Mr. Harris, a rigid States rights man, Mississippi, has repudiated the bill with as Ii *concern as if itwersi merely a part of the debt of his State. .Hemaile an amusing speech, replete Witlinotitempt for the whole affair. fie endorsed theWtssouri Compromise as a compact, but thoright it was foolish to be hound by any ouch thitig if advantage could be gained by either par ty by the Violation of it. But in this case noth ing was to be made for the South, or by anybody in rejecting what bad been considered an unal- terable'settlement for thirty years. Mr. Benton Will give the maimed and helpless hulk another broadside in the morning, although it appears like Wanton and unnecessary cruelty to belabor its carcass after the breath has left it. No effort was made to-day to get the bill up for ortiol3,, or to introduce a new one, because it was fund entirely hopeless. I do not believe ...an attempt will now even be made to revive it.— Let it . go before it taints the name of ,men not yet contaminated by its stale and offensive odor. The dismission took place to-day, over the defi ciency bill, as d will continue for some days lon gerl This is the act which was reported in De cember last, and is needed to supply the instant necessities of the government. Dr. Gwin an nounced two months ago_ in the Senate that the wheels of government would stop unless the bill should promptly.pass. They must have been lu bricated by private advances, for they seem to be spinning round at is merry rate.. But the ut ter neglect with which the House treats this try, but yet necessary, money bill, is a proof of the unpopularity and, imbecility of the adminis tration. It cannot get tr dollar for its starving extra clerks, for its public worker nor to meet its' promised gratuity to - anta Aral through tho Gadsden treaty. The Senate proceeds' to-mo l TFe w to deal with the Gadsden treaty, and I hopd will make a fin ish of it. „That treaty would b y disgraced al most any other administration than the present; but It is iso similar to many othei of its doings as to have trurprised no body. Gen. - Gadsden is called the soul and pink of .Southemlonor and chivalry; but it is plain he is nothing else. He is no negotiator, sod his recant developenients at the Charleston Convention prove that he was the last person who should have been entrusted with delicate negotiations. His charge against Gov. Seward of having instructed the boundary Co mmissioner to reject all territory which was thought to furnish a route for a Southern Railroad, was a pure invention unsupported by one shadow of fact: It is said that the President Las iiiiected 'a friend to sound Wilson M'Candless, your:fellow citizen, as to Lis willingness to accept theChilian mission. This looks as if the promise to Mr. Starkweather had been repudiated. Henry Ward Bettcher ' preached as aboie in his church to a croioled audience The following is an. outline: Luke vii., 4—.. For Ne lord,. our nation.". This was the testimony of the multitude in behalf of a ruler, who solicited the favor of Christ. First, What \ is patriotism? Second, What are its benefits?— Third, What aro its duties and its dangers in 1 this land? It consists in three essenttial de- 1 manta. It begins in a love of the soil; it in- 1 eludes a love of the institutions, and of our fel, low men. Its benefits are an ennobling effect I on the individuaL It delivers men from selfish.-1 ness, in showing them the identity of their coun try's good and their own. But this evening we ; are to speak principally of its duties. ' These are 1 in part relative to the particulnr institutions or' each country. As pertaining 'to American citi zenship, the first is the education of our children in the knowledge of their country's history, of its fundamental distinctive principles and of our peenliar institutions.' This duty was strongly en. Joined to the Jews. The great problem of our institutions is not merely the right of self government, but the making the most of of the individual—for thus the most is made:of society. The nation whose lifelies in the indi vidual members cannot be destroyed. One of the most sacred duties of patriotism is that of all Men toparticliate in all public questiorls—it is a trust td whit* every citizen is born. Already we have a class of men whose business it is to attend to the Wizens' business; these become a mean sort of nobility, which those who withdraw themselves from 'their public duties help to form. Ministers aro not \ except; if any minister have such a sanctity as \ishOuld - keep him away from the ballot-beM; the, same should keep him away from the pulpit. , If you quit him beyond his political duties, you make him hierarchal,. and you may thank yourselves. The republican idea of a clergyman is, a citizen who takes for his business the inculcation of ' moral ideas. What is the idea of republican du ties when it is said that the performance of them by a clergyman lowers him? Whit was meant to be a thrust at him, is a blow at the institutions. The ark of our Covenant is placed not among the Philistines, but (aerie) in a 'grog shop; but its place