WZDNESOAY MOWN APRIL b, IBM
sir Charles ?meter, Ceramander-m-cider
of the Amble Fleet.;
If If one thing morethan any other had a tend ,
ency to assure the world that, after much hesi
tation and needless delays, - the British Ministry
were determined, at last„to enter earnestly into
lhe contest with Russia, it was the appointment
, of Vice-Admiral Sir Chirles Napier to the corn
* o • . d of the Baltic. fleet. - Three weeks ago Laid
easterougg remarked, withgreat truth, that
. the teal battle must be fought in the Baltic
d not in theßlaok Sea." The general opinion
is that Napier, of all men now In the British
service, is the best qualified tethe chief cons-
Mind of the new " Battlii.of the Baltic." The
only Admiral whole claims - in any, *ay approx
imate to. hie; is the veteran Earl of Diu:Kim:odd,
better known, perhaps, by • his earlier title
of Lord - Cochrane; which , . ho bore-during his
gallant exploits, commencing nearly half a ben-.
Wry, ago, during the. war with Nepokon ihe
struggle for independence by the
.Spanish Pror,
inces of South America, and, at a late date; in.
the service of Greece.. Lord Diandonald, it is
said, was anxious to lend the Baltic fleet in Abe
'coming contest, but the .Britiali Government have
wisely abandoned the extremely absurd practice
of allowing seniority to oterride other qualifica
tions, and the-fact that hie lordship is in his art
enty.ninth year (having been born hi 1775) was
properly taken as a sufficient obstacle to his em
ployment, in active service. Sir'Charles Napier'
himself is 68 years old, but his strong constitu
tion, sound health, personal activity and temper
..nto habits give him the appearance- of being
many_years younger..
The Napier family has greatly distinguished
itself during this last forty years. 'Ono of them
was • that fine old soldier, the late Sir Charles
James Napier, the hero in the war in Scinde,
in 18.42, the first British General who ever inner-
ted.in his dissmitches the names 'of private sol
diers who distinguished themselves in battle.—
Another Napier is the nigher of the "History of
the War in the Poninieda,": which is of itself a
monument of his indOstryin collecting facts, his
skill in arranging them, . and his eloquence in
condensing them into as eloquent and clear, a.
narrative as has ever handed, down great deeds
in fitting language : Alhird Napier, who died in
China in 1884, was selected, on account of his '
eagacious threwdness, to discharge difficult diplo
matic duties there. Others of the family have
served in tho army, all of them with distinction.
Sir Charles Napier,. grand son of the fifth. Lord
Napier of Murchiston in the , County of Stirling,
is a Scot by birth and lineage. Born on the 6th
of March, 1686, he entered the British Navy, is.
a volunteer, .before ho was fourteen, and has
.been over fifty four years in the same. From
November, 1799, he served as a volunteer, and
was made a 'midshipman in March, 1802. In
November, 1805, he became .lieutenant;' An
March, 1807, he was made acting commander of
the brig Pultusk, and- was placed; in August,
1808, in command of the Recruit brig, of 18 guns,
in which he fought and put to flight a French
corvette with more metal and men. Biz own
mainmast was shot away, and though he was -.
severely wounded, (ono shot breaking his thigh,)
refund to leave the- deck until the enemy had
alerted off: He had reached the rank of captain
of the fleet iti 1800 ; and assisted in the reduc
tion of the Island of Martinique: An important
position, called Fort Edward, had to be secured,
and, in open day, amid the fire of the enemy, he
headed n *mall "forlorn hope" of five men; with
whom be landed, scaled the walla ancrplanted ,
an d
; planted
union flag on the ramparts. lie assisted -
also in the capture of the d'ileapolt; a French
seventy-four, and was placed' in command of his •
prize, with the rank of past-captain.: We was
at the age of 22,and he had fairly; worked him
self up to this rnk, without family influence or
political interest.
In 1810, when there literally being neFrench
fleet the naval service was nearly ended, Capt
Napier went to the Peninsula as a volunteer and
fought, with the courage which has eminently
distnigedshed him in several battles there with
Wellington's soldiers. in 1813, employed on
theexpedition fitted out In Sicily, he assisted in
- taking the Island of Fonza, in the face of a
greatlyseperiorresietory force: the King of the .
Two Siellies 'appointed him Cavaliers de Pone,
in ackdowledgment of this exploit. Soon after,
his serdees in the expedition against Alexandria
procured him particular notice in the dispatches,
In June, 181 u, the Euryalus, which he then
-.commended was paid off, and Capt. Napier was
made a Companion of the Bath.: '
. Fourteen years of inactivity followed. From
IB_^9 to 1832 he was employed to command the
frigate Galatea. Ile resigned his appointment
An order, with permission from the Britishtlov
ern:neat, to succeed Minima Bart. - rebut as eats
mender of Don - Pedro's' Portuguese fleet. He
defeated the more buttercup; fleet of Don Miguel ,
.off Cape St. Vincent, whereby the Crown of
Portugal wins secured for the lately deceased •
Queen, Donna Maria. For this victory ho was
created a noble of the Kingdom of Portage, by
the title of Count Cape St. Vincent, and obtain
ed the Grand Cross of the Order of the Twofer •
end Sword. , At the dinner given to him on the
7th of this month by the' reform Club in London,
Sir CharleiNapier's services in aid. of the cause
of liberty in Portugal were that graphically
..sketched by Lord Palmerston : In the year(
1833, when he gallantly volmteered to sereethe i
' tans* of the Oaten of Portugal against the en.
asehments and usurpations of Doh Miguel, and
1 to defend, constitutional rights and liberties
against arbitrary power, he took the command
of a modest fleet of frigates and corvettes ; and.
while in command of that little squadron, he cap
tured a aruadron of far superior force, including
, two line-of-battloships, one of which my gallant
I friend himself was die nest to -"board, 1 have
been told, further; that white hanging in the
shrouds, trying to get on the deck, he was poked
al by a Portugneao pitman. • and very nearly
lest the chance of meeting us all here to-day.--:
But there was on that occasion another clause-
Mastic trait of the coolness awry gallant friend;
far when be had enabled on the deck and was
calling en those who had posession of it to'sur
mder, a Portuguese officer inn fall drive at him
to run him through. *galled friend quietly
parried the thrust, and not troubling himself to
deal otherwise with his Portage's° assailant, Its
merely gave him a hearty kick and sent him tam-1
