VENANCIO BAICIALOAD
In the telegraphic account of the proceedings
.of the Legislature, on the last day of the session
it was. stated, inadvertiuttly, of course, that'tho
majorityand minority of the Committee appoint
;ed to investigate - the circumstances connected
'with the passage, of ,the' Bth section of the , Bill
atithoriiing this road, bad reported there was
nothing to justify the imputation of fraud. As
this statement; so far as it relates to the minori
ty, was in direct' contravention of the- facts as
they existed, that portion of the committee con
sisting of Mr. Daisie of the Senate and Mr. Hart
'of the. House, aro entitled to Lo-vindicated from
any unjust imputations, and we therefore publish
the report they submitted. At some other time
:we may take occasion to review this whole sub
ject; but on the 'present we content odraelses
with spreading before our renders the facts and
inferences furnished by_ the minority—With the
single remark that either the legislation ht Her
risburgh during the -sersion• of 185243, was ,
surprisingly loose; or in this particular instance
it was superseded by the barefaced swindling of
corrupt and corrupting agents. i

It appears by the first y lamb of - the lionise
Journal for ISSB, that - on nturdaye the 16th of
April,-'Mr. Flanh4on moved o resume the second'

a supplement to the sth section, '&c., 'and ther
question recurring, will the Douse glee: to the
first settion, it was determined in s e affirmative: :
The remaining sections were . se ally consid
erttl and agreed to. A. motion ..was, made by
Ur. Flanigan to amend the bilk inserting a
new section, incorporating the - Broad Top Coal
-Company; relating to We Pennsylvania Building
and landing; relative' to the coleetion of taxes
in Denver and Lawrence countimi f an& ,relative
to the-Venango Railroad Company—which was
agreed -to. Two additional sectiens were then
inserted, on the motion of Mesirs. Moore and
Collins, respectively, relating to the survey and
laying out a certain street in the District of Ken
sington, Philadelphia, county; and relative, to
Jefferson - and Ebensburg road, In the county of
Cambria. .. -
The title was then amended, and on motion of
.Mr. Flanigen, the rule was impended and .the
bill was read a third time and passed.
The Senate Journal shows that the bill, come
info . tho Senate erOlonday the . 15th, the day be
fort the final adjournment of the Legislature,
and that in the morning session Of the same day,
on the motion of Mr. liege and Mr. O'Neil, the
Senate resolyed itself into COmmittee of the
Whole 'on the bill, Mr. Kunkelin the Chair.. Af
ter some time the Committee rose and reported
the bill withamendments. On the same day, in
the afternoon, the. Senate, on Motion of Mr. Iloge,
and Mr. Robertson, proceeded to the second
reading and consideration of the bill, when a
motion' was made by Mr. lloge and Mr. Sander
son to amend the same* by inserting a new sec
tion, immediately following the lltb, as follows,
"Section- 12: That the - aforeesid Venango •

- The *Muni ..the House shown that the

without, farther amendment, if the Bth section,
which is the subject of this inquiry, ever passed
the Legislature, it mud bare been embraced in

that section was on the bill when it was under

Thii minority of your coromittee cannot find a
sufficient motive for , the proposed amendment in
the proviso, which proposes to extend the powers
of the Company to construct branches, end to
form connections with other railroads. Yet it is
difficult to see the necessity for the amendment,
even in that aspect, if , the Bthhsection of the act
was then on the bill:, the powers proposed to be
conferred by the amendment are mina more am
ply supplied by the section.
There is another item of internal evidence;
that almost demonstrates that the .Bth section
could, not_,have been on the bill when it passed
