My Lord:-,On the evening of the 9th inst. I
bad the honor of seeinetin Emperor at the pa
lace of the Grand , Duchess Helen,'who r .it ap
peared, had kindly requested permission to in
vite Lady Semour and myself to meetihe Impe
rial family.
The Emperor came up to me, in the most gra-
CiOus manner, to Bay that he had heard with
great pleasure of Her Majesty's - Goverment '
having been definitively formed, adding that
he trusted that the Ministry would be oflongda

"with regard to England. Whet I have told yon
before I say again; it was intended that the two
countries should be upon. term.s_of close entity;
and Ifeol aura that this will continue to be the
case. You have now been a certain time here,
-and, as you have seen; there have been very few
points upon which we have disagreed; our inter
ests, in fact, are upon almost all questions the
same."
I observed that "I.really was not aware. that
since I bad been at St. Petensbnig there had
been any actual disagreements whatever between
us, except with:Louis Napoleon's No. ILL, a point
respecting which each Government had its own
opinion (maniere dr roir,) but a point which, after
all, was very immaterial."
" No. 111., ' the Emperor replied, "would in
volve a long explanation; I will, therefore, not
touch the subject at present; I should be glad,
however, that you should bear what I. have to
say upon. the question, and will beg of you to
call upon - mo some morning when I am a little
free from engagements."

be good enough to lay his orders on me.
In the meantime, the Emperor went on to say,
"I repeat:that it is very essential that the two Gov
ernments—that thtelthe English Government

to convey these words to Lord John Riseell.—
When we are agreed (d' accord), I am quite with
out anxiety as to the West of Europe ;' - it is im.

Turkey, that is another question; that coun
try is in n critical state, and may give 113 all a
great deal of trouble. And now I will take' my
leave of you ;" which his Majesty proceeded to I
do by shaking hands with me most graciously. I
It instantly occurred to me that the converse-I
tion was incomplete and might never be renewed,
and, as the Emperor still held my band, I said,
" Bir,with your gracious permission, I would de
sire to take A great liberty.y4' "Certainly," his
Majesty replied, "what is it!. let me hear."
"Sir," 1 observed, "your Majesty has been
good enough to charge me with general user
meets as to the identity of views between the

The Emperor's, words and manner, although
still very kind, showed that His Majesty had no
intention of speaking to me of the demonstra
tion which be is about to make in.the South. Ile

ting. manner—" The affairs of Turkey are in a
very disorganised condition; the country Itself
seems to be falling to pieces (retwarersdne); the

the manner in which Turkish questions were to
be treated.

hi prolong the conversation. I therefore said,

The 'Emperor then leek leave of me in a man
ner which conveyed the impression of my having,
at least, not given offence, and again expressed
his intention of sending for me on setae future
day.
Whether hie intention will be acted upon isnot
to me so certain. It may be right that I should
state to
. your lordship that I propose giving
Count liesselrode an account of my conversation
with his Imperial master.
I am convinced that the chancellor Is invaria
bly favorable to measures of moderation, and, as
far ashes in his power, to English views. His
desire then to act in harmony with Her 'Neje,-
ty' government, cannot but be strengthened by
learning the cordial declarations which thelin- .
peror has &tido to mo upon the subject. "• '
Upon reading overmy despatch,!l am, consist.
cad that the converSation, although 'abridged,
has been faithfully reported: the only point of
any interest which. I am aware of not having
toothed upon being that the Emperor observed
that the last accounts from Constantinople yrero
more satisfactory,- the Turks appearing to be.
more reasonable, although hy r what process they
had become so had not been made apparent.
I will only observe that Walaveerery interest
in its being understood that no decision should
be taken in the affairs of Turkey, withouteoneert
with Her Majesty's Government, by a sovereign
who can dispose of several hundred thousand
bayonets.
Would the understanding be sated upon?
That, indeed, may well be doubted; and the rath
er as the Emperor's assurances are 'a little con
tradieted by the Measures to which It has been
my duty to call your lordship's attention 7,
