Other rail roads had been built-paying thin duty, and now others, coming in direct competition with them, were to receive a gratuity from the National trene nry of $4,600,000 a year to enable them to break down roads that had paid duty on their iron. It was unjust, throtighout.. Mr. Bell said that the repeal of the duty would not benefit railroads in'the end. It Would - break down the American manufacture, as its first re sult, and throw the whole market into the hands of English and Welsh numnfacturers; and these, with no restraint from competition weuld -,, put the market up to suit their own views, and in the end English railroad iron, duty free, wouldiost as much as it now does with the duty on. This was the view taken by an eminent railroad President, a constituent of his, and he agreed with it. • After some further debate, , Mr. Prates motion to postpone for two weeks was agreed to, yeas 33, nays 7. The proposition of Mr. Douglass we regard as monstrous and unfair in the highest degree; but the objections to it so well urged by Alimrs. The Enquirer seems to-hese. a high opion of therCrar, and says that he is the fore most man of , his rink in Europe. The allied Western Powers have creancipated the slaves in their colonies, and have manifested in various, ways their opposition to slavery, while Russia clings to her antiquated serfdom with the grasp of death. They say they are Catholics, but all who will not submit to the Bishop arm denounced as infidels: The Chronicle says they are not in Jail for op posing the Bishop, but for contempt of Court. The section was discussed at great length.— 'The privilege of making the road was once struck out, but afterwards re-considered and restored.
