from her Britannic Majesty's Brig Express some
prisoners. . The latter having been detained for
trespimitig on'British Eshinggrounds. The Cap
tain of the . Express refused, when the Captain
of the Germantown wrote - nn imperious demand
for them, threatening that If not complied with
ho would fire into _the Express, and he beat to
quarters and ran his guns out. The Captain of
the• Express, however, maintained his. position,
and delivered up his prisoners to the civil autho
rities by whom they were Sued. The, affair is
stated to have occasioned some acrid correspon
dence between the United States and British au
thorities which has been forwarded to the -res
pective Governments.
The accident to the Arctic occurred at 2 o'-
clock, A, M., on Thursday. It created cough!:
erable alarm among the passengers. The vessel
got into deep - voter immediately . after slicking,
and proceeded on her way. Upon ditieii'vering,
however, that else was leaking and.that the water
gained 011 the pumps; she headed back for Liver

The Court met at 9 o'clock. The fugitive
came in guarded by half a dozen men. The
Court room was nearly filled with Marshal's
guards, each man - provided with a cencealed
pistol.
Theodore Parker and Wendell Philips Came in

The Commissioner gave his decision..
After analysing the evidence the ComMiesion
er discussed the constitutionality of the Fugitive
Slave law, concluding is follows—
"I think the statute constitutional, and it re
mains for Me to apply the facts concerning the
escape and identity, which were all the Court
had to consider, and it was satisfied that the
claimant bad frilly established his claim. Ile was
therefore entitled to his certificate of right to
the fugitive."
The American flag, draped in mourning, was
hung across Court street, but there has been no
demonstration as yet.
A cannon was placed so as to sweep the Court
Square, and the U. S. infantry are still on guard
at the Court-house. Boras will be taken down
State etreerto the Control wharf between one
and two o'clock. Ile will he escorted by 150
S. - troops, under Maj. Ridgely; Including a
detachment of U.. S. artillery, with 9 pounSere
loaded with grape shot The men are all pro
vided wittali4 rentals of ball cartridge. A large
body of police are stationed on Central wharf,
where &large crowd area now gathering.
Burns will'be taken by a steamer on board the
revenue cutter Morris, which will be towed to sea.
A coffin has just been suspended from the
building at' the corner of Washington and State

left the Common and are marching down -State
street.
