cret political society, the Know Nothings, let as
look at the general question. such organi
zationsin accordance with thegenius of our re
publican institutions? We 'Unhesitatingly an
swer, no. They arc totally opposed to that bold,
manly frankness and candor which are inherent
in the American character, originated and foster
ed by American institutions. r The onlighteded
American citizenthe man *he feels the res-,
ponsibilities and appreciates the. high privileges
of his citizenship—who loves freedom for its own
sake, and will suffer anything rather than be
tray it—who is prepared, at any cost, as every
American ought to be, to assert at the ballot box
his right to a voice in choosing his law-makers
and his Government—is. out of his true element
in a secret political, organization. - Free suffrage,
and se4st combinations to .control popular suf
frage, are Irreconcilable. Becresy in political
movements necessarilyinfplio:s one of two things
—either a cowardice that dare not avow-the
right and maintain it;or a consciousness of wrong
and a guilty determination to „ persist in it.
But more than this tallyho said of secret polit
ical associations. Not ooty:Ato they not accord
with the genius of free institutions, but they tire
positively hostile to and destructive of popular
liberty. Whatever plea of expediency may be
urged for their existence under despotic Govern
ments, nothing can be said in their defence un
der such a Government as ours. They aro evils
inherently;
. subversive of Government whether
that Government he good or bad. Under the lat
ter, this very power of subverting is their only
use, end they never rise to a higher character
111.1;1 that they are tile less of • two evils. Bat'
• ander a free Government they are . still subver
sive—their inherent properties aro not changed,
—and they aro therefore unmitigated,unqualified
evils: they subvert, not the despotic and the bad,
but the free and the good. They cannot co-oxist
with good government. Their secret combina
tion constitutes a power, which may at any mo
ment overthrow the Government and introduce
anarchy or despotism. They take the mass of
citizens at a disadvantage—surprise them by an
ambuscade—spring a mine upon them—when
those citizens little suspect danger in the entire
absence of symptoms of its approach.
But the aims of a secret society may ho in them
selves good. Admitted. What then? Can right
ends be justly or safely pursued by wrong means?
Must principles submit to circumstances, or
'must circumstances be govorened by principles.
It would be right to elect the best and most up
right citizen that &old be found in the. city to
the office of Mayor, but it would be wrong to do
this by illegal voting. It is a pleasant circum
stance to Lave a well governed city, but this
must not he obtained by a violation of the cardi
nal principles of popular freedom. The end
sought to be accomplished by secret societies does
not sttnetify the cgtncy or eecret societies, whioh
ore an ieitt,litic to the citisensexcluded from the
combination. • ,
And further it is the nature of such associa
tions, to degenerate. 'All history proves thii.- , -
Secret power is irresponsible power, and Irre
sponsible powef always - degenerates into cruel
tyranny. The Star Chamber of England, the
Jacobins of France. the Inquisition of Spain; all
prove this: yet in those :eases the parties were
known and tberr proccedingtonly were secret.
Butt the organization in Cur midst is secret with
respect to bah persons find proceedings, and the
tendency to degenerate IS:proportionably great
er. indeed the downward progress has already

it supplies the very agency for gratifying such

From the Java (Dutch) papers of December

der the commend of the Admiral, Poutiatine,
conveying a letter from the. Chancellor of Rowan

ollieenf; was received, with great pomp and hon
ors, by the Governor of Eangusaki. Thh letter
was then received, and forwarded to the capital,
Jeddo. ' However; at the departure of the lien
dricka the Russians were still waiting for an an
swer. Of the American affairs, nothing further
was known than what wo have before stated in
oar Journal, viz: that the United States ships of
war had arrived in Juno, at Jeddo, and were
courteously received. Having delivered a letter
for the Emperor, they took their departure,
promising to return in the beginning of next

the frigate Macedonian; the sloops•of-war Ply
mouth, Vandalia and Saratoga, and thestoreships
Supply, Lexington and Southampton, had arrived
at Loo Choo some tioain January from Hong
Kong. ,
