He has won, it is true, a brilliant reputation by the negotiation in the incredibly short space of six months, of a commercial and Fillibustering treaty, which may be said to "knock the spots out" of all the_diplo- Metric achievements of these modern days. Met ternich, Talleyrand, -Nesselrode and Webster Must yield the palm to this Arkansas luminary, who has managed to compass by a few strokes of the pen, more than the combined statesmanship of England and America has been able to accom plish in six years, to wit: to dispose of and settle for all time the sovereignty of the Mosquito ter ritory. Mr. Borland's treaty provides some guarantees for the better regulation of our commerce through Nicaragua. The Transit company between New York and San Francisco monopolises neatly all the trade between that region and the United States, and the necessities of the Nicaragua government has frequently compelled it to tax the Company's business a little beyond the bear ing paint. -One of the objects of the treaty is to remove the pretexts for these exactions. -The next point treated of in this remarkable "document, is the claim of Nicaragua to the whole of the Mesquito territory, and that is set tled by the simple. process of annexing Mosquito to the little State in question. , The President had the good sense to reject this precious contri• mince on the ground that the Clayton and Bul wee convention guaiantied the neutrality of the Mesquite country, as against any one of the neighboring States, and that we bad nothing to do with their boundary disputes. The Borland affair having been thus discarded, the whole subject of the commercial relations with Central America was turned over to Mr. *elm, who, I presume, will now net as charge, f interior.
