In the merit's of April, in the yeas- 1598, Hen
ry the 4th, thri noblest 'of all the kings of France,
promulgated that great and beneficent decree,
the Edict of Nantes, which has been welt styled
the'great cherter of Protestantism in France.'
The Edict is of great length, consisting. of no.
less than fifti - r , six sections. It provided, however,
among other things, that all men should pri
safe enjoy fall liberty of conscience. That the
free public celebration of the Protestant worship
shauld, in all future times, be permitted in:every
place where It had been. actually celebrated, im
mediately tiefore the promulgation, of the Edict.
That all the 'superior , lords might have public
worship in their chateaux, and that every infer
ior gentleman might receive as many as thirty
visitors at his domestic Worship:" That they
might hold national synods,' besides various other
privileges. The Edict was declared to be "per
petual and irrevocable." It was not, however, a
compact The king received no special consider-
ation in return for the privileges granted. Sol
that any succeeding king, or even Henry him- ,
self, if ho 'should choose to revoke thesEdict,
could not be charged with the base dishoneity of
grasping from the other parties large advanta
ges under the compact, and thee annulling it.
This noble Edict of a bravo and magnanimous
flovereign-c.ridured for 'eighty-seven years, and
under its Shade the Protestants enjoyed cosnoar-1
tire peace and safety, and France greatly pros- '
pored.
But tithes changed, new rulers came intolpow
cr, new Motives came to operate, religiorfnig
otry. or Selfish ambition began to prevail; and in
1680, that great and glorious Edict of one of the-1
wisest kings was revoked by Louis - the. Fear- I
teenth. 'lt is not necessary now to give in de
tail, the great change produced by this revoca-;
tion, to dwell upon the misery and distress inure-{
ted uponlhe Protestants, or the injury,.dono to
France herself by this most unwise and cruel
measure; It is sufficient to state that no less
than three hundred thousand persons'were art
ven into nude, that very many died or were kill
ed in their attempts to escape into foreign emus - -
tries. For it should be nlways borne in mind
that the design of the Revocation was not to
drive the Protestants out of France, bit to let
lose the fury and persecuting spirit of Catholi
cism, and to compel them by every species of
torture and annoyance, to renounce their reli
gion. Ministers, it is true, were allowed fifteen
days to emigrate, but...all - laymen were forbidden
to go • under severs penalties. Hundreds and
thousands of worthy Protestants were sentenced
to the galleys, where, chained to their benches,
they pissed their lives, without going beyond the
length . of their chains. .

watchful vigilance of the police, and'the vindic—
tive spirit of the Catholic priestimaid, three hun
dred thousand Protestants chose to leave their
lovely native land, rather than abandon their re-
ligious convictions. Among these were many of

council that these refugees retaliated the inju

rind abroad all their skill in various arts, and
thus reared up rival-• establishments in • other
lands.
Upon this subject, a historian remarks, 'What
France lost, toreign countideegained. That king
dom which Retry Ir., Richelieu, and Stazarin
Mullett to Louis XIV. covered with glory, pow-

humiliated, enfeebled, discontented, about to suf ,

upon the declivity which led to the resolution of
1780.'
I. It has occurred to me, that there was some

' 'proposed to let loose the ktark spirit of slavery,
with its terrible lash anti brutal overseers, in
'that lovely region or Nebraska, where it is now
prohibited. Now peace and quiet prevail there
as they did , in France in the early part of 1685,
but ambitions and - unprincipled politicians aim,
as did greedy and ferocious priests in 1685, to
create agitation, lo introduce tyranny and op
pression where peace, liberty and toleration pre
vail. The infamous Douglass' bill is introduced
into Congress, andit is now proposed to tolerate
slavery where it.was long since f.rerer prohi
bited. -
That compact of 1820 which was dictated by
the,Sonth, and under which the South has re
ceived.her share of .the advantages, and in com
pliance with which all the stipulations on the
part of the North hare been performed, is now
proposed to be treated as was the Met of
Nantes. heretofore the Revocation of that
Edict has been regarded . as the most infamous
measure known to , modern history; but pass the
Douglas bill and that infamy will undergo a total
eclipse.

When Louis the XlVtli promulgated the Revo
cation, that measure was the subject of rejoicing
throughout ail Catholic Christendom. At Rome
the joy was immense. The fine arts celebrated
the event, and even to this day, we are told by
a French historian,. "Paintings may be seen in
one of the trrilliont saloons at Versailles, .of.hid
eous figures which
.appear to fly at the sight of
„the chalice." Even thoee distinguished divines
Bossuet and Massillon joined in eulogizing and
applauding that Oct of Revocation.
Now, a measure bearing striking resemblance
to the act of 1685, quite as infamous in its pur
,pose, and more baiemid fraudulent in its viola
tion of pledged faith is proposed, a measure de
signed to carry a moral and petit:hie! evil into
the great heart of our country; the Protestant
clergy in great qumboti enter their solemn pro
test against it, not to niche_ opposition to an en
acted law,. but to prevent' the„ adoption of. ono
