repeatedly. lie spoke mainly against the amend
ment offered by Mr. Wade to strike out that part
of the bill which limits the benefits of it to these
who are residents of. the United States at the
time of its passage. • Ire 'wished to know any
good cause for offering ibis bonus at all. Those
foreigners who . seek American shores to all
those wholeave their country-perhaps icir their
country's good, et leave it because they are
somewhat liberal, but not liberal enough to fight
