Territorial bill, and of the:alarming nirrgessions
still further contemplated by the Glare .power of
the country, as disclosed in the recent address of
the members of Congress who voted egainst the

We invite the — ioters •of tho State to meet by

the Subjoined recommendations:
Without aiming or desiring to control the ac

attention:
First, The propriety of convening a Congress

Tho necessity of thorough preparation
for,the Fall Elections. that none may be sent to
the Congress of the United Stites, except those
who can be relied on for a firm and unflinching

the slave representation.
Third, The best method of permanently re

prescribed by the Missouri Compromise, and the
absolute and complete release of the people of
the free States from any participation in or res

The present condition of our national affairs,
growing out of the persistent and unrelenting en

,An excursion train returning from the Ameri

WILMINGTON, July 6
About 9 o'clock last night Joshua S. Valentine,
a member of our City Council, was arreited for
firing crackers and' taken before the - Mayor, who
was about to fine him. Valentine thereupon very
grossly insulted the Mayer, and he was commit
ted to the cells for contempt. This created much
feeling among the friends of the parties, and
$20,000 bail. was refused. -
About n o'clock tho friCintsef Valentino went
to the of the Mayor and undertook, to mob
him. The Mayor came out with a pistol in each
hind and dispersed the mob, after.making sever

is a great data of excitement In town this morn
ing Ili regard to it.
' A citizen offered one thousand dollars to any
set of men who would take Valentine oat of the
cell by main farce. There is no telling where
the thing may end, as the friedds of Valentine
appear to he determined to carry the matter to
extremes.
EASTON, July 6.
The Fourth passed off very pleasantly.
lathe afternoon a balloon ascension was at

Several fights took place as usual, but there
was no riot as was anticipated from handbills
pasted up On Afouday night, illustrated with a
Pope's cap and some hieroglyphic inscriptions.
The Catholics say it was done by the "Know

Nrw boos, July L.
The Fourth was more generally observed than
usual. Several alarms of fire and a number of
riots occurred. There was nothing, however, of
a serious diameter.
The military was Tory imposing, but I have
