FOILBION Grace, March 23, 1853. - Sin—Tour despatches of the 21st and 22d ult. have been laid before the Queen, and I am com manded to express Her Majesty's entire appro val of the discretiozeandjudgmentdisplayed by you in the conversations which you had the honor to hold with the Emperor. I need not assure yon that the opinions of his Imperial Majesty have received from liar Ma jesty's Government the anxious and deliberate consideration that their importance demands; and though Her Majesty's Government felt com pelled to adhere to the principles and the policy laid down in Lord John Ilussell's despatch of the 9th-of February, yet they gladly comply with the 'Mperor's wish that the subject should be fur ther and frankly discussed. The generous con fidence exhibited by the Emperor entitles His Imperial Majesty to the most cordial declaration . of opinion on the part of Her Majesty's Govern ment, who are fully 'aware that, in the event of any understanding with reference to future con tingencies being expedient, or indeed possible, the word of Ills Imperial Majesty would be preferable to any convention. that could he fram ed. Her Majesty's Government persevere in the belief that Turkey still possesses the elements of existence, and they cotudderthat recent events have proved the correctness of the oPinion ex pressed in the despatch of my predecessor, that there was no sufficient cause for Intimating to the Sultan that he cannot keep peace at home or preserve friendly relations with his neighbors. • Her Majesty's Government have accordingly learned with sincere satisfaction that the;Eu, parer considers himself even more interested than England in preventing n Turkish catastro- phe; because they are convinced that upon the policy pursued by Hie. Imperial Majesty towards Turkey will mainly depend the hastening or the I indefinite postponement of -an event which every i Power in Europe is concerned in averting. -Her Majesty's Government are convinced that noth ing is More calculated-:to pimeipitate that event than the constant prediction of its being near at hand; that nothing can be more fatal to the vi tality of Turkey than the assumption of its rapid; and inevitable decay; and if the opinion of the Emperor that the days of the Turkish Empire I were numbered became notorious, its downfall I must occur even ear nee than His Imperial Ma- jesty now appears to expect. • I But, on the supposition that, from unavoidable causes, the catastrophe did take place, Her 31aj- I esty's Government a .tirely share the opinion of the Emperor that the occupation of Constantino plo by either of the great. Powers would be in compatible with the - present balance of power , and the maintainanca. of peace in Europe, and I must at once be regarded no impossible ; that , there ore no elements for the reconstruction of a ' Byzantine empire ; that the systematic misgov- , ernment of Greece offers no encouragement to extend its territorial dominion ; and that, as there I are no materials for provincial or communal gov ernment, anarchy would be the result of leaving sbe provinces f Turkey to themselves, or per mitting them to form separate republics. The Emperor has announced that, - sooner than permit a settlemennt of the question by any one of these methods,-he will be prepared for war at ~, every hal rd ; and however much Her:Majesty's 1 Govermne t may be disposed to agree in the soundness of ,the views taken 'by His Imperial Majesty. et they consider that the simple pre- determine ion of what eball not bo tolerated does little tow rds solving the real diffietaties, or set- , s thug in w t manner it would be practicable or even des . Me, to deal .with the heterogeneous materials of which the Tu'rkish empire is com posed. England desires no territorial aggrandizement, and could be no party to a previous arrangement_ from which she was to derive any such benefit. - England could be no party to any understanding, however general, that was to be kept secret from other Powlrs : but her 'Majesty ' s Government believe th t no arrangements could , control. events, Mid that no understanding could-be kept is secret They would, in the- opirign of- Tier 31ajoaty's 6overx 4 nent, be the signal for prepa ration for , intrigues of every description, and fur revolts among the Christian subjects of the Porte. Each Power and each party would en deavor toviecure Its future interests, and the dis solution of. the Tnrkish empire would be pre ceded by a state of anarchy which must aggra vate every difficulty, if it did not rendera' peace able solution of the question impossible. The only mode by which such solution-could be attempted would be that of a European Con gress,but that only affords an addition al reason for desiring that the present order of things in Tur key should be maintained, as Iles Majesty's 00T ernment cannot without alarm reflect Onthe jeal ousies that would tI-en be evoked, the impossi bility of reconciling the different ambitions and the divergent interests that would be called into play, and the certainty that the treaties of 1816 must then be open to revision, when. France might be prepared to risk the chances of a Eu ropean war torget rid of the obligations which she considers injurious to her national honor, and which, having been imposed by victorious enemies area constant source'oarritation to her. The main object of Her Majesty's Goverment —that to which their efforts have been and al ways will be directed—is the preservation of peace; and they desire to uphold the Turkish empire, from their conviction that no great ques tion can beogitated in the East without becoming a source of discord in the West, and that every great question in the West will assume a revolu tionary character, and embrace a revision of the entire social system, for which the Continental Governments are certainly in no, state of prepa ration. The Emperor is fully cognizant of the materi als that are in eon-tont fermentation beneath 'the . surface of society; and their readiness to burst forth even in times of peace; and Ilia, Im perial Xajesty will probably, therefore, not dis sent from the opinion that thti:tirst cannon shot may be the signal for a state of things more dis &arena even than those calamities which war in evitably brings in it: train But such a war would be the result of the dis solution and dismemberment of the Turkish em pire; and hence the anxiety of Her Majesty's government to avert the catastrophe. Nor can they admit that the signs of Turkish decay are now either more evident or more rapid than of late years. There is still great energy and great wealth in Turkey; a disposition to improve the system o [government is not wanting corruption though unfortunately great, is still not of a char acter tor carried to an extent that threatens the existence of the state ; the treatment of Chris: tinns is not harsh and the toleration exhibited-by the Porte towards this portion of •his subjects might servo as en example to some government's who look with contempt_npon Turkey as a bar barous Power. Her Majesty's goyernmentbelieve that Turkey only requires forbearance on the part ofits allies, and n deterinination not to press their claims in a manner humiliating to the dignity and inde pendence of the Sultan, that friendly supportiin short, that With States as with individuals, the weak are entitled to expect from the ittrong—in order not only to prolong — its existence, but to remove all cause of alarm respecting its dissolu . - tion. ' Itis in this work of benevolence and of sound European policy that Her Majesty's Government arotleairous of co-operating with the Emperor. They feel entire confidence in the rectitude of his Imperial Majesty's intentions, and,'as they have the satisfaction of thinking that the interests of Russia and England in the East are completely identical, they- entertain an earnest hcie that a similar policy will there prevail, and' tend to strengthen the alliance between the two coun tries, which it is alike the object of Fferldajesty, and tier ',Majesty's government to promote.