does not make itiunk with the crowds about it; put it at the gates of perdition, and I - would go through legions of imps te,deposit my vote in it. I must allude to the mita petition, signed by 8,600 clergymen, was received in the Senate. There is, unfortunately, muchthat is soiling the machinery of polities;, but the exer cise of a conscientiona duty is not of that kind; where politics are a dirty pool, the center of \ that pool is in the heart of the politicimr, and sueff men would not stop where Cromwell stopped, but where the impudent Napoleon the , Last did. Aeommercial paper hero has said that clergy\ men have no judgment in these matters . : \ I say they have more than politicians; they 'observe` and retain public events better, and in the, early colonial history they wero constantly consulted innffairs of State. If 5,000 laborers petitioned about the Homestead bill, and were bid to go back ' to their hotLq, .public sentiment would he out"., raged. These clergymen arrogated nothing. If the shipwrights choose to petition thus, "we the shipirrighis," Congress, would not dare to say, "this is a class," and reject their applica tion. It is objected that they spoke in the mine of God; if they did, it was only an adjuration not a pretence of Revelation. , `lt was declared in the Senate that probably half did not know what they were signing: but the protest was printed rind sent to every individual clergyman; he _signed it, and the printed protest with his signature; was pasted on the petition,. as any one handling the petition might see. The wis dom of this is now apparent for they knew where they were going to Pend the petition. The clergy of this country have never beenmeddle. some, and when Bishops of the Episcopal Church unite with young and old of over/sect, tbe,oc casionmust be great. A duty of patriotism, is to relieve the land of everything that threatens its integrity. Had ono of your family,a cautery, you would soon decide berseen amputation ani s . death. We are told, "Be not overcome' by evil, but overcome . evil by good." Thus, it our en deavors to overcome the use of intoxicating drinks be defeated next winter, we will try again and again till successful. And what is true of moral reform is true .of the only,. great na tional evil that seriously threatens \ the exis tence .of this nation. If you' leave -the evU alone it will. not leave you \alone.--:%' Every Christian in the North is called, ou .to make this a personal duty. It is the dutY,Of ev ery man in this Union to maintain it, if that can be done consistently with moral principle:\ It would he disastrous to the "South, but exceeding ly advantageous to the North, to have a dismem berment ; but there ought to be a patriotism lar , ger than that which would bare the prosperity' ritl Or me settler' at the expe a of another. Iso lime all my country that I not bear to think `of this evil being the cause °tits dismemberment. Ili was with shame I ;learned \ (when lately in ;Washington) that Slavery hung\ so loose in the 'District of Columbia, that it would fall away but far the support of the Goren menk; Slavery site at the door of every Department.'l l e w ejil grows . worse front year to year, and if any ' gisto be "done to maintain an unimpaired union, it mast be done quickly. -I think it is time ler prayer, and discussion, and Christian love and forbear ante, but never at the expense of truth , : i l fideli , Van I end good men, North d Soutb: - shou come together too onsult and co-operate. I think then is a growing disposition at the South- for separa tion, and I believe that territorial arrangemnts are being made with that , view. ' Peace is to be I h desired, but first we must have purity. 'lf had the power I would not rush inte - Slave Stites and overthrow the system against law, andwitir) , out law, all we desire is to exorcism a moral in fluence for its overthrow. The grandest specta cle in our history would be that. of a Slave State calling on the North to stand by her, with sympa thy and aid, to rid her of the curse, and to see the North do'it. My hearty desire is that this whole country may be delivered from evils with in and without. . -... THE AIIXINISTLIATION AMONG Tut II is a little remarkable. that at every\electionl that hes lately occurred Many part of the Union the National Administration has been signally rebuked. This has been seen not only iirState ; elections where both .whigs and democrats have I been in the field, but in losal Misty elections \ for the nomination of democratic- candidates. 'At the primary election 'of . the democratic party.im this city, on Tuesday, it witrespeoially seen .: At first, Colonel Wm. C. A popular movement to counteract this was set on foot,. with whet success may be seen by the fact that Mr. Vtini. was nominated by a majority of five, thousand and fifty-four over Mr. Robbins, the special\pet of the Presi dent and the - Cabinet In the 'same way'Mr. Cadwallader Was put forward as the adininiatra. tion candidate for the. nomination \ for City Soli citor, and ho was defeated by Mr. Hirst bye Mit jority of•about seven hundred.
