla ting dng Be current and eddies to the busier theatre I of European. affairs. The Turks alone bare driven the Russians away from the Danube, and now Austria isehow ing her hand. Like the carrion crow mho steps in to seise the careens which the vulture has stripped and abandoned. The Russians having tled, we hear that by consent of Turkey, - Austria is to occupy the disputed provinces. This is the most mysterious event of the wholechain of mys teries. - Why does Austria, and not France iind England, hold the evacuated provin ces ? - Why does not Turkey, who seems tq hive driven the Russians out, why does she not ea cupi them! Row comes Austria, which has bee4'sneaking in the rear, like the jackall of the train, tq lead the chase and seize the spoil! All the negotiations and events .in and relative to Tarkey for eighteen mouths have been a coca , • ted and untraceable web. I frequently wrote tom, when I•saw months pasi after the Russian seinire of the Principalities without any decided movement on the part of England and France, that in my judgment there would-be no other war than one between Turkey and Russia. A year has elapsed since the crossing of the Pruth, and has there been any war between the invaders and the Western Powers! It really seems to see there has been none. Immense fleets have;it, is true, been sent into the Entine , and the Baltic; but-they hare done nothing nor attempted anything worthy of mention. These mighty fleets were sent with instructions not to fight, or have been officered and manned by commis and feats. A considerable army was sent into Turkey, but has done absolutely noth ing, hue not approached the scene of actual hos tilities, and it is not easy to discover from the accounts even where it is. The conduct of these allies justifies the suspicion that they expected and desired that the Russians would conquer all before them up to the gates of Constantinople, and that they thin meant to insist upon a trifler . tite_division of the Turkish empire. If this were the game Nicholas has cheated them by bririging a new confederate into the gang, and putting it into teileporttry possession of that 'material guar antee" which ho. mayhave agreed to share with his western confederates. In this apparent stage of the game, it would seem that Ranee is near. But hoW the several parties are to be compensated - -for the enormous outlays in this unprincipled, disgraceful and abortive onslaught upon Turkey, Is the one item in the plot which the most rigorous calculation will find itimpoSsible to ascertain. We notice in the list of passengers the fellow. ing nausea: Capt. li. A. Adonis, U. S. N.. and bearer of despatches from Com. Perry, of the Japan expedition. Capt. D. D. Porter, of the steamship Golden Age, and Miss Matilda Ueron, the popular actress, who has just completed a long and profitable engagement at San Francisco. Among the despatches from Com. Perry is the 'lapse' Treaty,' 'which will probably receive the Immediate attention of Congress. The Japan treaty opens two ports, Chackodad, in the Straits of Saeger, and Schnaudi, at the entrance of Jeddo Bay; the latter is the chief port for trade and a depot for coal, and the for mer thelbief resort for whalers. Com. Perry surveyed the chalnel to within two miles of Jed do, and found plenty. of water.
