The transition from peace to war after an in
terial- of nine and thiity years has at length
been completed. War was declare& last night.

the Queen to both Houses of Parliament.

It is with deep regret that her Majesty an
nounces the-failure of her elisions and protracted
endeavors to preserve for her people and for
Europe the blessings of peace.
The unprovoked aggression of the Emperor of
Itussla against the Sublime Porto has been per
sisted in with such disregard of consequences,
that after the rejection by the Emperor of Russia
of terms which the Emperor of Austria, the Em
peror of the Reach, and therm:lg of Prussia., as
well as Her Majesty, Considered just and equi
table, Her Majesty is Oompelled, by a !lonia, of
what is due to the honor Of her Crown, to the in
terests of her people, and'to the independence of
„the states of Europe, to COMeterwaril in defence
of an ally whose territory is invaded; and whose,
dignity and independence are assailed. . .
